The Toronto Lobbyist Registrar’s Office is one of the City’s four independent Accountability Offices and is responsible for promoting transparency and public confidence in municipal government through the public disclosure of lobbying activities and the regulation of lobbyists’ conduct.

 

The Office administers and oversees Toronto’s public online lobbyist registry, the first municipal lobbyist registry established in Canada, and supports transparency and ethical lobbying practices through advice, education, compliance support, and public disclosure in accordance with the City’s Lobbying By-law and Lobbyists’ Code of Conduct.

 

The Toronto Lobbyist Registrar is hiring a Lobbyist Registry & Stakeholder Outreach Advisor!

 

Lobbyist Registry Administration

  • Oversee the operation, accuracy, and integrity of the online Lobbyist Registry.
  • Review, approve, or deny registrations and updates in accordance with the Lobbying By-law and related policies.

  • Assess the authenticity, completeness, and public‑disclosure suitability of submitted information.

  • Interpret legislation and policies to make consistent, well‑documented approval decisions.

  • Maintain records, manage annual confirmations, update registration statuses, and purge inactive files.

  • Identify incomplete or unclear registrations and follow up to ensure compliance.

  • Stay informed about City governance structures and activities relevant to lobbying.

 

Advisory Services & Stakeholder Support

  • Provide clear, professional guidance to lobbyists, public office holders, City staff, elected officials, and the public on registration requirements and lobbying process and by-law obligations.
  • Respond to inquiries through online, phone, and in‑person channels.

  • Assist registrants in completing filings and understanding their obligations.

  • Support public transparency by helping users search and interpret registry information.

 

Policy, Research & System Improvement

  • Recommend and implement operational policies, procedures, and process improvements.
  • Conduct research and analysis on legislative, municipal, and intergovernmental developments.

  • Participate in testing, development, and enhancement of the online registry system.

  • Identify and implement improved business processes and service‑delivery solutions.

 

Compliance Monitoring & Administrative Review

  • Review registry data, filing timelines, and submission quality to identify potential non‑compliance.
  • Conduct preliminary administrative reviews and refer issues according to established protocols.

  • Support compliance processes, including administrative monetary penalties, notices, tracking, and documentation.

  • Maintain records of compliance concerns and respond to related inquiries with discretion and professionalism.

 

Outreach, Communications & Public Education

  • Deliver outreach and education initiatives to increase awareness of lobbying by-law and registry requirements.

  • Assess stakeholder needs and recommend education priorities.

  • Develop and maintain accurate, accessible web and social media content that meets AODA standards.

  • Serve as a contact for digital content inquiries and stakeholder feedback.

 

Teamwork, Training & Operational Support

  • Contribute as an active member of the Registry Advisor team to support operations and continuous improvement.
  • Provide training, technical guidance, and expertise to new or temporary staff.

  • Coordinate projects, monitor workflows, and participate in special assignments.

  • Assist with budget monitoring and resource administration.

 

Key Qualifications

  1. Post-secondary education in Public Administration, Law, Political Science, Social Sciences, or a related discipline, or an equivalent combination of education and experience.
  2. Experience working in politically sensitive, regulatory, or public‑sector environments with strong client‑service skills.

  3. Ability to interpret legislation and policies and apply sound judgment in decision‑making.

  4. Strong writing and documentation skills, including preparing reports and summarizing complex information.

  5. Experience with compliance‑related registration or disclosure processes.

  6. Experience conducting research and analysis and recommending process, policy, or system improvements.
  7. Proficiency in Microsoft Office 365, databases, and web-based applications, including experience updating records, maintaining data integrity, generating reports, and ensuring the accuracy of information in electronic databases.

  8. Experience developing and delivering stakeholder outreach and education initiatives, assessing stakeholder needs, and creating accessible digital content to support engagement, awareness, and compliance objectives.
  9. Proficiency with Microsoft Office 365, databases, and web‑based applications.

  10. Experience managing tasks that involve close attention to detail, careful verification, and accurate record‑keeping.
