The Accounting Services Division (the Division) leads the accounting and financial reporting obligations of the City of Toronto (the City). The Division’s Financial Accounting Systems & Policy (FASP) section is responsible for providing oversight, management and support for the City’s SAP financial system, which includes executing month-end and year-end system close procedures, payment and interface processing, overseeing SAP master data governance and change requests (including vendor and vendor banking master data), managing system access and security, maintaining and updating system related internal controls, leading system updates and related user acceptance testing, and supporting corporate partners with system related projects and other service requests.
As the Manager, Financial Accounting Systems & Policies, you’ll be responsible for providing executive leadership to the FASP section and for delivering the technical expertise and strategic direction required to ensure that the City’s financial system and related services are delivered efficiently, effectively and meet the needs and quality standards of our user group.
Your experience with motivating, and training staff has equipped you to handle leadership duties required to manage a compliment of unionized and non-union staff, including overseeing day to day operations through scheduling, assigning and reviewing of all staff work, and ensuring that plans are in place to effectively mitigate significant operational risks. You will be relied upon by the Division’s senior leadership group to develop, maintain, and report on metrics and KPIs for the group that track and measure staff performance and efficiency, and the overall effectiveness of the services being delivered to the organization.
You will be a strategic partner to the City’s Financial System Transformation Project (FSTP) team, which is leading the City’s transition from SAP ECC to SAP S4 HANA. In this capacity, you will be required to support system go-live through providing subject matter expertise on system design, functionality, and processes, with a focus on ensuring that automation and SAP best practices are being considered and implemented where possible. You will also be responsible for ensuring that project related resourcing needs are in place to support FASP’s user acceptance testing requirements and any incremental work and processes that FASP will be required to support as a result of the new system.
This role will require you to collaborate and work with key stakeholders and business partners across the organization to continuously evaluate and assess the appropriateness of system configurations, functionality, processes, and procedures and to provide recommendations to senior leaders throughout the organization that strike a balance between achieving corporate goals and objectives and upholding the integrity and security of the financial system and the City’s financial reporting. You will be relied upon to provide sound advice to complex system related matters and to deliver presentations on proposed solutions or recommendations to senior organizational leaders in a format that is clear, concise, and caters to the knowledge base of the audience.
Key Qualifications
- Post-secondary diploma in a relevant discipline (i.e. IT, Accounting, Business and Administration) combined with 8-10 years of professional experience in progressively senior roles that were focused on providing SAP financial system support within an organization.
- Expert level knowledge and application of SAP modules including Financial Accounting, Controlling, Materials Management, and Sales Distribution (SAP related certifications are an asset).
- Extensive experience with interpreting and applying accounting standards such as Public Sector Accounting Standards and preparing and delivering on organizational financial reporting requirements, such as consolidated financial statements, with a focus on ensuring that the financial system is configured to deliver timely and accurate financial reporting that aligns with accounting requirements (CPA designation is an asset).
- Extensive experience with assessing and maintaining a robust system of internal controls that are focused on upholding the integrity and security of the financial system, and to provide recommendations as needed to enhance the control environment in response to operating risks.
- Extensive experience with developing and maintaining master data governance policies and practices to ensure data accuracy, consistency, and reliability across all business processes and departments.
- Strong people management and client service skills with extensive experience leading and motivating teams of unionized and non-union staff, including review of daily work, delivering timely feedback on performance, and ensuring that team goals and objectives align with the overall goals and objectives of the organization.
- Extensive experience with leading, managing, and developing relationships with diverse groups of corporate partners.
- Extensive experience with leading or participating in system related transformational projects and overseeing related change management activities.
- Extensive experience with delivering presentations and providing recommendations to senior level management on complex matters and topics in a format that is clear, concise, and caters to the knowledge base of the audience.
- Superior communication, interpersonal, negotiation, and conflict resolution skills.
