Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering and Construction Services (ECS) Division. ECS provides specialized engineering design, review and construction services to internal clients within the City of Toronto, including Toronto Water, Transportation Services, and Solid Waste Management Services, and to external clients such as the development industry, utility companies, and other public agencies creating safe and sustainable municipal infrastructure.
This is an exciting time to join the Division as Manager Engineering Transit Review and provide technical expertise while driving excellence and continuous improvement in customer service delivery. The Engineering Transit Review Unit is responsible for facilitating proposed transit projects for transit organizations, such as Metrolinx and TTC. Reporting to the Director, and leveraging your leadership skills, you’ll lead and manage staff involved undertaking engineering review of proposed transit projects and providing technical expertise, and advice throughout design and construction.
Full Managerial Accountabilities
A skilled leader with proven success in achieving results in a unionized and non-unionized environment, you’ll manage, motivate, and train the Unit’s staff, including supervision of day-to-day operations, scheduling, assigning, and reviewing work, and monitoring and evaluating staff performance, while ensuring effective teamwork, and high standards of work quality and organizational performance, and promoting continuous learning and innovation. Developing and administering the annual operating budget for the Unit and controlling expenditures within the approved budget will also be an integral part of your job.
Leading by Example to Achieve Results
Recognized for your strengths and technical expertise as a Professional Engineer, you’ll oversee the preparation of City comments with input from all operating divisions on municipal infrastructure design and construction matters relating to infrastructure projects led by third parties such as Metrolinx and TTC. You will determine and identify opportunities to improve municipal infrastructure and to mitigate the impacts of new and expanded third party infrastructure such as dedicated transit rights-of-way on municipal infrastructure, on behalf of Toronto Water and Transportation Services.
Communication and multi-stakeholder management
This role calls for someone who can operate as a fully accountable program leader and thrive in an environment with high expectations and frequently competing deadlines. Your collaborative approach and strengths as a communicator will prove invaluable as you prepare, review, approve and enforce legal and cost sharing agreements, with third parties, for the replacement or upgrading of City infrastructure.
You will be comfortable developing policies and procedures for the review and approval of engineering designs and plans for construction of roads, watermains, sewers and other infrastructure services managed by third parties as well as leading the negotiations with third party agencies and representing the City at public meetings.
You’ll also prepare technical, and staff reports to Standing Committees and/or Council, material for public education and communication purposes, as well as documentation and business cases for cost recovery of projects completed on behalf of third parties.
You’re also prepared to participate on various task forces and project teams, and represent the Division, Cluster and/or Corporation at meetings with the public, clients, stakeholders, Councillors, Standing Committees, Community Councils, and City Council, in court proceedings, and on internal and external committees.
Technical Expertise and Innovation
Keeping abreast of technological advances and trends, and regulatory requirements associated with municipal water, sewer, road, sidewalk and street scaping assets; you’ll cultivate a culture of continuous improvement within the Unit, evaluating program delivery on an ongoing basis in consultation with staff, senior management, service users and partners. You’ll implement and manage change that improves effectiveness and efficiency and contribute to the development of key performance indicators (KPIs).
KEY QUALIFICATIONS:
Among the other strengths you bring to the role of Manager Engineering Transit Review will be the following key qualifications:
- Registration as a Professional Engineer (P.Eng.) and membership in good standing with Professional Engineers of Ontario (PEO).
- Considerable experience using the principles of civil engineering and materials and methods of construction, rehabilitation and upgrading of municipal water, sewer, road, sidewalk and streetscaping.
- Considerable experience with financial reporting processes, including budget preparation and control, expenditure forecasting, preparation and interpretation of financial reports, and reporting on key performance indicators.
- Experience in a supervisory or management role including mentoring, motivating, and leading a diverse workforce and establishing and operating in an environment that promotes excellence.
- Familiarity with Federal and Provincial regulations and requirements, including, but not limited to the Canadian Environmental Assessment Act, Provincial Environmental Assessment Act, Environmental Protection Act, and Safe Drinking Water Act.
- A valid Class "G" Ontario Driver’s Licence.

This is supported by well-developed interpersonal, human relations, written and oral communication, negotiation, conflict resolution, project management, analytical and problem-solving skills, and the ability to listen, understand, respond, lead change, adapt, and think conceptually.
Given the scope of your work, you must be knowledgeable about the Occupational Health & Safety Act, and employment legislation, including the Employment Standards Rights Act and the Human Rights Act.
