The Planner, reporting to the Project Manager and/or Manager, Policy, will undertake planning, policy, research, and development review assignments. This position will focus on housing policy implementation with a focus on leading the review of rental housing demolition applications.
Other work will include the review of development files that involve rental housing intensification and/or the provision of affordable housing, supporting the development of new housing policy and regulation, and conducting housing market research and analysis.
Major Responsibilities
- Researches and drafts policy planning reports and makes recommendations to City Council and to Standing Committees.
- Provides support and professional expertise to Planners within the City Planning and Development Review Divisions undertaking planning studies and/or review of development applications.
- Assesses, formulates and implements policy and/or programs as required.
- Develops and implements project plans for work assignments, balances and delivers on a diverse and challenging work program and meetings deadlines.
- Liaises with staff from City Planning and other City Divisions, citizens, community groups, individuals, property owners, planning professionals such as consultants, planners, solicitors and other stakeholders.
- Represents the City Planning Division by making presentations to the general public, committees of City Council, stakeholders and agencies of local and/or senior governments.
- Conducts planning studies, policy analysis and/or research including the development and recommendation of policies, research findings and planning studies.
- Advises Divisions on existing and emerging policy matters. Acts as an expert witness on behalf of the City at the Local Planning Appeal Tribunal and provides policy leadership, cooperation and advice to other departments in the Corporation.
- Works effectively with staff from City Planning, other City Divisions, citizens including community groups, individuals, property owners, planning professionals such as consultants, planners, solicitors and other stakeholders as required on behalf of the City in order to achieve the City's planning and policy objectives.
- Delivers high quality work both on an individual basis and as a team member.
Key Qualifications
Your application must describe your qualifications as they relate to:
1. Post-secondary education in planning, urban geography, architecture, public policy or a professional discipline pertinent to the job function or an equivalent combination of education and experience.
2. Experience related to: housing markets, rental housing and/or housing planning policies, and interpreting and applying housing policies through development applications for the housing position
3. Experience in formulating and implementing policy and analysis while balancing political, community and other stakeholder interests.
4. Experience with planning legislation, procedures and issues affecting municipal planning policy.
5. Experience using appropriate research methodologies to properly apply to and interpret census data.
6. Membership or eligibility for membership in the Canadian Institute of Planners.

- Ability to work with assignments demanding critical judgement, analytical thinking and problem solving and to meet tight deadlines.
- Ability to perform effectively on an individual level and in team settings.
- Highly developed verbal and written communications skills with the demonstrated ability to present complex information to a variety of audiences.
- Proficient in applying conflict resolution skills in complex multi-stakeholder situations.
- Ability to develop and maintain solid internal and external relationships.
- Applied knowledge of the Planning Act, provincial policies and legislation related to land use planning, Occupational Health and Safety Act (OHSA) and other relevant regulations/legislation.
