The City of Toronto’s (the City) Accounting Services Division (the Division) is responsible for delivering on the City’s financial reporting obligations including the effective administration and oversight of all excise tax reporting and compliance requirements.

 

Reporting to the Director, Accounting Services, the City is seeking an experienced and dynamic Manager, Accounting Services to lead the City’s excise tax reporting and compliance function. This role is responsible for ensuring that effective policies, processes, and internal controls are in place to support accurate and timely reporting to the Canada Revenue Agency (CRA). As the City’s primary excise tax expert, this position provides strategic advice and insights to senior leadership and governance committees, supporting informed decision‑making and optimizing the City’s tax recovery opportunities.

 

Major Responsibilities and Qualifications:

You bring an expert-level knowledge of the Excise Tax Act that you will leverage to strengthen the City’s tax governance and compliance framework, including proactively identifying and mitigating compliance risks and delivering accurate and timely monthly GST/HST filings to the CRA. You will be responsible for liaising with the CRA to resolve all on-going tax related issues and to ensure that all tax positions taken by the City are supported by transparent, well documented, and defensible tax strategies that will withstand legislative, regulatory, and audit scrutiny.

Success in this role is also dependant on your superior stakeholder management skills which you will apply to collaborate effectively with internal and external partners to enhance internal controls and improve the consistency and integrity of the City’s excise tax reporting practices. This includes developing and delivering organizational training programs that are focused on ensuring sustained compliance with corporate policies and the Excise Tax Act.

This role serves as a trusted advisor to City staff, senior leadership, and City Council by providing expert guidance to support the development of corporate excise tax positions for new initiatives, complex contractual arrangements, and other significant, non‑routine transactions. Therefore, a successful candidate must demonstrate a proven ability to communicate complex excise tax concepts and recommendations clearly and effectively to a broad range of audiences, including both technical and non‑technical stakeholders, to support informed decision‑making and sound governance.

The position's mandate calls for a level of expertise acquired through completion of a post-secondary degree in a discipline relevant to the job function (e.g., tax, accounting, finance) supplemented by extensive professional experience in interpreting and applying the Canadian Excise Tax Act and overseeing excise tax reporting and compliance activities for organizations in the private or public sector. Your professional background also includes foundational excise tax knowledge that was gained through the successful completion of CPA Canada’s In-Depth Tax Program.

You are comfortable using Microsoft Office applications such as Microsoft Excel, Word and PowerPoint, as well as ERP / computer-based accounting systems such as SAP, Oracle, Business Intelligence, CaseWare, and QuickBooks.

Equally important, you are committed to the highest standards of ethics and integrity, and can lead cross-divisional teams, facilitate decision-making and achieve excellence in excise tax reporting and compliance practices, as well as exercise independent judgement and discretion when dealing with confidential matters.

 

Summary of Key Qualifications

 

Candidate resumes are required to demonstrate the following key qualifications:

 

  1. Post-secondary education in a discipline relevant to the job function (e.g., Bachelor of Commerce, Masters of Tax). A recognized Canadian CPA designation is considered an asset.
  2. Extensive professional experience (minimum 8-years) with interpreting and applying the Canadian Excise Tax Act and overseeing organizational excise tax compliance and reporting activities.
  3. Successful completion of the CPA Canada In-Depth Tax course.
  4. Extensive experience with performing excise tax related research, report writing, and financial analysis, to inform and support corporate decision making.
  5. Extensive experience with leading, motivating, and supervising a team of professional staff and administering annual performance management requirements.
  6. Proficient in Microsoft Office Suite (e.g., Word, Excel, PowerPoint) and ERP systems (e.g., SAP and Oracle).
  7. Excellent customer service and interpersonal skills and the ability to communicate clearly and effectively to all levels of the organization.
  8. Exceptional multi-tasking skills with the ability operate under and meet tight deadlines.
  9. Superior analytical, conflict resolution, and problem-solving skills, including a track record of developing and implementing resolutions to complex matters and/or situations.
  10. Demonstrated ability to exercise sound judgement and discretion in handling confidential and sensitive information.
