Job Summary:

Reporting to the Program Director of Transit Expansion (TE), the Project Coordinator will coordinate City activities related to transit expansion. In this role, staff will liaise and facilitate effective communication and coordination between City of Toronto divisions and Metrolinx for the implementation of major transit projects within the TE portfolio; including Subway, GO Expansion, SmartTrack, Rapid Transit and TTC Capital. This includes working with a multi-disciplinary team of internal and external stakeholders to guide planning, design and construction.

 


Major Responsibilities:

  • Liaises with and coordinates input from other sections, divisions, departments and stakeholders in the planning, design, and construction of all forms of infrastructure that may be incorporated in the coordinated capital program.
  • Coordinates intra-divisional, inter-divisional, and inter-agency working groups and committees to continuously develop, refresh, update and sustain the TE coordination protocols and procedures.
  • Liaises with and coordinates technical input from divisions to define the scope of projects and develops project work plans and schedules with consultants, other City staff and external agencies.
  • Develops, reviews and implements detailed plans and recommends policies/procedures regarding program-specific requirements.
  • Coordinates and provides input into assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Coordinates and supports research into assigned areas, ensuring that such research/analysis takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Establishes, maintains and fosters linkages to other units throughout the City and other agencies to ensure effective partnerships within the Corporation and beyond.
  • Participates in negotiations and discussions for the effective solution of coordination issues
  • Liaises with the public, consultants, and stakeholders across other divisions and government agencies about projects, programs and developments impacted by the transit expansion program.
  • Prepares requests for proposals, evaluates bids and coordinates the work of consultants.
  • Prepares technical and financial reports, various types of correspondence, and presentations for submission to Community and City Councils, Standing Committees, Councillors, senior staff and the general public.
  • Reviews and provides recommendations on cross-divisional projects, policies and reports.
  • Negotiates innovative solutions to coordination challenges involving multiple stakeholders to achieve division and corporate objectives and mandates.
  • Participates in the preparation and review of reports for management related to confidential technical drawings, project schedules, financial and operational plans and business processes.   
  • Reviews and evaluates operating policies, standards and guidelines to facilitate program and project coordination.
  • Participates in the analyzing, rationalizing and the optimization of business processes, policies, procedures, systems applications, inputs and outputs, program operations and functions at a detailed level in relation to the assigned capital projects/programs.
  • Determines and prepares key performance indicators to measure the effectiveness and efficiencies of programs and projects and provides to senior management and members of Council.

 


Key Qualifications:

  1. Post-secondary education in Urban Planning, Civil Engineering, Project Management and Architecture, a closely related field, or an equivalent combination of education and experience.
  2. Experience in coordinating, supporting and facilitating projects, including the definition of project purpose and objective, project activities, milestones and deliverables, monitoring and tracking progress, and communication to stakeholders.
  3. Experience in coordinating change management initiatives and teams and organizing complex multi-stakeholder projects to successful project completion.
  4. Experience in applying project management principles and methodologies, developing and using project and change management tools, and tracking status.
  5. Experience in reading, interpreting, and reporting on design drawings, specifications, technical reports and correspondence.
  6. Ability to review, interpret, develop and prepare process maps and conduct detailed and/or non-structured research or analysis with minimum supervision, within tight deadlines.
  7. Ability to work effectively as a member of a team, collaboratively with others in a multidisciplinary environment and to work independently as required.
  8. Ability to gain buy-in and support from managers and senior staff on new approaches, change initiatives and implementation of best practices.
  9. Ability to exercise independent judgment and discretion in handling matters of confidential, proprietary or sensitive nature as they relate to other senior staff, public and personnel matters.
  10. Excellent analytical and problem-solving skills in managing, maintaining, assessing and reviewing data, standards and services to identify best practices and opportunities for improvements in service delivery.
  11. Excellent written and verbal communication skills with demonstrated ability to write and present complex information to a variety of audiences, including writing reports, briefing notes, fact sheets, Q&A's facilitating working sessions and delivering presentations.
  12. Excellent customer service focus, negotiation and interpersonal skills, and the ability to maintain effective stakeholder relationships.
  13. Proficiency in the use of corporate applications, in particular word processing, spreadsheets and database applications.
  14. Project Management Professional (PMP) certification is considered an asset.
  15. Ability to foster an organizational culture that emphasizes innovation, collaboration, transparency, accountability and trust while promoting a strong code of ethics and integrity to support public service excellence.
