Job Description

Reporting to the Manager, Parks Standards & Innovation or Program Director, Audit Implementation, the Program Standards and Development Officer will provide leadership and support to the Parks Branch in the implementation, monitoring and evaluation of one or more of the following areas:

  •       Operating program standards
  •       New program and/or business processes
  •       Program and process improvements
  •       Performance indicators
  •       Compliance/ accountability frameworks (including procedures, tools, checklists, quality assurance and quality checks)
  •       Policies and procedures
  •       Training and development (virtual, in person and through the ELI platform) 

 

Major Responsibilities

The primary functions associated with this position include, but are not limited to:

 

Policy and Procedure Development, and Quality Assurance

  • Develops and implements detailed plans and recommends policies regarding program specific requirements. 
  • Improves the Branch's operating performance and quality assurance through the development and implementation operational and service standards, standardization of policies, development and harmonization of operational policy and procedure processes and documentation for implementation by district staff (e.g. Parks Branch Operations Handbook).
  • Ensures the quality and consistency of branch standards and processes in all operating districts through the development, monitoring and evaluation of service standards, policies and procedures.
  • Develops and monitors the Branch’s service and strategic plans for core service areas.
  • Develops, coordinates, leads and/or facilitates training opportunities for Branch staff.

 

Leadership and Project Development 

  • Leads and manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Leads and manages project teams of management and union staff to develop program standards, service directions, operational policies and guidelines and expected outcomes.
  • Undertakes and helps implement service harmonization for parks operations.
  • Supports the Branch operating districts in issues management and complaint resolution.
  • Ensures Branch & Divisional interests are represented appropriately on various corporate initiatives, task forces and committees.
  • Proactively identifies potential issues and challenges in project implementation and makes recommendations to management on possible solutions.

 

Research and Analysis

  • Conducts research and undertakes analysis referencing and using (where applicable) corporate policies and practices, geospatial and statistical data, legislation and initiatives by other levels of government, taking into consideration developments within the parks and public governance field.
  • Researches and prepares reports, briefing notes and presentations for the Branch & Division's Senior Management Team.
  • Working within division-wide data frameworks, manages the collection, storage and documentation of various data required by the Branch, and develops data collection protocols and templates for tracking and compiling data on Branch programs, assets and services.

Key Qualifications 

  1. Post-secondary education in Environmental Studies/Science, Geography, Urban Studies, Public Policy, Natural Resource Management, Human Resources, Recreation Management or a discipline pertinent to the job function or equivalent combination of education and relevant experience.
  2. Considerable experience in researching, synthesizing and interpreting large volumes of information, developing and writing reports and correspondence for the consideration of diverse audiences including: the public, media, staff, Senior Management and/or Council.
  3. Considerable experience in human relations competencies including: networking, communications, issues management & problem solving, stakeholder relationships, facilitation, analysis and mediation.
  4. Experience monitoring work quality against a set of established standards and implementing quality assurance programs including performance measurement with established service standards.
  5. Experience as a project leader of multi-stakeholder projects and initiatives.
  6. Considerable experience with current office and workplace technology and other computer applications relevant to the position (e.g. Excel, MS Word, PowerPoint, MS Outlook, mapping software). 
  7. Understanding of the range of Parks and Recreation core functions and services and current issues, program development, and policy and standards development.
  8. The following software knowledge would be an asset: web-based collaboration tools (such as SharePoint), e-learning tools (such as Articulate), ESRI mapping tools (Portal, ArcGIS Online) etc.   
  9. Good working knowledge of health and safety and labour relations legislation, collective agreements and corporate standards and practices.
  10. Ability to travel to multiple city work locations including park operations yards and parks city-wide
