The Office of the Chief Financial Officer & Treasurer is seeking two results-oriented leaders with a strong background in strategic and financial advice for the role of Manager, Financial Policy & Strategy.
 

 

Reporting to the Director, Strategic Policy & Programs, the Manager, Financial Policy & Strategy, will provide strategic leadership and financial advice in the development, design and execution of corporate financial policies, priority initiatives and emerging files. Working closely with divisions across Finance & Treasury Services and the rest of the organization, this individual should be an inherent problem-solver and possess a strong financial background, effective communication skills and political acuity.
 

 

The Manager, Financial Policy & Strategy “Special Projects” will provide ongoing program management for cross-cutting and time-sensitive files within Finance & Treasury Services. This individual should feel comfortable adapting to new projects and initiatives, as this role will provide strategic planning and financial expertise to cross-functional and multi-divisional teams.
 

 

The Manager, Financial Policy & Strategy Funding Policy” will provide strategic analysis and advice for major funding strategies for the City of Toronto. This role will provide critical leadership in the development, design and implementation of corporate financial strategies and new revenue tools including in the areas of: development charges, additional growth funding tools, and property taxation policies.

 

 

Major Responsibilities:


Special Projects:

  • Identifies financial opportunities for the City of Toronto and leads the coordination and implementation of expenditure-related actions that result from reviews, studies and the annual budget process.
  • Contributes to the City's intergovernmental funding strategies and provides support in the implementation of intergovernmental actions led by the Chief Financial Officer & Treasurer and/or Finance & Treasury Services.
  • Leads the conduction and analysis of the City's annual certification process in accordance with the International Organization for Standardization (ISO), in support of the City's Sustainable Debenture Program.

 

 

Funding Strategy:

  • Provides financial leadership to the growth-funding tools file in the analysis, development and implementation of financial policies including those pertaining to development charges, working closely with other City Divisions and Agencies.
  • Responds to corporate and/or financial issues and projects pertaining to municipal funding tools, offering strategic financial analysis, advice and project management in order to resolve same.
  • Plans and leads the development and implementation of new revenue tool policies for the City of Toronto, working closely with relevant City Divisions

 

 

 

Additional Responsibilities:

 

  • Responds to corporate or financial issues and projects, offering strategic financial analysis, advice and project management.
  • Develops and communicates financial and policy recommendations and key strategic initiatives, providing advice and guidance to the Chief Financial Officer & Treasurer, Committees of Council, executive management and diverse audiences to positively impact results and business outcomes.
  • Leads key deliverables on behalf of the CFO & Treasurer, including reports to Committees and Council, public­ facing materials and information and development of strategic materials, including annual budget materials and briefing notes, ensuring that complex financial information is presented in a clear, concise manner.
  • Provides strategic advice and analysis during the annual budget process with budget strategies, working closely with City divisions and agencies, including consideration of funding strategies, property tax policies and/or expenditure-related opportunities.
  • Develops and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.
  • Ensures CFO & Treasurer initiatives are supported with clearly defined strategy, performance management accountability, recommendations for areas of improvement, appropriate financial oversight and informed through data analytics.
  • Provides strategic and financial support to, and represents the CFO & Treasurer on, major corporate priorities, City building initiatives, corporate-wide strategic actions and on committees, ensuring seamless integration and coordination.
  • Provides strategic leadership to ensure effective delivery of priority programs and resolution of complex, high impact issues including comprehensive collaboration and coordination across a wide range of internal and external partners. 
  • Influences and supports, on behalf of the CFO & Treasurer, the Service Area on key strategic financial initiatives by implementing and evaluating strategic and operational plans to respond to corporate initiatives. Provides updates and reports on project status, issues and key deliverables.
  • Develops and implements priority initiatives, strategic projects, transformation efforts and functional policies/programs for the Service Area and the organization.
  • Influences and supports high level strategic projects, cross-functional or multi-divisional teams in driving strategic efforts and for the development and implementation of strategies to achieve the corporate vision. Provides guidance and formulates recommendations to the CFO to ensure processes, systems and structures
  • are appropriately deployed to foster effective delivery of projects.
  • Provides strategic support to the Director to ensure coordination of activities, priority setting and performance management.
  • Leads an integrative approach, promotes and fosters collaboration and builds highly effective, constructive and consultative relationships with the teams within the Deputy City Managers’ Offices, the Mayor's Office, Council, senior and corporate leadership teams.
  • Maintains relationships with external partners including other levels of government and municipalities, agencies, industries and businesses to build resources, collaborate on business improvement, coordinate delivery of complex programs and initiatives, drive resolution of high impact issues and influence change.
  • Fosters the development of an organizational culture that focuses on delivering exceptional customer service, embraces diversity and promotes inclusiveness and equality at every opportunity.
  • Contributes to the continuous improvement of organizational performance through analysis and the development and implementation of sound management practices.
  • Navigates political structures and systems, with a sound understanding of municipal government operations and intergovernmental relations. Plans, develops and implements complex administrative and operational systems, providing strategic advice to the CFO & Treasurer and Service Area Senior Management Team about Committee and Council matters.

 

Key Qualifications:

 

  1. Possesses solid knowledge and understanding of municipal government operations, municipal funding tools including property taxation and development charges, and/or intergovernmental relations
  2. Demonstrated experience in leading, supervising, motivating, coaching, and holding accountable, a team of professionals, while supporting employee engagement and development.
  3. Extensive experience planning, developing, coordinating, and writing a broad range of materials including reports, correspondence, briefing notes, decks and strategic documents for senior management that include strategic advice and recommendations.
  4. Extensive experience working with executives, senior management teams and key stakeholders including divisional partners, diverse community groups and their representatives to meet service objectives, as well as divisional and organizational objectives.
  5. Ability to interact and communicate effectively (written and oral) using strong political acuity with all organizational levels including elected officials, political representatives and the media.
  6. Strong ability to be flexible and manage multiple tasks in an environment with shifting priorities, firm deadlines and high-performance expectations.
  7. Post-secondary education in a professional discipline pertinent to the job function or an equivalent combination of relevant training and/or experience (such as public policy, business administration, or finance).
  8. Ability to operate as a fully accountable program leader, deliver complex projects, and thrive in an environment with high expectations and frequent and competing deadlines.
  9. Extensive experience making critical and strategic decisions, demonstrating innovation and results oriented leadership, fiscal accountability, and strong customer service orientation.
  10. Extensive experience in managing complex issues, with a high level of ability to influence and negotiate outcomes and achieve consensus among parties having different objectives with a broad spectrum of diverse stakeholders, while balancing political, community and public interests.
  11. Ability to develop and administer budgets to ensure unit fiscal accountability and effective use of resources.
  12. Ability to foster an organizational culture that emphasizes innovation, continuous learning, collaboration, transparency, accountability and trust while promoting a strong code of ethics and integrity to support public service excellence
  13. Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
