Job Summary:
The City’s Seniors Services and Long-Term Care division supports Toronto seniors and residents in long-term care homes to have the healthiest, most fulfilling lives possible through exceptional care and services. Vulnerable individuals who reside in the community are supported through adult day programs, supportive housing services, tenancy support and homemakers and nurses services. Reporting to the Manager, Program & Strategic Support, the Policy Development Officer will provide leadership to operational policy and forms development, research, review, consultation, and implementation within the division.
Major Responsibilities:
- Leads and/or coordinates operational policy development, policy analysis, research, and program development processes to advance divisional priorities and objectives, in partnership with staff and management.
- Identifies policy, resource and systems issues and gaps.
- Leads and directly conducts ongoing qualitative and quantitative research and analysis of trends/activities related to assigned policy areas and evaluates the strengths/weaknesses and effectiveness of polices, by-laws and programs to provide information and identify emerging issues and opportunities to management to support decision making.
- Develops and prepares standard operating procedures and/or policy and program guidelines for the implementation of new policies, practices, protocols, by-laws, and by-law amendments, etc.
- Develops/generates options for new/amended policies and programs, assessing the implications and feasibility of these options, recommending innovative solutions and implementation approaches and provides interpretive advice/support to staff, management, etc.
- Maintains an awareness of relevant policy, legislation and political issues and trends and provides information, policy development and reports based on such issues and trends.
- Supports meaningful engagement processes divisionally by applying appropriate conceptual and analytical frameworks to ensure policy positions are rooted in the needs, experiences, and expertise of those most impacted by the policy/program and there is involvement of and accountability to them.
- Develops targets and criteria to measure the effectiveness and success of policies.
- Prepares reports, research analyses, budget/resources requests, briefing notes, presentations various correspondence, policy reports, recommendations, and other materials as required by, and for, senior management consistent with unit, divisional, and corporate standards, priorities, and strategic directions.
- Identifies, collects, and maintains performance measures and key performance indicators for the division.
- Evaluates programs, policies, and initiatives of other orders of government and their impact on City and divisional priorities, developing appropriate policy/program responses.
- Maintains an awareness of relevant policy, legislation and political issues and trends and provides information, policy development and reports based on such issues and trends. Identifies policy, resource and systems issues and gaps.
- Fosters and maintains cooperative and transparent relationships with City staff, stakeholders, and other orders of government.
- Participates in inter-Divisional policy/program development initiatives.
- Contributes to a highly collaborative and collegial work environment that fosters inclusion, effective teamwork, high quality work, and innovation.
Key Qualifications
- Post-secondary education in health, public administration, public policy, social science, or an equivalent combination of education and experience.
- Considerable experience with policy development, and implementation in a long-term care or health care setting.
- Considerable experience in project management (project design, development and implementation) to effectively meet deadlines.
- Experience in engagement/consultation processes, including relationship-building, facilitation, consensus-building, and conflict resolution, to gain input and understanding from a broad range of stakeholders.
- Knowledge of relevant issues and trends as they relate to long-term care and seniors’ care.
- Strong verbal and written communication skills, including the ability to prepare policies, reports, workplans, presentations and other materials as required.
- Highly developed strategic, organizational, analytical and conceptual thinking skills with the capacity to understand complex operating and policy issues, performance measures, as well as the ability to respond to emerging issues.
- Sound judgement with an ability to work independently on confidential and sensitive matters with minimum supervision.
- Able to work independently and collaboratively, inclusively, and effectively as part of a team to produce high-quality work.

As a condition of employment with the Senior Services and Long-Term Care Division, selected candidates will be required to provide a satisfactory Police Reference Check (PRC) with vulnerable sector screening, tuberculosis screening and proof of immunization in accordance with the Fixing Long-Term Care Act, 2021 (O.Reg. 246/22)
