Major Responsibilities:
Reporting to the Director of Housing Stability Services, the Manager of Housing Stability Services is responsible for the development, implementation, and administration of housing, programs and services provided by contracted community-based agencies.
The Manager will lead and empower a highly skilled and knowledgeable team, providing direction and guidance to staff in the delivery of quality, safe, and innovative programs & services meeting the needs of a diverse population through partnerships with community-based agencies and housing providers.

- Oversees a team of professionals responsible for working with community-based organizations to develop, implement and manage programs and services and administer housing and homelessness system funding.
- Improves program delivery and accountability through monitoring of housing providers and reporting on progress and program effectiveness.
- Ensures appropriate systems and procedures are in place for compliance by housing providers with legislation and/or contractual obligations to City and established City standards. Recommends and implements remedial action for service providers that are not in compliance.
- Ensures that accurate business processes are developed, documented and implemented to promote effective conduct of business activities.
- Ensures appropriate reporting on program administration is prepared for senior management and for provincial and federal governments.
- Develops and implements operational policies associated with improved program delivery for program administration staff and contracted community partners.
- Identifies best practices and service gaps and develops new program delivery models including staffing models, organizational structures, funding programs and business processes.
- Develops and implements risk management strategies to ensure financial risks to the City are minimized.
- Ensures capital needs for city funded housing are identified and addressed.
- Ensures City’s responsiveness and support of communities and housing providers, involved in housing issues through the provision of community development resources.
- Implements programs to support and further develop the capacity of non-profit agencies and to support multi-sectoral efforts in order to maintain and build a strong base of programs and services.
- Identifies the training needs of housing providers and contracted community service agencies and ensures that appropriate training is developed and implemented.
- Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Operates within and/or reviews legislative requirements such as Housing Services Act, Employment Standards Act, Ministry of Labour, Human Rights Act, Occupational Health & Safety Act, Ontario Works Act and Charities Act.
- Represents the City on various federal, provincial and municipal committees associated with housing and homelessness.
- Collaborates with other City staff to evaluate broad social programs and policies and the impact of initiatives by other levels of government and community-based organizations on the provision of housing/homelessness services.
Key Qualifications:

- Post-secondary education in a relevant professional discipline, i.e. public administration, public policy, social services or an equivalent combination of education and/or relevant experience
- Experience in addressing housing stability issues specifically in the areas of strategic planning, program and policy development, finance analysis and compliance reviews
- Considerable experience managing, coordinating, and motivating staff, conducting performance appraisals and managing labour relations matters.
- Considerable project management experience, including developing, coordinating and managing both short and long term projects and initiatives with minimal direction, while developing partnerships and balancing a range of stakeholder interests in complex political environments.
- Considerable experience initiating, leading and implementing proactive and progressive changes related to administration and social programs.
- Understanding of the federal/provincial/City/provider relationships with respect to social housing funding and administration as well as in-depth understanding of the challenges faced by not-for-profit providers, especially with respect to capital and operational needs.
- Knowledge of housing stability services, issues and policies.
- Knowledge of municipal governance structures, services and programs, and the municipal relationship to other levels of government, other funders and the community.
- Advanced strategic, analytical and conceptual thinking skills with the capacity to understand complex operating and policy issues, evaluation frameworks, performance measures, program inter-relationships and the potential consequences of intended policy action.
- Excellent presentation, written and communication skills to deal effectively with staff, city councillors, senior management, community and stakeholder representatives and boards of directors.
- Ability to develop and administer budgets to ensure unit fiscal accountability and effective use of resources.
- Must be familiar with government legislation in the area of occupational health and safety.
