The responsibility of capital budget, finance, design, construction, and SOGR for these assets lies with the Capital Projects, Design & Delivery branch. The division has an ambitious 10-year capital program valued at over $4 billion.
Reporting to the Director of Capital Projects Design & Delivery and working in close collaboration with Directors, Program Managers, Operations Managers and counterparts in other Divisions, the Project Director Transformation – Asset and Energy Management will provide visionary leadership in transforming the asset and energy management portfolio.
Major Responsibilities:
The role will champion a culture of collaboration, innovation, and continuous improvement to advance asset management transformation. Working closely with CREM and interdivisional staff, the position will prioritize and coordinate the completion of condition assessments for Parks and Recreation facilities, buildings, park assets, park bridges, sports fields, courts, trails, and a wide variety of related infrastructure on a five-year cycle. Research industry standards and develop service standards to ensure best practices and current/anticipated legislative requirements are met.
With your extensive experience in managing life-cycle programs, you will provide leadership in developing tools and a data-driven decision-making framework, including a state of good repair prioritization framework. You will ensure the divisional capital plan accurately reflects the costs required to bring facilities and assets to a state of good repair and in compliance with applicable codes and standards. You will also support the preparation of the capital budget and long-term capital plan, including identifying, assessing, and monitoring the state of good repair backlog.
You will work closely with the Capital Budget & Finance team to strengthen the financial planning and governance of the division’s asset portfolio. This includes maintaining a comprehensive asset inventory and lifecycle costing framework to support accurate forecasting of state of good repair (SOGR) requirements and the identification and monitoring of the divisional SOGR backlog. The role will contribute to the preparation of the annual capital budget submission and 10-year capital plan by validating asset data, refining cost estimates, and ensuring alignment between asset condition data and capital investment priorities. You will also support data, costing, and asset inventory inputs required for the City’s Development Charges (DC) background studies
You will ensure that the appropriate framework, guidelines, and staffing are in place to assist capital delivery teams in implementing decarbonization initiatives and to support the scoping and design review of major state of good repair projects. Working collaboratively with cross-divisional partners, you will champion the development of parks and recreation standards, design guidelines, and lists of approved supplier and vendors for the division.
In collaboration with divisional partners, you will lead the development of long-term asset management strategy for the division and prepare the road map to achieve the vision. You will develop interim guidelines and procedures to ensure new facilities are tagged and inventory and maintenance requirements are handed over to appropriate City staff to plan and implement maintenance. You will establish processes to ensure these guidelines are consistently applied and incorporated into Requests for Proposals (RFPs) and tender documents. Work collaboratively with utilities, provincial and federal governments, and City departments to identify funding opportunities for energy efficiency programs and secure funding.
You will be working closely with the cross divisional teams to ensure the asset management strategy for the division aligns with corporate requirements and establish and support technology implementation to ensure asset data is managed as per best industry practices and proper reporting is established. Ensure effective risk and issue management framework to address complaints and safety concerns.
Working with cross-divisional teams, this role will lead the development of a fully costed net-zero emissions plan for the division, including investment prioritization to maximize the benefits of capital investments and reporting annually on progress toward the City’s TransformTO goals.
You will oversee, participate in, or support recruitment and selection processes, labour relations matters, performance management, training, and the supervision of assigned staff, ensuring effective teamwork, high standards of work quality, strong organizational performance, and a culture of continuous learning and innovation. You will also prepare reports and briefing materials for City executives and Committees of Council, ensuring a high-quality and well-supported product.
You will oversee day-to-day operations, including scheduling, assigning, and reviewing work; approving vacation and overtime; and managing staff performance. The role ensures compliance with collective agreements, corporate policies, City by-laws, and applicable legislation.
Key Qualifications:

Post-secondary education in Engineering, Sustainability or a related field with relevant experience.

Extensive experience in leading municipal asset and/or energy management programs.

Extensive experience leading, coaching, and motivating staff through major change initiatives, combined with a proven ability to exercise discretion and apply initiative and creativity in problem solving.

Extensive experience in enterprise work order management system, asset data management, risk management, and asset prioritization framework.

Extensive experience working with executives, internal clients sponsors and senior management teams across the organization to meet divisional and organizational objectives while maintaining effective relationships.

Considerable experience in strategic planning and financial forecasting, with highly effective presentation skills with internal and external stakeholders.

Superior analytical and well-developed human relations skills with an exceptional ability to communicate both verbally and in writing, negotiate persuasively and effectively, and forge solid internal relationships.

Knowledge of current and emerging City-wide strategic initiatives, with demonstrated political acumen, judgement, and insight.

Familiarity with relevant employment legislation including Employment Standards Act, Human Rights Act, Occupational Health & Safety Act, Planning Act, Construction Act, WHIMS .

P.Eng., Asset Management Certification, Certified Energy Manager certification will be an asset.

Must possess and be able to maintain a valid Province of Ontario Class "G" Driver's License and the ability to obtain a City driver's permit.
