Major Responsibilities:

 

As part of the Toronto Water team and reporting to the Director, Water Infrastructure Management (WIM), the Manager, will lead activities related to Toronto Water Policy Development.

 

  • Oversees the development of policies, guidelines and by-laws related to stormwater management, water resources, environmental protection, water distribution and wastewater collection and treatment.
  • Provides strategic advice and makes recommendations to the division's Senior Management Team related to the development of policy approaches/responses on relevant issues to Toronto Water.
  • Monitors, reviews, analyzes, and integrates findings on legislation, intergovernmental affairs and regulations affecting the division's policies.
  • Provides divisional input to the development of policies, by-laws, programs, and guidelines led by other sections, divisions, and agencies.
  • Responds to enquiries on the applicability of current policies.
  • Provides information to stakeholders on the application of current policies.
  • Evaluates current policies for effectiveness.
  • Represents Toronto Water on internal and external committees, and consults with members of the public, council staff, internal and external clients and consultants as required.
  • Operates as a fully accountable program leader and thrives in an environment with high expectations and frequently competing deadlines.
  • Manages, motivates, and trains the Unit's staff, including supervision of day-to-day operations, scheduling, assigning, and reviewing work, and monitoring and evaluating staff performance, while ensuring effective teamwork, and high standards of work quality and organizational performance, and promoting continuous learning and innovation.
  • Ensures the efficient utilization and development of human resources.
  • Develops and administers the annual budget for the unit, and ensures that expenditures are controlled and maintained within approved budget limitations.
  • Develops and implements detailed plans and recommends policies regarding program specific requirements.
  • Participates as a member of the section's management team.
  • Enhances and promotes the division by providing strong leadership, setting goals and priorities and taking a proactive approach to problem solving.
  • Supports the development of the Section's Key Performance Indicators.

 


Key Qualifications:

 

  1. Among the strengths you bring to the role of Manager, Water Infrastructure Management – Policy Development are:
  2. Post-secondary degree in public policy, urban planning, engineering, environmental science or related degree or equivalent combination of education and experience. 
  3. Considerable experience in developing policies, programs, guidelines and/or by-laws related to stormwater management, water resources, water distribution, wastewater collection, water treatment and wastewater treatment systems and mitigating impacts on aquatic resources and the natural environment.
  4. Experience gained through progressively more responsible positions in areas such as water and wastewater service delivery, financial and project management experience, and leading multidisciplinary teams.
  5. Considerable experience in preparing documents including council and committee reports, reviewing comments on technical reports, and responding to inquiries by external agencies and the public.
  6. Broad knowledge of the principles and practices of water resources, stormwater management, water distribution and wastewater collection systems, and water and wastewater treatment.
  7. Knowledge of approaches to monitoring and reporting on the effectiveness of policies.
  8. Ability to operate as a fully accountable program leader and as a member of a management team.
  9. Highly developed interpersonal skills with the ability to interact and communicate effectively, both verbally and in writing, with all levels of the organization.
  10. Sound knowledge of principles and practices of management and a demonstrated ability to effectively motivate and lead staff.
  11. Demonstrated ability to plan, lead, manage and implement multi-disciplinary projects of various scopes.
  12. Significant knowledge of Federal and Provincial regulations and requirements including, but not limited to the Ontario Water Resources Act, Environmental Protection Act, Environmental Assessment Act, Federal Fisheries Act, Clean Water Act, Procedure F5-5 and MOE’s Stormwater BMP Manual, Safe Drinking Water Act and Sustainable Water & Sewer System Act (Bill 175), Municipal Act, Land Use Planning Act and the Development Charges Act and Water Opportunities & Water Conservation Act.
  13. Working knowledge of the Occupational Health and Safety Act & Regulations, Collective Agreements, and related Employee & Labour Legislation.
