Reporting to the Associate Director, Public Health, the Manager, Community Health and Wellbeing is responsible for planning, developing, coordinating, evaluating, and overseeing the delivery of a broad range of Community Health and Wellbeing programs and services across both an assigned region and city-wide.
Major Responsibilities:
- Develops and implements detailed plans and recommends policies regarding program specific requirements.
- Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
- Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.
- Develops and administers "requests for proposals", tenders and purchase quotes in accordance with corporate purchasing policy and guidelines.
- Builds high performing interdisciplinary teams of staff in multiple offsite settings.
- Develops program Logic Models, outcome measures and key performance indicators.
- Plan, develop, coordinate, evaluate and manage the delivery of a variety of Community Health and Wellbeing programs and services that are offered across the city, meeting service and budget targets and where appropriate in compliance with provincial mandatory program requirements.
- Ensures that city-wide and regional Community Health and Wellbeing programs are responsive to community needs, address the growing diversity of the community, integrate access and equity principles and reflect best practices.
- Establishes, organizes, leads, coordinates and maintains strong relationships, partnerships and strategic alliances with a network of key community leaders through networking activities.
- Develop policies and procedures that ensure programs and services implemented in the community meet professional standards (i.e. College of Nurses and College of Dietitians practice standards, quality assurance standards) and protect the city from potential liability and negative public image.
- Organizes, leads and coordinates a range of committees and workgroups, both internal (divisional, departmental and corporate) and with community representation.
- Identifies and acts to correct areas that compromise workplace health and safety in situations where many staff work alone, have the community-at-large as a workplace, and offer services in non-public places such as client homes.
- Ensures the maintenance of staff/office compliance with all corporate and provincial legislation, such as the Ontario Human Rights Code, workplace harassment, confidentiality, Occupational Health and Safety Act, Professional Standards of Practice.
- Directs staff in the requirements of the Duty to Report Child Abuse and Neglect under the Child and Family Services Act, and counsels staff when children suffer harm within their homes.
- Initiates, analyzes and utilizes research to identify issues, trends, gaps, best practices and innovative approaches to service delivery.
- Analyzes health status, socio-demographic and epidemiological data and health research for use in strategic planning, operational planning and makes recommendations through the Associate Director and Director to the Divisional Senior Management Team, Board of Health, Ministry of Health and Long-Term Care (MHLTC), Ministry of Children, Community and Social Services (MCCSS) and Health Canada as well as other provincial and federal departments.
- Writes and presents reports to the Board of Health, MHLTC, MCCSS, and Health Canada and other agencies.
- Manages both administrative and program-based projects using project management principles and techniques.
- Implements and monitors a variety of information systems to track program deliverables, service levels and staff/time activities to enhance program and fiscal accountability.
- Develops and monitors service contracts with external community agencies and hospitals that ensure the highest standards of health practice and meet corporate standards.
- Delivery presentations to staff, community and professionals locally, nationally and internationally.
- Assumes responsibility for the independent practice of professionals and/or lay staff in multiple offsite settings within a complex matrix management structure, with complex communication channels and decision-making procedures.
- Participate in the development and implementation of the Toronto Public Health emergency response plan, i.e. Business Continuity Plans as it relates to Community Health and Wellbeing programs and staff.
Key Qualifications:

A Master's degree in Health Science and/or an equivalent combination of related experience and education.

Extensive experience in leading, developing, implementing and evaluating health promotion strategies and interventions in the Ontario Public Health Standards.

Extensive experience leading and managing complex projects from inception to completion.

Extensive experience establishing, building and sustaining community partnerships to assess and adapt health promotion programs to the needs of diverse communities and/or those who experience health inequalities.

Considerable experience leading a team with proven ability to coach, develop, and motivate staff.

Proven ability to exercise sound judgment, critical-thinking and accountability in complex work environments.

Proven ability to take initiative and utilize innovation approaches to solve complex issues.

Excellent organizational, priority setting and planning skills with demonstrated ability to work under significant time constraints.

Proven ability to prepare reports, articles and deliver effective presentations and respond effectively to the media.

Knowledge of collective agreements, guidelines, policies, applicable statutes, municipal by-laws, and relevant legislation including Employment Standards Act and Occupational Health & Safety Act.

Willingness and ability to work flexible hours including evenings and weekends.

Valid Ontario Class “G” Drivers Licence and access to a vehicle.
