Reporting to the Director Design & Construction, the successful incumbent will lead and manage staff involved in planning, design and construction of the City’s roads, sidewalks, streetscaping, TTC tracks, utilities, sewers and trunk sewers and watermains.

Major Responsibilities:

• Develops and implements detailed plans and recommends policies regarding program specific requirements.
• Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
• Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.

• Develops, recommends and administers the annual operating budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.
• Cultivates a culture of continuous improvement within the Unit, evaluating program delivery on an ongoing basis in consultation with staff, senior management, service users and partners and implementing and managing change improving effectiveness and efficiency.
• Ensures excellent customer service is provided to both internal and external customers.
• Provides technical expertise, and oversees the planning, development and implementation of engineering designs and construction associated with the City’s roads, sidewalks, streetscaping, TTC tracks, utilities, sewers and trunk sewers and watermains infrastructure.
• Provides technical expertise and oversees the planning and delivery of environmental assessment studies for Transportation Services Division.
• Leads the internal and/or external engineering design assignments associated with the rehabilitation, reconstruction and upgrading of the City’s roads, sidewalks, streetscaping, TTC tracks, utilities, sewers and trunk sewers and watermains in collaboration with staff from Transportation Services, Toronto Water, City Planning, Economic Development & Culture, TTC and other utility companies.
• Provides input to the development of Capital Programs for Transportation Services, Toronto Water, Economic Development & Culture, and TTC, to address rehabilitation, reconstruction and expansion needs for the City’s roads, sidewalks, streetscaping, TTC tracks, utilities, sewers and trunk sewers and watermains.
• Responsible for the preparation of tenders and contract management for the rehabilitation and reconstruction of the City’s roads, sidewalks, streetscaping, TTC tracks, utilities, sewers and trunk sewers and watermains.
• Leads the delivery of multi-year projects and programs through various delivery models including conventional design-bid-build and program management.
• Oversees and provides input and quality assurance regarding the project constructability in the preparation of contract drawings and specifications for construction of roads, sidewalks, streetscaping, TTC tracks, utilities, sewers and trunk sewers and watermains.
• Leads the negotiations of contractual terms and conditions, and the finalization of agreements with consultants and contractors.
• Ensures that contract documents are developed in conformance with the City’s current standards and specifications, and ensures quality and safety of work performed, adherence to schedule and approved budgets.
• Ensures that all necessary approvals/permits are obtained from regulatory authorities, and funding approvals are secured prior to tendering of contracts.
• Leads discussions with other City Divisions to deliver the Capital Works Program including Corporate Finance, Purchasing and Materials Management, Legal, Risk Management, and Real Estate.
• Oversees and leads negotiations regarding claims and litigation arising from construction or professional services contracts, to ensure a fair and equitable resolution.
• Provides input to and comments on engineering designs, drawings and specifications for projects undertaken by the Unit, and for projects by third parties.
• Oversees the development of Requests for Proposal, and the proposal evaluations for consulting engineering and/or contracted professional service assignments, led by the Unit
• Authorizes and ensures the accurate and proper preparation of progress payments, and documentation and justification for change orders, change directives and purchase order amendments to consultants and contractors; and the issuance of substantial performance and completion certificates to contractors.

• Contributes to the development of key performance indicators for the unit. Responsible for monitoring and regular reporting, including key performance indicators and assigned performance targets, on the capital program and projects delivered by the unit.
• Provides oversight and appropriate allocation of staff and financial resources; and ensures effective project management with defined scope, schedule and requirements for projects undertaken by the Unit.
• Provides input in policy and technical guideline development related to roads, sidewalks, streetscaping, TTC tracks, utilities, sewers and trunk sewers and watermains.
• Keeps abreast of technological advances and trends, and regulatory requirements associated with roads, sidewalks, streetscaping, TTC tracks, utilities, sewers and trunk sewers and watermains.
• Provides professional engineering expertise in the preparation of Emergency Planning initiatives led by the City’s Office of Emergency Management, Transportation Services, Toronto Water and Engineering & Construction Services, as required.
• Provides professional engineering expertise during emergencies in regards to safety concerns associated with roads, sidewalks, streetscaping, TTC tracks, utilities, sewers and trunk sewers and watermains.
• Prepares technical reports and staff reports to Standing Committees and/or Council, and material for public education/communication purposes.
• Represents the Division/Cluster/Corporation at meetings with the public, clients, stakeholders, Councillors and their staff, Standing Committees, Community Councils, City Council, court proceedings, and on internal and external committees.
• Prepares documentation and business cases for cost recovery of projects completed on behalf of third parties.
• Maintains a continuous and thorough knowledge of current corporate and other divisions’ issues and initiatives.
• Participates on various committees, task forces, project teams, etc. as a divisional representative.
  
  

Key Qualifications:

1. Holder of a Professional Engineering licence and member in good standing of the Association of Professional Engineers of Ontario.
2. Extensive supervisor or management experience in the area of engineering design and construction of roads, sidewalks, streetscaping, TTC tracks, utilities, sewers and trunk sewers and watermains.
3. Extensive experience in project management from inception to implementation, including planning, design, resource allocation, budget preparation, scheduling and task management in multi-year projects of roads, sidewalks, streetscaping, TTC tracks, utilities, sewers and trunk sewers and watermains.
4. Extensive experience in capital delivery in a complex urban environment involving multiple stakeholders.
5. Experience in managing, attracting, motivating, and leading a diverse workforce and establishing and operating in an environment that promotes excellence.
6. Extensive experience in the preparation of contract documents, request for proposals, preparation of tenders for construction projects, technical reports, reports to Council or external agencies or third parties.
7. Experience with financial reporting processes including budget preparation and control, expenditure forecasting, preparation and interpretation of financial reports; and reporting on key performance indicators.
8. Vast knowledge of the principles of civil engineering, structural engineering and of materials and methods of construction, rehabilitation and upgrading of transportation infrastructure.
9. Knowledge of technological advances/approaches and regulatory requirements associated with the rehabilitation and upgrading of transportation infrastructure.
10. Ability to operate as a fully accountable program leader, deliver complex projects, thrive in an environment with high expectations and frequent and competing deadlines.
11. Well-developed people management skills to promote and foster effective teamwork, resolve conflict, and establish excellence in a customer service oriented environment, while balancing the interest of all stakeholders.
12. Well-developed interpersonal, human relation, communication (written and oral), negotiation, conflict resolution, project management, analytical and problem solving skills.
13. Ability to interact and communicate effectively with all stakeholders and proven success in achieving results in a unionized and non-unionized environment.
14. Ability to listen, understand, respond, lead change, adapt, and think conceptually.
15. Must be knowledgeable of the Occupational Health & Safety Act, Construction Lien Act and employment legislation, including Employment Standards Rights Act and Human Rights Act.
16. Familiarity with Federal and Provincial regulations and requirements, including the Construction Lien Act, Environmental Assessment Act, and Federal Fisheries Act.
17. Possession of a valid Province of Ontario Driver’s License and daily access to a reliable vehicle.
