In this pivotal, strategically important role of Manager Enterprise Solution Architecture & Transformation with the City of Toronto Technology Services Division, you will play an instrumental part in City's technology and digital transformation. You will define, realize, and leverage current and future technology to enable the City's technology vision, building on existing system investments to ensure stable, sustainable and scalable technology solutions. Working closely with peers, stakeholders and vendors, you will provide subject matter expertise and leadership in solution architecture and business architecture domains in the design, analysis, development, and transformation of the platforms or solutions.

As Manager Enterprise Solution Architecture & Transformation, you will report to Director, Architecture and Standards, and will be part of Technology Services Division’s Architecture team providing leadership in the Solution Architecture and Business Architecture Area areas.  

You'll also provide oversight on solution analysis, formulation, coordination as well as advising leadership and teams on programs and services at both strategic and operational levels. You will provide innovative, resourceful architectural direction, identifying approaches, concepts, and methods of analyzing complex and sometimes competing priorities.

You will provide hands-on experience in the areas of:

•    Develops and implements detailed plans and recommends policies regarding program specific requirements.
•    Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
•    Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
•    Develops, recommends and administers the annual budget for the unit, ensuring that the unit's expenditures are controlled and maintained within approved budget limitations.
•    Leads the solution architecture team to plan and implement design activities while working directly with business representatives to understand business requirements.
•    Develops and maintains solution architecture artifacts, patterns, models and standards in the enterprise architecture repository to ensure that each new technology solution fits within the overall architectural blueprint.
•    Provides business architecture leadership by working with the team to formulate design plans that consider technology investments, risks, and impact on the organization's overall business processes and strategies, while providing value to the City by improving business processes and eliminating unnecessary complexities.
•    Develops and maintains current and planned state architectural blueprints and communicates architecture decisions, plans, goals and strategies. Ensures that all project documentation captures significant architectural decisions. Oversees all aspects of the solution architecture life cycle and works with matrix IT and business partners to ensure that the solution architects meet documented business and technical specifications.
•    Identifies, develops and champions opportunities for fundamental business transformations in alignment with strategic priorities and assesses innovative opportunities for business process reengineering.
•    Manages the design and supports implementation of transformation projects and business processes that support interoperability, integration and use of common service components. 
•    Provides leadership and management in business analysis techniques and methodologies support to build a Business Architecture Centre of Excellence.
•    Manages the development and implementation of an overall methodology and tools for transformation, from planning to implementation, to produce rigorous and executable visions, strategies, designs, standards, business cases and implementation plans for transforming business processes across the enterprise.
•    Leads research & discovery of new innovative technologies and practices for divisional and City-wide projects, focusing on client needs and services; establishes selection criteria for research initiatives; proactively scans for new business transformation models and technologies; executes research plans for existing services, new service concepts and potential service integration.
•    Manages partnering and contractual relationships and engagements with major industry research providers.
•    Collaborates with Business Relationship Management managers and IT sections to identify potential business transformation collaboration opportunities as part of the annual divisional IT planning process.
•    Conducts concept feasibility studies in coordination with the business units and Business Relationship Management.
•    Establishes and promotes a knowledge resource centre on business transformation, best practices, tools and processes.
•    Works with principal architects to define new/changed architecture requirements and design principles incorporating current IT requirements with long-range industry trends and developments.
•    Reviews, evaluates, and certifies models, designs and architectural solutions. Identifies any deviations from the standards and proposes appropriate remedial actions or mitigation strategies for non-compliant designs.
•    Develops, communicates and deploys solution architecture governance processes and ensures that architectural governance is a fair, consistent and transparent process.
•    Maintains in-depth knowledge of the organization's technology solutions and the IT industry best practices and emerging technologies.
•    Manages solution architecture resource capacity to meet the demands from IT projects including the allocation of full-time complements and filling gaps using externally contracted resources.
•    Defines short-term and long-term solution architecture competencies, knowledge and skills required to sustain the City's solution architecture needs; develops and implements a solution architecture mentorship and coaching program to build, retain and maintain such competencies.
•    Manages the planning and delivery quality of the solution architecture work packages for major IT projects with project managers and assigned solution architects in accordance with the City IT's project management process.
•    Provides oversight for the technology architecture decision making process ensuring the right stakeholders are included and that all recommended decisions are supported objectively through facts.

Key Qualifications:

1.    Extensive architecture experience in a leadership capacity, gained in a complex technological environment, paired with post-secondary education in Information Technology, Computer Science, Engineering, Information Systems or Math (or an equivalent combination of education and experience).
2.    Experienced leading major enterprise-wide architectural initiatives, such as capability modeling, road mapping, enterprise solution platforms , etc, from planning to implementation.
3.    Hands-on knowledge on Business Architecture and Solution Architecture domains and their applications. 
4.    Highly developed leadership, interpersonal, conflict resolution, negotiation, facilitation and problem-solving skills, with the ability to work collaboratively in a multidisciplinary team environment and independently as required.
5.    Strong ability to motivate teams and create a collaborative working environment
6.    Experience with Enterprise-grade technology platforms and services.
7.    Resourcefulness, analytical and problem-solving skills, paired with excellent communication skills.
8.    Ability to handle multiple competing priorities while working on complex, highly visible projects.
