Job Description
Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering and Construction Services (ECS) Division. With an annual capital program of $1 billion and growing, ECS provides specialized engineering design and construction services to internal clients within the City of Toronto, including Toronto Water, Transportation Services, and Solid Waste Management Services.
This is an exciting time to join the Division as Manager, Design & Construction - Linear Infrastructure and provide technical expertise while driving excellence and continuous improvement in customer service delivery. Reporting to the Director, Design & Construction, Linear Underground Infrastructure, you’ll lead and manage staff involved in the planning, design and construction of the City’s municipal infrastructure along with leading the delivery of multi-year projects and programs through various delivery models, including conventional design-bid-build, design-build and program management.
We are recruiting Managers of Design and Construction in the following programs:
Basement Flooding Protection Program Unit provides project management and engineering expertise in the delivery of capital infrastructure projects. These projects include environmental assessments, sewer capacity assessments, preliminary and detailed design assignments, and construction of sewers and watermain improvements, outfalls, sanitary and stormwater storage, green infrasturcture and roadway improvements.
Stormwater Management Infrastructure Unit provides project management and engineering expertise in the delivery of capital infrastructure projects. The program involves storm water management including rehabilitation of streams and other stormwater management infrastructure such as outfalls, ponds and green infrastructure. Projects are generated as a result of Environmental Assessment studies, state of good repair priorities and Council directed initiatives.
Trunk Sewers and Transmission Mains Unit provides project management and engineering expertise in the delivery of capital infrastructure projects. This includes open cut and trenchless pipe installation and rehabilitation methods of trunk sewers and transmission mains for the completion of complex construction within the City’s Right-of-Way, parks, trails and ravines to maintain the City’s infrastructure in a state of good repair and meet servicing needs of population and employment growth.
Leading by example to promote innovation
Conversant with civil and structural engineering principles and practices, you’ll act as a technical expert for Toronto Water and Transportation Services, overseeing the planning, development and implementation of engineering designs and construction associated with the City’s Basement Flooding Protection Program, Stormwater Management and rehabilitation and upgrading of Trunk Sewers and Transmission Mains as well as the planning and delivery of environmental assessment studies. This will include leading internal and/or external engineering design and construction assignments, in collaboration with staff from Toronto Water, Transportation Services and from other City divisions and various public agencies. You’ll be counted upon to provide input into the development of City's Capital Programs to address rehabilitation, reconstruction and expansion needs.
Full team management accountabilities
A skilled leader with proven success in achieving results in a unionized and non-unionized environment, you’ll manage, motivate and train the unit’s staff, and supervise the day-to-day operation of all assigned staff – from scheduling, assigning and reviewing work, to monitoring and evaluating staff performance. Your focus will be on ensuring effective teamwork, and high standards of work quality and organizational performance, while promoting continuous learning and innovation. As Manager, you’ll also be expected to develop and administer the annual budget for the unit, and control expenditures within budget.
Communication and multi-stakeholder management
This role calls for someone who can operate as a fully accountable program leader, deliver complex projects, and thrive in an environment with high expectations and frequently competing deadlines. Your collaborative approach and strengths as a communicator will prove invaluable as you lead the negotiations of contractual terms and conditions, and the finalization of agreements with consultants, contractors and design-build consortia. You’re equally comfortable leading discussions with other City divisions to deliver the Capital Works Program, as well as negotiations regarding claims and litigation arising from construction or professional services contracts, to ensure a fair, equitable resolution.
Key Qualifications
Among the strengths you bring to the role of Manager, Design & Construction - Linear Underground Infrastructure will be the following key qualifications:
- Registration as a Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO) and membership in good standing with Professional Engineers Ontario.
- Extensive experience in project management from inception to implementation, including planning, design, construction, resource allocation, budget preparation, scheduling and task management in multi-year municipal infrastructure projects.
- Extensive experience in the preparation of contract documents, requests for proposals, tenders for construction projects, technical reports, and reports to Council or external agencies or third parties.
- Considerable supervisor or management experience in mentoring, motivating, leading a diverse workforce and engaging staff in the area of engineering design and construction of municipal infrastructure.
- Considerable experience with financial reporting processes, including budget preparation and control, expenditure forecasting, preparation and interpretation of financial reports, and reporting on key performance indicators.
- A valid Class "G" Ontario Driver’s Licence.
Through this background, you also bring knowledge of materials and methods of design, construction, rehabilitation and upgrading of linear infrastructure, and of technological advances/approaches and regulatory requirements associated with the Basement Flooding Protection Program, Stormwater Management and rehabilitation and upgrading of Trunk Sewers and Transmission Mains.
As a leader, you’re known for your ability to interact effectively with multiple stakeholders, and for using your people management skills to promote and foster effective teamwork, resolve conflict and establish excellence in a customer service-oriented environment, while balancing the interests of all stakeholders. This is supported by well-developed interpersonal, human relations, written and oral communication, negotiation, conflict resolution, project management, analytical and problem-solving skills, and the ability to listen, understand, respond, lead change, adapt, and think conceptually.
Given the scope of your work, you must be knowledgeable about the Occupational Health & Safety Act, the Construction Lien Act and employment legislation, including Employment Standards Rights Act and Human Rights Act. Familiarity with Federal and Provincial regulations and requirements, including the Federal Fisheries Act, Canadian Environmental Assessment Act, Ontario Environmental Assessment Act, Ontario Water Resources Act, and the Safe Drinking Water Act, is also essential.
