Reporting to the Project Manager, you'll be part of a dynamic team leading the development and execution of updated standards, procedures, and policies. You'll help guide the Division’s migration efforts, drive operational and business improvements, monitor performance metrics, and support the design and implementation of system enhancements - all aligned with the project’s strategic goals.
Major Responsibilities:
The primary functions associated with this position include, but are not limited to:

- Develops and implements detailed plans and recommends policies regarding program specific requirements.
- Manages assigned projects, and engages with key stakeholders, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, technical standards and procedures, corporate policies and practices, legislation and initiatives by other levels of government.
- Improves the Division's operating performance through the development and implementation of service efficiencies, operational and service standards, financial cost savings, standardization of policies, researching and evaluating service delivery systems, and harmonized operational policy and procedure manuals for use by Divisional staff.
- Provides advice to the Parks & Recreation Directors on a wide range of issues affecting the Division, such as recommendations on program directions, program improvements and enhancements and strategic planning.
- Researches and prepares reports, briefing notes and presentations for the Division's Directors, key stakeholders, and Standing Committees, as required.
- Ensures the quality and consistency of service standards in all operating districts through the development, monitoring and evaluation of program standards, policies and service directions (e.g., risk management initiatives, orientation of staff to new service standards).
- Resolves conflicts and manages internal issues with district staff and external issues with the public, community groups and private companies with business relationships affecting the Division.
- Develops and monitors the Division's service and strategic plans for core service areas within community recreation centres and programs.
- Develops, coordinates and leads or facilitates training opportunities for Divisional staff (e.g. new standards/process training,).
- Ensures branch and Divisional interests are represented appropriately on various Corporate and external initiatives, task forces and committees.

- Manages the collection, storage and documentation of various data required by the Division, to support the development of key performance indicators and evaluation of key performance measures.
- Supports requirements gathering and specifications for varied service delivery for specific areas within community recreation centres and programs.
- Develops or assists with implementation of marketing, communication, and change management plans and public awareness campaigns for new initiatives and service harmonization projects.
- Ensures that the project expenditures are controlled and maintained within approved budget limitations.
Key Qualifications:
- Experience and demonstrated expertise in Kronos and Request for Work systems and core functionalities, service delivery and administrative processes.
- Experience and knowledge in the delivery and management of recreation services gained through progressively more responsible assignments.
- Thorough experience leading the development and implementation of business process reviews, including analysis, issue resolution, post migration evaluation and continuous improvement.
- Considerable experience facilitating discussions, delivering presentations, building internal and external relationships with key stakeholders and being a change management champion.
- Experience in developing and presenting written and verbal communication (including experience writing reports and delivering presentations) to effectively engage with Managers, Directors, staff or committees.
- Demonstrated human relations competencies, including networking, communications, issues management & problem solving, stakeholder relationships, and facilitation.
- Considerable experience with current office and workplace technology and other computer applications relevant to the position (e.g. Excel, PowerPoint, MS Word).
- Working knowledge of web-based collaboration tools such as SharePoint, MS Project and MS Teams would be an asset
- Good working knowledge of the collective agreement, occupational health and safety and labour relations legislation, and corporate standards and practices.
- Ability to travel to multiple city work locations city-wide as needed. At various times there may be an expectation to exceed the Hybrid Work Program's minimum 2-3 days in office.
