The responsibility of designing, constructing, and maintaining these assets lies with the Capital Projects, Design & Delivery branch.
Parks, Forestry, and Recreation (PFR) is launching an ambitious 10-year capital program valued at over $4 billion. To effectively manage the expanded scope of projects and enhance oversight, the Capital Branch is being realigned.
Reporting to the Director of Capital Projects Design & Delivery (CPDD) and working closely with Capital Program Managers, the Program Manager – PMO will provide strategic leadership in developing and maintaining a strong project governance framework. This role will ensure that project management guidelines remain current and aligned with CPDD’s and PFR’s policies, financial regulations, procurement procedures, and industry best practices.
This role will lead the development of key performance indicators (KPIs) to assess project success and efficiency, delivering data-driven insights to support informed decision-making. It will also implement dashboards and reporting mechanisms to enable real-time tracking of project performance.
The Program Manager will collaborate with staff from the Business Technology Transformation branch to implement and roll out Project Management Software for the branch. They will maintain the project documentation system in compliance with the City’s record-keeping standards and provide in-house technology hardware and software support to Capital and other P&R branches. Additionally, the Program Manager will develop and implement tools and templates to enhance efficiency, consistency, and compliance. They will also assess the branch’s technology needs, work with Business Technology Transformation staff to develop business cases, and oversee implementation.
In addition, the Program Manager will lead a team of union and non-union staff responsible for onboarding and offboarding support, hiring assistance, maintaining mandatory and other training records for branch staff, facilitating lessons learned sessions, identifying training needs based on job profiles, and ensuring continuous improvement across the branch.
The role will continue to evolve, including the development and implementation of a compliance audit process for the Capital branch and developing and keeping up to date key guidelines and standards to consistely deliver the projects and to set expectations for various projects. The Program Manager will also explore various project delivery approaches and collaborate with Capital Delivery Program Managers to determine the most effective processes.

Key Qualifications include:
- Bachelor’s Degree in Engineering, Project Management, Business Administration or a related field.
- PMP (Project Management Professional) certification or Change management certification (e.g., Prosci) and experience with process improvement methodologies (e.g., Lean, Six Sigma) are highly desirable.
- Extensive experience in project/program management or process improvement, with a focus on project governance and performance monitoring.
- Strong knowledge of project management methodologies and proficiency in project management software(s) such as Trimble-e-Builder and MS Project.
- Demonstrated experience in implementing project management frameworks, software, tools and best practices.
- Experience in leading and developing a Project Management Office (PMO) team, including attracting top talent, fostering a high-performance culture, and providing mentorship and professional development opportunities to enhance team capabilities will be an asset
- Strong technology and data analytics expertise and experience with cloud-based solutions, CRM systems, and AI-driven analytics to enhance project management efficiency and decision-making will be an asset.
- Extensive experience working in public sector, with an understanding of regulatory requirements, procurement processes and financial by-laws.
- Highly developed verbal and written communication skills, with the ability to effectively engage and interact at all organizational levels and strong leadership and people management skills.
