As a key member of the Office of the Chief Technology Officer (CTO), you will play a pivotal role in supporting the delivery of City programs and services through such innovative business solutions as well as secure, reliable and dependable technology infrastructure.
Reporting to the Manager, Office of the Chief Technology Officer, you will provide senior-level strategic, communications and issues management support to the Office of the CTO and the senior management team. This will see you leading and addressing matters related to issues management, and Committee/City Council reporting, Councillor engagement, issues management, FOI request and other enterprise level reporting obligations.
What can you expect to do?
Delivering impactful programs and projects
As Program Manager, Technology Services, you will be responsible for managing and coordinating a portfolio of strategic technology initiatives and projects in support of divisional and corporate priorities. This includes leading high-profile initiatives such as the public Wi-Fi program (ConnectTO), infrastructure modernization efforts (e.g., cloud migration, SD-WAN deployment, network segmentation), and other digital inclusion programs. You will ensure effective planning, coordination, and execution of these projects while fostering cross-divisional collaboration and delivering outcomes that enhance access to City services and strengthen Toronto’s digital infrastructure.
Ensuring financial stewardship and accountability
You will be responsible for managing and monitoring program budgets and expenditures, ensuring they are controlled and maintained within approved limits. In addition, you will develop and track performance measures to evaluate progress, assess outcomes, and provide recommendations that support continuous improvement and the effective delivery of divisional initiatives.
Building strong partnerships and collaboration
You will establish and maintain effective working relationships with City divisions, agencies, boards, and commissions, as well as external stakeholders, to ensure coordinated delivery of divisional priorities. Collaborating across teams, you will gather input, share expertise, and develop solutions that align with corporate strategies and strengthen the City’s ability to deliver innovative and accessible services.
Leading resource management and program visibility
You will provide leadership in resource management activities, ensuring compliance with City policies and supporting the efficient and transparent allocation of resources. You may also make recommendations to senior management regarding service optimization and alternate service delivery approaches. Working in collaboration with Strategic Public & Employee Communications, you will assist in promoting divisional initiatives, coordinating activities and events that enhance visibility and maintain a positive public image for Technology Services.
Contributing to long-term planning and improvement
You will contribute to strategic planning and I&T investment activities, preparing analysis and recommendations to guide the evolution of divisional initiatives and technology services. This includes developing technical performance measures and KPIs to assess network and infrastructure services (e.g., OSS, ISG), and identifying opportunities for service optimization and portfolio rationalization. You will facilitate strategic alignment across Technology Services, the Office of the CTO, and external partners to ensure shared infrastructure goals are met and modern, cost-effective solutions are delivered.
Supporting divisional leadership and corporate priorities
In addition to overseeing strategic programs and projects, you will provide advice and operational support to senior management, assist with issues management, and contribute to policy research and development. You may be called upon to prepare communications and briefings for Council, Committees, and senior stakeholders, manage elements of the Division’s complaint processes, and provide support on confidential matters. As a representative of the Division, you may also participate on committees, task forces, and City-wide corporate initiatives, ensuring that Technology Services’ priorities are advanced across the organization.
Key Qualifications:
Your application for the role of Program Manager Technology Services should describe your qualifications as they relate to:
- Post-secondary education in Business, Commerce, Marketing, Public Policy, Political Science, or Communications or equivalent experience in telecom/program delivery.
- Considerable experience managing and coordinating complex programs and projects in a large-scale organization or multi-stakeholder environment, including initiatives focused on modernizing IT infrastructure, such as data centre upgrades, cloud transitions, or network service enhancements, with responsibility for program planning, execution, and performance monitoring.
- Considerable experience providing strategic advice and professional judgment on complex and contentious issues, including issues management, audit management, complaint resolution, and support for senior leadership decision-making.
- Considerable experience in strategic communications, reporting, and stakeholder engagement, including preparing reports, briefings, speeches, and presentations for senior leadership, Council/Committees, and other internal and external stakeholders.
- Considerable experience conducting research and policy analysis, preparing strategic recommendations, and applying best practices to inform divisional priorities and continuous improvement.
- Excellent relationship-building and collaboration skills, with demonstrated ability to establish effective working relationships across divisions, agencies, boards, and commissions, as well as with external partners and stakeholders.
- Excellent political acumen, critical thinking, and conflict management skills, with the ability to navigate complex organizational systems, negotiate consensus among parties with competing interests, and maintain confidentiality when dealing with sensitive matters.
- Strong leadership, organizational, and change management skills, with demonstrated ability to lead high-profile initiatives, balance multiple priorities, and deliver results in a demanding and rapidly changing environment.
- Knowledge of municipal government operations, approval processes, political structure, and relevant legislation, including the Occupational Health and Safety Act, the Municipal Freedom of Information and Protection of Privacy Act, and the Human Rights Act, as well as familiarity with the City’s procurement and purchasing procedures, information management practices, and cybersecurity considerations.
- Must be willing and able to travel to various work locations within the City of Toronto and the Greater Toronto Area, and to transport work-related materials or equipment as required.
