Job Description

As the Manager Transfer Station Operations within the City of Toronto, Solid Waste Management Services Division, you will lead a team with a focus on overseeing the safe, efficient and reliable operations of the City transfer stations and logistics for the receiving, consolidating, loading and transferring of waste materials to various destinations. You will be accountable for developing staff and fostering a culture of workplace and service excellence. You will ensure that work is planned, organized and coordinated in a manner that meets performance objectives with a continuous improvement focus. Your excellent customer service approach and political acuity will be used to respond to issues and complaints and your superb communications skills will assist with supporting operational change management initiatives.

Transfer Stations & Landfill Operations (TS&LO) is focused on providing effective and innovative solutions to managing the City's waste in a healthy and safe manner to fulfill the Division's strategic mission of environmental sustainability. It accomplishes this through managing the performance and maintenance of the City’s network of seven transfer stations, six household hazardous waste depots, haulage logistics and roll-off services, the Green Lane Landfill, and numerous closed landfill sites.

 

Major Responsibilities:

Reporting to the Director, Transfer Stations & Landfill Operations, the Manager, Transfer Station Operations is responsible for:

Operational Efficiency and Continuous Improvement:

  • Manages daily operational activities through General Supervisors to meet timelines, ensure environmental compliance and achieve sectional and divisional goals and priorities.
  • Reviews and assesses work methods, equipment requirements, staffing, scheduling and productivity to ensure the most effective practices are consistently employed.
  • Develops annual budget (including the recommendations for equipment, staff and contractor needs) and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.
  • Develops and implements systems, procedures, policies, standards, and guidelines for the operation while ensuring compliance with all legislated requirements (Ministry of Environment Conservation and Parks, Ministry of Labour, Environmental Protection Act etc).
  • Ensures efficiency in all aspects of program operations, including personnel, contracted services, equipment and facilities.
  • Ensures that complaints or inquiries from members of Council and the public are effectively resolved and takes appropriate action to correct unsatisfactory performance or situations arising from the unit's operations.
  • Works with Fleet Division and other assigned staff to ensure vehicle and equipment replacement programs meet operational needs, vehicles and equipment are maintained and operated in compliance with legislated requirements and staff training is executed effectively.
  • Works with others in the development of procurements to meet operational needs and manages aspects of assigned contracts.
  • Prepares reports to provide a basis for analysis of operations in relation to planned objectives.

Staff Development, workplace and service excellence:

  • Promotes employee engagement and appreciation activities, by working directly with the General Managers Office to schedule events, encourage attendance, acts as a leader during these activities and helps bridge the communication of goals and objectives between management and front-line workers.
  • Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Manages the day-to-day operational activities of all assigned staff including the scheduling, assigning and reviewing of work.  Authorizes and controls vacation and overtime requests.  Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Liaises with Corporate Labour Relations and Legal staff and represents the City’s interests in Labour Relations Matters (grievances, mediation and arbitration) and builds effective working relationships with Union management.
  • Interviews, hires, conducts performance reviews and takes disciplinary action as necessary.

Health, Safety and Environmental Compliance:

  • Provides staff with a safe and healthy environment working with others in the development of Health and Safety policies, to ensure policies are consistent with corporate requirements; ensures the review and investigation of all accidents involving staff, vehicles and equipment and makes recommendations on any corrective action that is warranted.
  • Ensures that appropriate approvals are in place in accordance with provincial legislation and regulations.
  • Assists others with regulatory reporting requirements to ensure submitted on time (ex: Ministry of Environment Annual Reports, Chemtrac, and NPRI).

Leadership, Long Term Planning, Change Management:

  • Participates in organization and management change initiatives and the creation of a workplace that supports and is conducive to a high level of performance.
  • Consults with appropriate management staff of various City Divisions and with other levels of government, both Regional and Provincial, and representatives of industry in conjunction with the ongoing operations.
  • Represents the City of Toronto on liaison and advisory committees.
  • Ensures the dissemination of information and expectations from Divisional management to all front-line staff. This may include customer service standards, relevant policies such as anti-scavenging, or others as applicable.
  • Enhances and promotes the sectional and divisional vision and mission by providing leadership, setting strategic direction, goals and priorities and by taking a proactive approach to problem solving.

 

Key Qualifications:

  1. Extensive management experience gained through progressively more responsible positions in an operations environment that includes complex service delivery, customer service, project management and contract administration.
  2. Considerable experience in the development and management of large-scale operating budgets (either contracts and/or staffing, vehicles & equipment) or a similar combination of skills and experience.
  3. Considerable experience in managing staff (i.e. performance, training, coaching, mentoring), in a unionized and non-unionized environment and experience with all labour relations matters.
  4. Considerable experience in the management of compliance in an operational setting (ex: Environmental Compliance Approvals, HTA, OHSA, CVOR, TDG)
  5. Highly developed communication, negotiation and conflict resolution skills with the ability to communicate effectively both verbally and in writing with internal and external stakeholders and develop solid internal and external relationships.
  6. Applied working knowledge of operationally relevant legislation and agreements (ex: Occupational Health and Safety Act and Regulations, the Environmental Protection Act, Environmental Compliance Approvals, Collective Agreements and related Labour legislation).
  7. Managerial skills evidenced by the ability to motivate, coordinate and lead staff.
  8. Familiarity with the services provided by the Solid Waste Management Services Division.
  9. Ability to operate as a fully accountable program leader and as an accountable member of a management team.
  10. Competency in the use of corporate applications (i.e. Microsoft Office, Paradigm/Weigh scale system, SAP, TMMS etc.)
  11. Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
  12. Must possess and be able to maintain a valid Province of Ontario "G" Class Driver's License and be able to meet the requirements to obtain a City Operators Permit.
