To organize, manage and maintain the Dental and Oral Health Services program at Toronto Public Health, that provides comprehensive dental and oral health services to Toronto residents, including children, adults, and seniors.
Major Responsibilities:
- Develops and implements detailed plans and recommends policies regarding program specific requirements. Manages, motivates, and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Supervises the day-to-day operation of all assigned staff including the scheduling, assigning, and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
- Develops, recommends, and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.
- Prepares, oversees, and approves tenders for dental supplies, dental equipment, and dental services.
- Ensures quality assurance of the dental program in accordance with the City of Toronto health and safety regulations, federal and provincial regulations, licensing body (the Royal College of Dental Surgeons of Ontario and the College of Dental Hygienists of Ontario) requirements and Toronto Public Health policies and procedures.
- Ensures that clinics are adequately supplied and equipped to meet patient treatment needs and that the equipment is properly maintained and functioning according to health and safety regulations.
- Ensures access and availability to dental services for all targeted groups by locating new dental clinics in under- serviced and high needs areas. Ensures that the design and construction of the new clinics, and renovation of existing clinics, meet existing regulations and policies.
- Maintains liaison with outside organizations such as various universities and colleges, The Toronto District and Separate School Boards, various hospitals, and Community Health Centres. Develops and manages student placements from the teaching institutions.
- Ensures that all client and public complaints are investigated and resolved.
- Gathers data on the dental treatment needs and oral health status of the municipal population, which allows services and public health interventions to occur as needed.
- Ensures the maintenance and security of patient records in accordance with City of Toronto guidelines.
- Develops and updates procedural manuals.
- Manages the activities of all dental programming, including the school screening program, and long-term care program, mobile dental care program, etc.
- Participates in dental research projects and assists the dental director in the preparation of reports, including those to City Council and the Board of Health.
- Fulfils mandatory obligations to report workplace occupational health and safety incidents and follows up both workplace and other employee health issues.
- Serves on corporate and divisional committees as well as external coalitions. Plans and organizes continuing education workshops and courses for staff.
Key Qualifications:
- Considerable leadership and management experience in dental and oral health programs, including leading and implementing proactive change to put into place business processes, policies, and procedures to facilitate service delivery improvements.
- Extensive experience as a dental or oral health professional is preferred.
- Graduate degree in dentistry from a recognized university, be licensed (or eligible for license) by the Royal College of Dental Surgeons of Ontario and/or discipline relevant to the job profile.
- Willingness and ability to work in multidisciplinary teams.
- Ability to prepare reports, articles and deliver effective presentations.
- Ability to work cooperatively with staff and the community in setting goals for dental and oral health service delivery.
- Knowledge of the Occupational Health and Safety Act and Regulations, Human Rights, Employment Equity, related collective agreements, and labour relations legislation.
- Possession of a valid Class "G" Ontario Driver's License and access to a vehicle is required.
