Job Description:

Policy Development Officer (2)

 

Parks and Recreation Division is hiring for two Policy Development Officers to join the Policy and Strategic Planning Branch and advance the following policy portfolios:

  • Reconciliation and Indigenous Placemaking Program: Major responsibilities will be to: conduct relevant research and consultation and develop Divisional and city-wide policy related to First Nations, Inuit and Metis Peoples’ (FNIM) access to land and waters; coordinate with staff and leadership within Parks and Recreation to develop and apply consistent, Division-wide policies and procedures to implement the Reconciliation Action Plan; advance Parks and Recreation’s role in the development of city-wide policies and strategies related to Reconciliation with Indigenous Peoples and report on the Division’s activities in support of the City of Toronto Reconciliation Action Plan.

 

  • Equitable Community Access and Participation: Major responsibilities will be to: conduct relevant research and consultation and develop Divisional and city-wide policy related to equitable community participation and access to Parks and Recreation services and amenities; coordinate with staff and leadership within Parks and Recreation to develop consistent Division-wide policies and procedures to achieve the Division’s strategic goals for equity and community participation; advance Parks and Recreation’s role in the development of city-wide policies and strategies related to social and community development (e.g. Poverty Reduction, Confronting Anti-Black Racism; Seniors’ Strategy) and report on the Division’s activities in support of these policies and strategies.  

 

Major Responsibilities:

Policy Development: Research, Analysis and Reporting

  • Develops system-level policies and strategic plans and projects for the Division in alignment corporate and divisional priorities.
  • Conducts research, monitors developments in the field and integrates results into the formulation of responsive policy and/or program recommendations to Council, senior management and other levels of government.
  • Monitors other orders of government and non-government organizations, academic and research bodies and local communities to ensure ongoing awareness of existing and evolving issues.

 

Project Management

  • Provides leadership and support in the development of Division-wide policies, strategies and implementation plans.
  • Leads multi-stakeholder teams, often without direct authority, to successfully complete and deliver complex research, analysis, consultation and policy development products, using effective negotiation, collaboration, coaching and influencing skills.
  • Responsible for a portfolio of diverse policy files of varying degrees of complexity, delivering high quality results, meeting deadlines and managing competing demands independently and with limited oversight.

 

Relationship Building and Communication

  • Stewards, leads or coordinates P&R’s role in strategic corporate initiatives and partners with other divisions to expand opportunities and interdivisional efforts that impact P&R.
  • Makes presentations to senior leadership, directors and other key decision makers and stakeholders within the Division.
  • Cultivates and maintains effective working relationships with other City staff, elected officials, community groups and external stakeholders regarding the development and implementation of City of Toronto policies and programs.
  • Deals with confidential and sensitive information affecting operations, assets and resources.

 

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. For the Reconciliation Portfolio: Lived experience as a First Nations, Inuit or Metis person and/or extensive experience working with Indigenous Peoples, communities and/or organizations.
  2. Post-secondary education in a related discipline (e.g. public policy/public administration, Indigenous studies, social sciences) or an equivalent combination of education and experience.
  3. Extensive experience in leading all aspects of strategy development and policy design in a government environment or comparable environment.
  4. Ability to succinctly articulate insights and present information—spoken, visual, and written—across all levels of management.
  5. Experienced guiding the implementation of policy at operational levels.
  6. Exceptional leadership, negotiation and collaboration skills and the ability to lead cross-disciplinary teams without direct authority, to balance political, community and other stakeholder interests and to resolve conflicts.
  7. Ability to work independently and under pressure to meet deadlines.
  8. Political acuity with an exceptional ability to handle sensitive and confidential situations with diplomacy.
  9. Considerable knowledge of the City of Toronto parks and recreation portfolio and operational context.
  10. Strong knowledge of some or all of the following: equity, diversity and inclusion issues; anti-racism and anti-oppression; reconciliation; environmental resilience and sustainability; community development; parks design or planning.
