Reporting to Manager, Research, Analysis & Policy, the Librarian is to maintain library services in Toronto Public Health library and maintain information resources.

  • Administers, troubleshoots, and resolves issues with library systems and tools, including hardware, software, and subscription account set-up and access issues; resolves technology issues through appropriate commercial vendors and internal channels. Creates and maintains documentation related to the implementation and use of technology and its maintenance.
  • Liaises with Public Health operations and business services staff and external vendors to ensure the proper functioning of electronic library systems and resources used for the Toronto Public Health Library services.
  • Designs, develops and maintains library databases, in consultation with Management. 
  • Develops and enhances the library website.
  • Provides original or copy cataloguing of materials using Anglo American Cataloguing Rules (AACR2), Resource Description and Access (RDA), or other standards and formats as required. Provides classification of library materials, through assignment of a call number, using Library of Congress Classification.
  • Prepares and provides TPH staff with in-person or online training and orientation related to library resources and tools (i.e. bibliographic management software), literature search best practices, library services, Evidence Informed Decision Making (EIDM), copyright and access considerations, and other related topics/tools as required.
  • Designs, tracks, and collects usage statistics or client feedback related to library services as required, e.g. annual reports, collection development decisions.  Ensures metrics are accurately recorded, retained, and analyzed for ad-hoc reporting. 
  • Performs a variety of literature searching in Ovid MEDLINE or PubMed, Embase, Scopus, CINAHL, Cochrane Library databases and other bibliographic databases on various platforms in support of staff reports, evidence-based practice, professional development initiatives, policy development and program support. Completes requests with varying deadlines and levels of thoroughness, using judgement to prioritize and negotiate deadlines as required to meet business needs.
  • Evaluates and analyzes TPH needs and prepares innovative and practical recommendations to improve access and use of electronic resources/products, reference services, and information dissemination products to communicate relevant and emerging knowledge across the Division.
  • Supports teams engaged in EIDM training or other research tasks as they engage in completing evidence syntheses, rapid reviews or research projects and trains staff on rapid review methodology and its limitations.
  • Contributes to collection development (sourcing materials, obtaining quotes, building relevant collection lists and removal of items) in public health and related disciplines along with related tasks such as curating book lists, inputting or finalizing book orders for print or electronic collections using online platforms (EBSCOhost, ECM, GOBI, ProQuest, Amazon, etc.)
  • Provides input to Manager/Supervisor on library policies/procedures and improvements that can be made.
  • Participates in internal or external committees [library advisory committee, Health Science Information Consortium (HSIC) committees or working groups] or professional development opportunities.
  • Liaises with colleagues within the health sciences field to stay abreast of trends and developments in the field [Ontario Public Health Libraries Association (OPHLA) members mailing, HSIC committees, etc.]. Collaborates with external /internal stakeholders on literature searches, service delivery, duplication checks. 
  • Coordinates subscription renewals (with approval from Manager/Supervisor) including invoices & payments to ensure annual commitments are approved and within budget.
  • Administers and maintains e-Resource accounts (e.g. Soutron, Techstreet Standards, ProQuest eBook Central) as needed.
  • Negotiates licenses for new or renewed resources in consultation with the Manager/Supervisor, and reviews terms of use within vendor contracts to ensure compliance, and procurement of new or annual subscription resources (e.g., ejournals, ebooks, standards) by engaging in content/price comparisons, ensuring technical specifications can be met. Liaises with Technology Services to implement requirements, confirming compatibility with existing TPH IT systems or software).
  • Directs library staff and provides training, advice and guidance as needed.
  • Supports the library Manager/Supervisor with strategic planning, service planning or other tasks related to library services, as required.


Key Qualifications:
Your application must describe your qualifications as they relate to:

  1. A Master’s degree in Library Science, Information Science or Information Studies from an accredited institution, or an equivalent combination of a baccalaureate and Library & Information Technology Diploma from a recognized college and extensive, progressive experience relevant to the primary duties of the position.
  2. Considerable experience working in a public health, health sciences or health research library setting.
  3. Considerable experience applying copyright, licensing terms, and vendor contract requirements for electronic resources.
  4. Considerable experience in negotiating licenses and reviewing terms for compliance and system compatibility
  5. Considerable experience with online searching of commercial databases, web resources, and other health/social science databases while prioritizing accurate and relevant results.
  6. Considerable experience managing, troubleshooting, and resolving library system issues including integrated cloud-based library systems, hardware, and software set-up as well as electronic journal access issues and e-journal databases.

You must also have:

  • Knowledge of the field of public health sufficient to meet the needs of Toronto Public Health staff and partners, including knowledge of grey literature in the health sciences field.
  • Knowledge of library service standards, policies and procedures, science and information science theories, principles/practices and current and emerging trends/practices in health science library requirements to deliver information services.
  • Ability to develop clear, concise and accurate technical documentation.
  • Ability to handle complex research and reference questions.
  • Advanced understanding of Evidence Based Practice (EBP) to provides access to the best evidence, including grey literature, in the Public Health field.
  • Advanced written communication skills to prepare clients’ end-products & deliverables, library-specific documents and products, public health research guides and pathfinders and related resource materials including business cases for acquisition of library resources, reports, literature search results, and/or promotional materials.
  • Advanced skills in Microsoft Word and Intermediate skills in Microsoft Excel and PowerPoint.
  • Ability to work independently and effectively in a team setting while managing competing priorities.
  • Effective communication, interpersonal, organization, analytical, and problem-solving skills.
  • Accuracy, attention to detail and ability to prioritize tasks with a high level of tolerance for complexity and ambiguity.
  • Ability to effectively track, analyze and interpret usage statistics to support collection development and service planning.
  • Ability to participate in committee work, working groups, and professional networking activities.
  • Ability to direct and train library staff, providing guidance and support.
  • Familiarity with bibliographic and biomedical databases (e.g., Ovid MEDLINE, PubMed, Embase, Scopus, CINAHL, Cochrane Library).
  • Experience with Soutron is an asset.
  • Memberships in library associations are an asset.
