Job Description:
As part of the Toronto Water team in Water Infrastructure Management Section, and reporting to the Director Water Infrastructure Management, the Manager will be responsible for managing WIM's relationships with other Toronto Water sections, City divisions, agencies and corporations, and third parties and oversees the divisional review and coordination of a range of development and bylaw related approvals. There is significant participation in strategic planning, policy development and innovation initiatives in relation to the management of Toronto Water's assets required.
As part of the Toronto Water team and reporting to the Director, Water Infrastructure Management, the Manager, will lead activities related to Toronto Water Approvals & Partnerships functions:
Major Responsibilities and Focus Areas:
- Manages, motivates and trains unit staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation, lieu time and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
- Develops, recommends and administers the annual budget for the unit, and ensures that expenditures are controlled and maintained within approved budget limitations.
- Develops and implements detailed plans and recommends policies regarding program specific requirements.
- Participates as a member of the section's management team.
- Enhances and promotes the division by providing strong leadership, setting goals and priorities and taking a proactive approach to problem solving.
- Ensures the efficient utilization and development of human resources.
- Supports the development of the Section's Key Performance Indicators.
- Manages and maintains strong relationships across WIM units with other divisions, City and external agencies through the development of Memorandum of Understanding (MOUs) and Service Level Agreements (SLAs).
- Manages the administration of the Ministry of the Environment, Conservation and Parks (MECP) Compliance Reviews for the City of Toronto.
- Leads the divisional review and approval, and coordination of input of utility reviews, bylaw exemptions such as storm connections and reverse slope driveways, encroachment/easement issues, and groundwater discharge permits.
- Oversees the administration of the City's review and approval of watermain designs under the Drinking Water Works Permit License Program.
- Prepares reports to City Council and Committees
- Represents Toronto Water at meetings and consults with the public, Council staff, internal and external clients and consultants.
- Oversees the preparation of technical reports and staff reports for Committees and City Council, as may be required.
- Keeps abreast of changes in regulatory requirements in the areas of development, Transfer of Review and Drinking Water Permitting and maintains direct liaison with regulatory authorities.
Key Qualifications:
- Among the strengths you bring to the role of Manager, Water Infrastructure Management, Toronto Water, you will have:
- Registration as a Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)
- Demonstrated experience in managing a multidisciplinary team of technical and professional staff including experience leading, motivating, coaching and developing employees.
- Broad knowledge of the principles and practices of water resources, stormwater management, water distribution and wastewater collection systems, and water and wastewater treatment.
- Considerable experience in the development of policies, programs, technical design guidelines and/or by-laws related to stormwater management, water resources, water distribution, wastewater collection, water treatment and wastewater treatment systems and mitigating the impacts on aquatic resources and the natural environment.
- Highly developed ability to manage competing priorities, including the ability to influence and negotiate outcomes.
- Considerable experience in the preparation of interdivisional and external process documents, preparation of council reports, review of technical reports and responding to inquiries by councillors, external agencies and the public.
- Significant knowledge of Federal and Provincial regulations and requirements including, but not limited to the Ontario Water Resources Act, Environmental Protection Act, Environmental Assessment Act, Federal Fisheries Act, Clean Water Act, Procedure F5-5 and MECP's Stormwater Manual, Safe Drinking Water Act, Sustainable Water & Sewer System Act, Municipal Act, Land Use Planning Act, the Development Charges Act and Water Opportunities & Water Conservation Act.
- Working knowledge of the Occupational Health and Safety Act & Regulations, Collective Agreements and related Employee & Labour Legislation.
