Role Description
The Technology Services Division (TSD) is looking for a Manager, Office of the Chief Technology Officer, reporting to the Director, Digital Policy & Office of the Chief Technology Officer.

In this pivotal role, you will connect people, projects, and policies, serving as the bridge between TSD Leadership and the executive offices, including the City Manager and Deputy City Manager. You will help steer the delivery of critical outcomes in a fast-moving corporate environment by enabling coordination, structure, and focus at the most senior levels. You’ll lead the orchestration of strategic meetings, priorities, and initiatives—often balancing multiple pressures simultaneously—while enabling others to navigate TSD’s complex landscape.

The successful candidate will provide leadership in the areas of:

Organization: You are someone who thrives on bringing order to complexity. With an innate ability to prioritize, organize, and align, you will ensure the seamless operation of the Office of the Chief Technology Officer—managing executive priorities, streamlining workflows, and fostering effective communication between internal teams and external stakeholders. You will build the infrastructure that ensures decisions are made thoughtfully and executed efficiently, with results that reflect both urgency and impact.

Engagement and Culture: You understand the importance of culture in driving delivery. As the champion of TSD’s employee engagement program, you will foster a high-performance, collaborative, and inclusive environment where learning, development, and innovation are embedded in the day-to-day. You will help shape a culture of continuous improvement—one that encourages staff to reflect, adapt, and grow in pursuit of service excellence.

 

Communications: Strong communication will be key to your success. You will oversee the preparation of detailed reports, briefings, and executive-level presentations that communicate priorities clearly, anticipate risks, and support strategic decision-making. You demonstrate sound judgment, political acuity, and a deep understanding of your audience—whether working with front-line teams or senior leaders across the organization.

In collaboration with Strategic Public and Employee Communications, you will also help shape city-wide messaging related to operations and issues management, ensuring that TSD’s voice is aligned with broader public service values and objectives.

 

External Partnerships: Oversee TSD’s external engagement program, including City agencies, boards and commission, associations, and other levels of government. Build strong relationships and facilitate open communication to gain support, resolve issues and maintain ongoing positive, collaborative relationships with our external partners.

 


Key Qualifications:
We are looking for someone who is highly organized, with a strong background leading teams, strategic management, operations management, change management and communications with technology experience. You should be great at working with senior leadership, offering valuable insights on policies and organizational improvements, and delivering updates and reports effectively. Experience working in a municipal governance structure and with council members is an asset.
 

You are confident working with senior leadership, providing valuable insight on policy, governance, and organizational improvement. You have considerable understanding how to translate strategic intent into operational outcomes—and you deliver with consistency, quality, and impact.

You are skilled at managing stakeholder relationships, earning trust, and gaining buy-in. You thrive on collaboration, and you are at your best when you’re helping people, projects, and policies come together toward a shared vision.
 

You bring considerable experience in implementing organizational initiatives and managing large scale change, specifically, those focused on customer service improvement and organizational culture. Combined, with a continuous improvement mindset, you’re always looking for ways to enhance service, streamline processes, and adapt to evolving needs. You’re not afraid to challenge the status quo—and you’re equally comfortable building the roadmap to get from vision to implementation.


You have experience managing a team of operational staff in a complex and politically sensitive work environment, including motivating, and mentoring to achieve excellent service results and high performance.
