Opportunity awaits you

Reporting to the Director, Program Support, Policy and Strategy, you will manage a team of policy, research and program administration professionals with responsibility for the development, evaluation and implementation of purchasing policy and procedures and the administration of the Social Procurement Program. You will coordinate key divisional and inter-divisional priorities, including the co-development of a First Nations, Inuit and Métis Procurement Policy. Recognized as a subject matter expert, you will also provide strategic advice and leadership on key policy matters and issues management related to general procurement policy, in addition to social, Indigenous, sustainable and innovative procurement, to ensure the effective planning and delivery of programs and services. Applying excellent political acuity, you will lead the division's agenda management process for City Council.

 

Share expertise and promote best practices

Experienced in leading and implementing proactive, progressive change related to business processes and policies, you'll develop detailed plans and implement strategic initiatives and projects related to procurement. We'll also count on you to bring a reconciliation, equity and sustainability lens to the management of research and the development, evaluation and implementation of policies, procedures and training. You will manage the preparation of policy and program recommendations for the Director and Senior Management Team, and reports to Standing Committees and Council. With experience in program administration, you will manage the day-to-day operations of the Social Procurement Program and other procurement programs.

 

A collaborative approach to getting results

A strong communicator with demonstrated political acumen, judgment and insight, you'll manage strategic, effective relationships and collaborate with City staff, City Council, other governments, public agencies, suppliers and partners. You will provide the Director and Senior Management Team with strategic advice and recommendations, operational support and professional judgment on complex, contentious issues, with a focus on divisional and organizational success. In addition, you'll identify options related to organizational development, governance and management practices and performance measures, and recommend changes to support management functions and improve overall efficiency, effectiveness and accountability.

 

Lead by example with a customer focus

As is typically expected of a managerial role like this, you'll manage assigned programs, and supervise the day-to-day operation of all assigned staff, from scheduling, assigning and reviewing work, to providing motivation and training, while ensuring effective teamwork and communication, and high standards of work quality and organizational performance, and promoting continuous learning and innovation. Developing, recommending and administering the annual budget for the program, and ensuring that expenditures are controlled within the approved budget will be other integral aspects of your job.

 

Key Qualifications

  1. Post-secondary education in a job-related professional discipline or an equivalent combination of education and experience.
  2. Management experience in a major public or private sector organization. Previous governmental experience would be an asset.
  3. Considerable experience with strategic planning and policy development, evaluation and implementation.
  4. Considerable experience with program administration.
  5. Considerable experience successfully managing multi-faceted strategic initiatives and projects.
  6. Extensive experience planning, developing and writing a broad range of materials, including reports, briefing notes, decks, strategic documents, and policy papers for senior management that include strategic advice and recommendations.
  7. Effective decision-making skills, demonstrating innovation and results-oriented leadership, fiscal accountability, and a strong ability to think critically and develop solutions to multifaceted issues.
  8. Exceptional oral and written communications skills with the ability to work effectively with senior management, other orders of government, and Councillors and their staff.
  9. Excellent political acuity.
  10. Sound understanding of Purchasing and Financial Control By-laws and experience with procurement policy and social, Indigenous or sustainable procurement would be an asset.
