Job Description
 

The City Planning Division is hiring an Urban Design Planner to engage in city wide and area specific urban design guidelines and planning studies, coordinate urban design projects, contribute to development application review and to the implementation of complex planning projects. Major Responsibilities:
 

Reporting to the Program Manager, Urban Design, the Urban Design Planner is responsible for spearheading and implementing complex urban design projects including built form and open space studies, development review and contributing to design strategies, policies and guidelines. In addressing these responsibilities the individual will be required to:
 

  • Prepare built form and open space studies, coordinate urban design projects, identify and analyze problems/opportunities in the public environment and develop and implement design proposals and solutions, including the preparation of urban design drawings, sections, perspectives, models, etc.;
  • Consult with interested parties and work collaboratively with stakeholders, including City Departments, elected representatives, and affected public, on proposed projects and area studies;
  • Participate and contribute urban design expertise within a high performing team environment;
  • Negotiate with developers and their consultants to develop proposed sites of various scales and complexity to achieve acceptable urban design solutions (public realm and built form), and public amenities as part of the development review process for OPA, Rezoning, and Site Plan applications;
  • Participate in area based studies, Precinct Plans, Context Plans and Master Plans for complex large sites and other areas of growth;
  • Develop, recommend and implement innovative urban design approaches to guide the physical environment and implement the Urban Design Policies of the Official Plan;
  • Maintain an awareness of developments and advancements in the architecture and urban design fields to retain technical competency;
  • Participate in urban design policy studies and recommend policy changes regarding urban design matters for Council and City Departments;
  • Participate in the preparation of terms of reference and administer consultant studies; Develop conceptual site designs and layouts, public realm and open space plans and streetscape sections in consultation and collaboration with other City Divisions;
  • Participate in the creation of Master Site Plans, Urban Design Guidelines and other planning tools as part of the implementation of complex Development Applications, and area studies;
  • Represent the Division or Department at meetings and committees; and
  • Prepare for and act as an expert witness at the Ontario Land Tribunal.

 

Key Qualifications:
 

Your application must describe your qualifications as they relate to:
 

  1. Post-secondary education in architecture, landscape architecture, urban design or a related discipline, or the approved equivalent combination of education and experience.
  2. Considerable experience developing and implementing complex urban design built form and landscape architecture studies, master plans, public realm/open space plans, and urban design policies and guidelines.
  3. Experience in public realm and landscape designs including hard and soft streetscape design and plant material.
  4. Experience in urban design and leading urban design studies from conception to completion and consulting with a variety of stakeholders.
  5. Considerable experience using design industry standard software applications including: SketchUp, MicroStation/AutoCAD, for the production of public realm and built form analyses and drawings.

 

You must also have:
 

  • Project management skills, critical judgement, innovation and analytical thinking to work on assignments/projects.
  • Proficient computer skills to successfully utilize software packages relevant to supporting the Division’s core requirements (e.g. MS Office, Adobe [Illustrator, Photoshop, InDesign], etc.).
  • Ability to work well independently and in a team environment.
  • Consultation and negotiation skills to balance political, community and other stakeholder interests in the development and design of projects.
  • Interpersonal and customer focus skills to develop and maintain solid professional internal and external relationships.
  • Highly developed technical, analytical, design, graphic, and communication skills related to urban design matters.
  • Accountability, adaptability and ability to continuously improve.
  • Knowledge and understanding of the Toronto Green Standard and principles of sustainable design, including in buildings, landscapes and streetscapes.
  • Knowledge of the Accessibility for Ontarians with Disabilities Act (AODA), the Occupational. Health and Safety Act (OHSA) and other regulations/legislation that apply to the job duties.
  • Member or eligibility to become a member of a professional organization (e.g. OAA, OPPI, OALA) related to the fields outlined in this position is an asset.
