Job Description

 

The Planning Research and Analytics units operates a special library collection covering municipal planning and allied fields with 20,000 monographs and serials and online search and retrieval services.  Reporting to the Manager, Planning Research and Analytics, the Library Information Officer maintains and delivers the Division's library services, providing urban and regional research and information services:

 

    • researches and compiles materials in answer to reference inquiries including annotated subject bibliographies;
    • conducts online searches, arranges interlibrary loans;
    • maintains subscriptions and access to online serials and information services;
    • orders approved materials, and catalogues, circulates and inventories library materials;
    • provides updates to staff and produces internal newsletters on library materials;
    • maintains the Division's automated library information management system.

 

 

Major Responsibilities:

 

    • Compiles, classifies, updates and catalogues information and materials, including preparing reports and tracking Council Minutes and publications of the City and related business units and other orders of Government.
    • Determines subject content and assigns appropriate headings and classification numbers to identify the material.
    • Reviews and assesses a wide variety of print and electronic publications, recommends materials to be purchased and provides costing information.
    • Orders approved materials and catalogues incoming materials.
    • Answers and responds to information requests, such as reference, referral, bibliographic, advisory, information retrieval and document delivery requests from City staff in City Planning and Development Review, as well as other City business units, elected officials and the public (individuals, planning professionals and community groups).
    • Researches and compiles materials in answer to reference inquiries, and distributes materials as appropriate and invoices for costs.
    • Assists in the preparation of policies and procedures including the compilation of training manuals and subject bibliographies.
    • Evaluates and analyses library information needs and resources and makes recommendations, including the selection and acquisition of library materials.
    • Provides updates to Divisional staff of issues by scanning publications and extracting information relating to policy, programs and issues.
    • Sets up and maintains automated cataloguing systems and databases, including utilizing electronic, digital and online information storage and retrieval services.
    • Conducts regular and annual inventories of library/training information and materials, including cataloguing, classifying, indexing and analyzing.
    • Produces internal newsletters, bulletins and dashboards on relevant materials and publications.
    • Circulates materials to staff and maintains statistical records and reports regarding library loans, usage and operations.
    • Organize displays in public areas using relevant posters and pamphlets.
    • Provides staff training and development with regard to the use of in-house library catalogue, electronic bibliographic databases and internet searching.
    • Undertakes, organizes and manages special projects.
    • Provides input into the library strategic, operational and work plans and marketing of library information services.

 

 

Key Qualifications:  

Your application must describe your qualifications as they relate to:  

    1. Post-secondary education in library and information science or library and information studies or the equivalent combination of education and/or related experience.
    2. Considerable experience providing library information services to a team.
    3. Considerable experience using various computer software e.g. Microsoft 365 and Adobe Creative Cloud applications.
    4. Experience with library information management systems or library automation systems e.g. Sydney Digital.
    5. Experience in urban and regional research, including the collection, analysis, interpretation and presentation of planning information related to one or more of the following substantive areas: land use, demography, environmental planning, housing, heritage, regional planning, transportation planning, urban planning, urban design, urban economic analysis and zoning.

 

 

You must also have:

    • Exceptional customer service skills, with the ability to assist staff by working first to accurately understand their needs and then providing the most relevant business information, resources and referrals possible.
    • Technical knowledge of urban and regional planning.
    • Ability to work independently and as part of a team under time constraints and to meet deadlines.
    • Ability to multi-task with proven organizational and time management skills.
    • Ability to perform duties requiring independent and sound judgment, initiative and discretion.
    • Strong oral and written communication skills.
    • Ability to be proactive and take initiative to enhance the functionality of the City Planning library.
    • Ability to maintain current knowledge of municipal research, research methods, and developments in urban planning information management.
    • Excellent interpersonal skills with the ability to work with a team of professionals as well as the general public.
