Major Responsibilities:

The People Service Consultant will support the development and delivery of Human Resources best practices within the division. This will involve working with various internal support staff to enhance Divisional performance on maintaining the complement, as well as implementing a number of projects to support succession planning, talent development and employee engagement.

 

 

  • Develops and implements execution plans associated with the section/division strategic plan which includes plan development, communication, documentation, delivery, tracking, monitoring and improvements.
  • Provides human resource related support & strategic advice, in conjunction with People & Equity Division, in the following areas: recruitment & selection, return to work/workplace accommodation, complement management, employee & labour relations, organizational design/realignment, employee engagement, and attendance management.
  • Leads and/or coordinates divisional human resource related work groups and projects, ensuring effective teamwork and communication, and high standards of work quality.
  • Provides guidance and advice regarding Corporate and Divisional policies and procedures and legislative regulations to all levels of staff and ensures consistent and timely implementation and adherence throughout the division.
  • Identifies human resource related trends and needs in the division, recommends and implements a variety of programs and initiatives.
  • Implements a variety of strategies, initiatives and tools to promote performance and client service excellence.
  • Oversees and administers transfer requests, police reference checks, leave of absence requests, etc.to ensure adherence to corporate policies, collective agreements, and relevant legislation.
  • Supports the recruitment and promotional process for the division, ensuring processes are fair and adhere to corporate policies, procedures, Human Rights legislation and collective agreements.
  • Provides divisional complement and position management support, monitoring, and expertise, in collaboration with the all divisional service lines, utilizing SuccessFactors and SAP.
  • Provides strategic direction on the analysis of human resources issues, short and long term planning and the development of related policies and procedures.
  • Coordinates and/or leads divisional return to work and workplace accommodation matters and initiatives in conjunction with People & Equity Division.
  • Develops and implements communication strategies, designs, customizes and delivers staff development programs.
  • Works collaboratively and in conjunction with the Corporate Employee and Labour Relations team when providing advice on collective agreements and in administering Collective Agreement matters.
  • Leads and/or supports workplace investigations in the division.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Ensures efficient facilitation and effective oversight of divisional SuccessFactors submissions and approvals
  • Supports and/or facilitates training and information sessions to support divisional initiatives and programs.
  • Develops and implements consultative processes, frameworks, and tools to strategize with stakeholders on divisional human resource related business needs and initiatives.
  • Supports the development and implementation of divisional human resource focused strategic plans.
  • Develops and implements innovative human resource related strategies to meet divisional needs and to support divisional and/or corporate priorities.
  • Prepares comprehensive reports, work plans, presentation material, briefing notes and other management correspondence.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Ensure that programs and services are delivered through an equity, diversity and inclusion (EDI) leans.
  • Represents the division on human resource related matters

 

Key Qualifications

  1. Post-secondary education in a discipline pertinent to the position combined with relevant professional experience, or the equivalent combination of education and experience.
  2. Considerable experience developing and delivering human resource strategies/services in multiple functional areas in a large organization.
  3. Experience leading and implementing significant initiatives and projects that support organizational change.
  4. Experience preparing comprehensive reports, management correspondence, and presentation materials using Microsoft Office Suite.
  5. Experience utilizing HR/Payroll applications (such as SuccessFactors, SAP, etc.).
  6. Comprehensive knowledge of employment related legislation, including the Employment Standards Act, Human Rights Code, Occupational Health & Safety Act, applicable collective agreements and human resources policies.
  7. Proven consultation and advisory skills with the ability to work at all levels of the organization in assessing organizational needs and developing and implementing effective programs and strategies within a unionized work environment.
  8. Excellent human relations and conflict management skills with the ability to handle matters of a confidential /sensitive nature as it relates to management and unionized employees.
  9. Highly developed business writing skills, critical thinking, judgement, tact, and expertise in facilitating consensus and persuading/negotiating with a variety of stakeholders.
  10. Ability to lead work groups, foster effective team work and provide a high level of client service.
  11. Ability to facilitate and present to large and small groups.
  12. Fundamental knowledge of organizational effectiveness, employment equity, employee engagement, and change management principles and practices.
  13. Strong organizational and research skills with the ability to coordinate and manage short and long-term projects/assignments through to completion.
  14. Knowledge of complement management principles and practices.
  15. Certified Human Resources Professional designation would be considered an asset.
