Job Summary

Reporting to the Manager, Corporate Payroll Business Intelligence & Analytics this role supports a newly established Payroll Business Intelligence section and works closely with Corporate Payroll, People & Equity (HR), other Finance & Treasury Divisions, Technology Services, and divisional leadership to enable trusted, standardized workforce and payroll insights across the City.

 

The Management Consultant will provide strategic advisory services in areas including strategy development, performance reporting, organization effectiveness, and change management. In this role, the incumbent will support the development of an enterprise payroll analytics roadmap and help translate complex data into clear, actionable insights that inform workforce, financial, and operational decision-making across the City.

 

Major Responsibilities

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Provides client-driven, value-added management consulting services to a portfolio of diverse consulting projects, including initiatives involving enterprise data, analytics, reporting, and performance insight.
  • Provides policy analysis, formulation, coordination and advice to the commissioners and senior managers regarding programs, services and organization at both a strategic and operational level.
  • Shapes and defines consulting projects in consultation with client and key stakeholders, determines focus, scope, objectives, methodology and activities.
  • Directs the study process and applies methodologies, collects and analyzes quantitative and qualitative data, draws conclusions and develops alternative solutions.
  • Brings analysis and conclusions forward to the client/stakeholders, including translating complex data into clear insights, options, and recommendations.
  • Supports management in developing strategic roadmaps and future-state approaches and prepares executive-level presentations and narratives that clearly articulate insights, options, and recommendations.
  • Works in support of project steering committees and leads interdepartmental teams and working groups.
  • Assumes a temporary, short-term managerial/supervisory role in an organization unit during the transition phase of an organizational change project.
  • Contributes to the development and implementation of strategic organization design and effective management/governance systems and processes at the corporate level.
  • Assists in the assessment and analysis of corporate organization effectiveness issues and conducts studies and prepares confidential reports with respect to program and service delivery changes; management policies, systems, processes and practices; management restructuring; and organization change.
  • Leads and/or supports cross-departmental teams often operating in environments with multiple data sources, systems, and stakeholder priorities.
  • Researches, reviews and reports on existing and new management tools and methodologies and advises senior managers on emerging management techniques and other applied social science concepts and their applicability to the City.
  • Promotes organization learning and takes steps to orchestrate change through corporate wide and interdepartmental initiatives.
  • Fosters and maintains cooperative working relationships within and external to the organization; establishes and maintains contact with professionals in related fields to ensure skills, knowledge and practice are current.

 

Key Qualifications

  1. Post-secondary education in a relevant field, such as Business Administration, Human Resources, Information technology, or equivalent combination of education and experience. Project Management Business Intelligence (BI) or National Payroll Association (NPI) designations or certifications are considered a strong asset.
  2. Experience leading complex, enterprise-scale consulting or transformation initiatives within large, unionized, or public-sector organizations.
  3. Strong analytical capability, including experience working with data to inform recommendations, performance measurement, or strategic decision-making
  4. Experience working with multiple stakeholder groups (e.g., operations, finance, HR, IT) with competing priorities.
  5. Experience supporting or advising payroll, workforce, finance, or compensation-related initiatives.
  6. Experience contributing to or developing multi-year strategies, roadmaps, or operating models.
  7. Proven ability to translate complex information into clear, executive-ready insights, options, and narratives.
  8. Ability to operate effectively in ambiguity, including building structure, frameworks, and clarity where none previously existed.
  9. Familiarity with data governance, performance reporting, or enterprise analytics concepts.
  10. Strong facilitation skills, including leading workshops, stakeholder sessions, or executive briefings.
  11. Knowledge of public-sector governance, accountability, and decision-making environments.
