Job Description

 

In the complex, multi-divisional and multi-stakeholder environment that is the City of Toronto, our Technology Services Division plays a vital role in City’s ability to deliver targeted IT programs and services and achieve business goals. Both a strategic thinker and a results-oriented team player, you welcome the opportunity to support the strategic planning process and translate it into actionable, quantitative plans in the role of Management Consultant.

 

In this role, you will contribute to the success of the City and the Division by providing value-added consulting services and support to senior leadership and technology delivery teams from strategy development through planning, implementation, reporting, change management and compliance. You will focus on building resilient processes and delivery mechanisms to enable the Division to adopt new changes. You will be required to work in multi-stakeholder environment including staff from other Divisions. You are expected to be proactive and take the lead on multiple initiatives, while delivering quality deliverables.

 

 

Major Responsibilities

 

Your primary responsibilities as a Management Consultant, will be varied. Specifically, you will:

 

  • Work with diverse stakeholders to support various programs and initiatives to achieve strategic objectives and compliance requirements.
  • Implement detailed plans and recommend policies/procedures to improve division performance and technology delivery.
  • Provide client-driven, value-added management consulting services to a portfolio of diverse City programs and projects.
  • Provide advisory on audit management, review audit related documents and compliance reports, with ability to understand compliance issues. 
  • Provide policy analysis, formulation, coordination and advice to the managers and teams regarding programs, services and organization at both a strategic and operational level.
  • Provide innovative and resourceful solution, and identify approaches, concepts, and methods of analyzing complex, and sometimes competing, planning issues and provide advice, as required.
  • Shape and define consulting projects with leadership team and various committees through the development of detailed, timely strategic planning and consulting assignments, including the preparation of planning materials, work plans, reports, briefing notes, and presentations, as required
  • Research and conduct analysis and bring conclusions forward to the client/stakeholders, for strategic discussion.
  • Support management in assessing and devising solutions from a pragmatic and objective perspective.
  • Work in support of project steering committees and leads multi-divisional teams and working groups.
  • Contributes to the development and implementation of strategic organization design and effective management/governance systems and processes within divisional and technology domains.
  • Assist in the assessment and analysis of corporate organization effectiveness issues and conducts studies and prepares confidential reports with respect to program and service delivery changes; management policies, systems, processes and practices; management restructuring; and organization change
  • Lead and/or supports multi-divisional teams in the development and application of corporate policies; identification of a range of options for operations, policies, information systems and management practices; assessment of the implications and viability of each option; and recommends changes to support management priorities and functions and strengthens internal controls.
  • Research, reviews and reports on existing and new technology management tools and methodologies and advise managers on emerging management techniques and other applied concepts and their applicability to the Technology Service Division.
  • Promote organization learning and takes steps to orchestrate change through corporate wide and Technology Services Delivery initiatives
  • Foster and maintain cooperative working relationships within and external to the organization; establishes and maintains contact with professionals in related fields to ensure skills, knowledge and practice are current.
     

 

Key Qualifications

 

Your application for the role of Management Consultant should describe your qualifications as they relate to:

 

  1. Post-secondary education in Public or Business Administration or Business Technology or Managing Information Systems or an equivalent combination of education and experience. MBA is an asset.
  2. Considerable experience in business process improvement and/or change management, stakeholder management and project management.
  3. Extensive experience in management consulting, strategic planning or business analysis in the information and communication technology sector, digital industry, public sector, or non-profit organizations
  4. Expertise in managing all aspects of transformational enterprise-wide Technology projects in complex multi-divisional environments (including budget & timeline management, scope management, timely decision making, critical path identification, business transformation, data transformation/migration, user experience optimization, etc.)
  5. Extensive experience in providing strategic advice, adapting communications to a variety of audiences and ability to perform in high demand environment and capacity to work on competing priorities.
  6. Considerable experience with Agile project management, related tools (JIRA, Confluence, and techniques for managing Agile projects (i.e., SCRUM, KANBAN, Burndown techniques, Retrospective formats, etc.
  7. Knowledge of research methods, techniques, and resources with advanced attention to detail and analytical skills to research and review materials and provide relevant input and reports.
  8. Excellent communication, interpersonal, cooperative, and team-building skills, as well as planning, organizational and time management skills with ability to effectively balance a variety of stakeholder interests.
  9. Ability to establish and maintain effective consulting, working relationships and a high level of trust with senior leaders, divisional clients, and vendors, using a strong customer service orientation.
  10. Project Management Professional (PMP) will be considered asset.
