The Business Improvement and Standards (BIS) unit provides business sustainment support, business improvement and operational support to the capital delivery, engineering review and other engineering support units within ECS. Working closely with other City divisions, BIS leads the development and implementation of new guidelines, standards, specifications, practices and procedures affecting municipal infrastructure. The unit also engages in industry consultations to review best practices and emerging trends, while finding and promoting opportunities for improved service delivery.
Reporting to the Director of Engineering Support Services, the Manager, Business Improvement & Standards leads the delivery of business improvement, standards development, and operational support services that enable effective capital construction delivery across Engineering & Construction Services and partner divisions.
Main Responsibilities:
- Develops and implements detailed plans and recommends policies regarding program specific requirements.
- Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
- Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.
- Cultivates a culture of continuous improvement within the Unit, evaluating program delivery on an ongoing basis in consultation with staff, senior management, service users and partners and implementing and managing change improving effectiveness and efficiency.
- Ensures excellent customer service is provided to both internal and external customers.
- Leads the development of design and construction standards and specifications for municipal infrastructure on behalf of Toronto Water, Transportation Services and Solid Waste Management.
- Leads the development, evaluation and maintenance of design and construction standards, specifications and templates for the construction of municipal infrastructure including roads, sidewalks, streetscaping, TTC tracks, utilities, sewers and trunk sewers, watermains and transmission mains, stream restoration, stormwater management infrastructure, and water, wastewater and solid waste treatment facilities.
- Leads the development and maintenance of technical design policies, guidelines, and procedures and best practices manuals for the construction of municipal infrastructure including roads, sidewalks, streetscaping, TTC tracks, utilities, sewers and trunk sewers, watermains and transmission mains, stream restoration, stormwater management infrastructure, and water, wastewater and solid waste treatment facilities.
- Represents the division providing technical expertise and input; and works with representatives from other City divisions, research institutions, external agencies and stakeholders, including industry and professional associations to support the development and implementation of new technical standards and specifications, policies and program initiatives.
- Keeps abreast of advances and trends in technology, product and methods of construction; and regulatory requirements and pending changes associated with the design and construction of municipal infrastructure including City’s roads, sidewalks, streetscaping, TTC tracks, utilities, sewers and trunk sewers, watermains and transmission mains, stream restoration, and stormwater management infrastructure; and water, wastewater and solid waste treatment facilities; and prepares reports as may be required.
- Represents the division in leading industry and stakeholder consultation, research and evaluation of new and emerging construction technologies, products and methods of construction.
- Leads the development and implementation of training programs for all ECS staff on all new City standards and specifications, technical guidelines, design and construction practices.
- Leads the development, evaluation and maintenance of project delivery tools and templates for various delivery models including RFP, RFQ, prequalification, design-bid-build tenders, design-build RFPs, and program management.
- Leads the development, evaluation, implementation and maintenance of project delivery practices, procedures and manuals.
- Develops, plans, and manages the implementation and delivery of a range of information technology support services to meet the operational needs of the division, including the development and implementation of information technology strategic and operational work plans.
- Keeps abreast of advances and trends in information technology related to and supporting the division’s operations; leading pilot testing and feasibility studies and prepares business cases for acquisition of new technology equipment and software, to support divisional needs and advancing divisional business process automation and harmonization.
- Ensures effective standards, guidelines, business rules and procedures are developed, implemented and communicated to users for information technology applications used by the division.
- Supports the development and management of divisional digital, GIS and CADD systems and databases and supports business practices and services delivery improvements through implementation of data management projects, initiatives and solutions.
- Works closely with other City divisions including Corporate Information & Technology to deliver data integration business improvement projects and initiatives.
- Leads discussions to improve ECS services with other City Divisions including Toronto Water, Transportation Services, City Planning, Parks, Forestry & Recreation, Purchasing and Materials Management, Legal, Risk Management, Corporate Finance and Financial Planning.
- Oversees the development of Request for Proposals, and the proposal evaluations for consulting engineering and/or contracted professional service assignments, led by the Unit.
- Leads external consultants in the provision of services to support delivery of business improvement initiatives, standards, specifications, best practices manuals.
- Authorizes and ensures the accurate and proper preparation of progress payments, and documentation and justification for change orders to consultants.
- Contributes to the development of key performance indicators for the Unit. Responsible for monitoring and regular reporting, including key performance indicators and assigned performance targets, on the capital program and projects delivered by the Unit.
- Provides oversight and appropriate allocation of staff and financial resources; and ensures effective project management with defined scope, schedule and requirements for projects undertaken by the Unit.
- Prepares technical reports and staff reports to Standing Committees and/or Council, and material for public education/communication purposes.
- Represents the Division/Cluster/Corporation at meetings with the public, clients, stakeholders, Councillors and their staff, Standing Committees, Community Councils, City Council, court proceedings, and on internal and external committees.
- Maintains a continuous and thorough knowledge of current corporate and other divisions’ issues and initiatives.
- Participates on various committees, task forces, project teams, etc. as a divisional representative.
- Ensures work is undertaken in a manner that complies with and supports City compliance with the Ontario Occupational Health and Safety Act (OHSA), other relevant codes and regulations and City policies.
Key Qualifications:
- Professional Engineer (P.Eng.), registered and in good standing with Professional Engineers Ontario.
- Considerable management experience leading, motivating, and managing a diverse workforce in a complex, politically sensitive, customer service-focused, public‑sector environment.
- Extensive experience developing, evaluating, and maintaining municipal infrastructure standards, specifications, guidelines, policies, and practices.
- Considerable experience leading a unit’s financial reporting processes, including budget preparation and control, expenditure forecasting, preparation and interpretation of financial reports, and reporting on key performance indicators.
- Experience managing competing priorities and deadlines, including resource allocation and scheduling in a high‑demand environment.
- Experience applying relevant federal and provincial legislation and regulations applicable to municipal engineering and construction environments, including occupational health and safety and employment legislation.
- Knowledge of information technology support services related to hardware and software, including emerging technologies used to support engineering and construction services.
- Well‑developed interpersonal, communication, negotiation, conflict‑resolution, analytical, and problem‑solving skills, with the ability to work effectively with multiple stakeholders.
