Job Summary:
The project coordinator, under the direction of the Decision Support, Surveillance and Immunization (DSSI) Manager, Health Informatics, will lead key projects supporting Toronto Public Health’s (TPH) Strategic Plan. Projects include identifying options for TPH’s Senior Management Team to address current IT system challenges for communicable disease control case, contact, and outbreak management; and supporting the use of Artificial Intelligence (AI) at TPH in alignment with City policies and guidelines.
Major Responsibilities:
- Implements detailed plans and recommends policies and procedures regarding program specific requirements.
- Conducts research into assigned area ensuring that such research considers developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Supervises assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
- Deals with highly confidential matters such as labour relations, human resources and hiring.
- Participates in the job hiring process, contributing to the production of the practical and oral examination of staff and as a member of the interview panel, when requested.
- Makes recommendations to divisional management to support management functions and improve efficiency and effectiveness of service delivery regarding service optimization and business process simplifications that could result in alternate service delivery, changes in staffing levels, and resource allocation.
- Identifies priorities and develops appropriate responses within the Division on sensitive issues.
- Leads and co-ordinates the divisional response for special projects/programs assigned by the divisional lead.
- Leads staff teams for unique projects, such as identifying short, medium and long-term options for the use of technology, tools and software to meet the division’s operational needs and requirements
- Coordinates the implementation of new corporate software applications throughout the Division.
- Assists in the roll out of change management initiatives to support divisional transformation.
- Represents the division on Divisional and Corporate workgroup and committees such as Information Management, Business Continuity, Customer Service, Access, Equity & Human Rights.
- Monitors changes to corporate policies and procedures and determines impact on divisional operations.
- Coordinates completion of divisional work plans with divisional staff.
- Prepares documents for Divisional Management by conducting research, analysis and scrutiny of all applicable materials.
- Acts as a liaison between the division and other divisions across the City, with respect to divisional and operational issues to establish, maintain and develop linkages to other divisions, agencies and boards to ensure effective partnerships within the corporation.
- Attends meetings on behalf of the divisional lead, when requested.
- Coordinates and supports the work of divisional and corporate initiatives related to the division.
- Organizes and chairing divisional team meetings and preparing various communication material as required.
- Makes presentations to senior divisional staff ensuring information on divisional and corporate initiatives and policies is disseminated/understood.
- Provides direction and composes content for the division's website (internal/external), working with Communication staff through design and production.
- Communicates regularly with all operating areas of the division to assist with issues affecting the division, informs and provides support to the division lead on issues that require divisional coordination and policy rollout.
- Researches and reports on a range of new projects and initiatives as they arise.
- Develops reports and briefing notes for TPH’s Senior Management Team.
- Ensures work is undertaken in a manner that complies with and supports City compliance with the Ontario Occupational Health and Safety Act.
Key Qualifications:
- Post-Secondary diploma, certificate or degree in Project Management and/or equivalent combination of education and experience pertinent to the job function.
- Considerable experience leading projects involving complex health information systems, with advanced technological fluency and a strong understanding of current and emerging digital health solutions.
- Considerable experience coordinating, supporting and facilitating small- and large-scale strategic projects, applying project management principles, practices and methodologies including the definition of project purpose and objective, project activities, milestones and deliverables, monitoring and tracking progress, and communication to stakeholders throughout the project life cycle.
- Considerable experience preparing or drafting project management plans and documents (e.g. statement of work, project charter, Work Breakdown Structure (WBS), risk management plan, scope document, resource plan, project schedule, options analysis, financial documents).
- Considerable experience conducting environmental scans, researching, investigating and analyzing complex concepts, data, business processes, to identify options, make recommendations, create efficiencies and drive divisional effectiveness for improvements in service delivery.
- Considerable experience engaging with senior leadership across various public health organizations and effectively managing stakeholder relationships.
- Strong time management and organization skills and attention to detail to monitor tasks, follow upon action items and ensure team members stay on track.
- Strong communication, presentation and facilitations skills to engage with others, deliver and compile project updates, track progress, and provide status reports to leadership.
- Knowledge of Ontario Public Health Standards, Health Protection and Promotion Act (HPPA), Personal Health Information Protection Act (PHIPA) and public health digital solutions would be considered an asset.
