Reporting to the Director, Strategic Enterprise Integration & Modernization (SEIM), you’ll provide strategic direction, leadership and project delivery for the payroll transformation, integration and re-organization of the service delivery of the division’s program. You’ll also lead the implementation of transformative change across the division and provide direction, leadership and guidance to implement the proposed organizational structure and to ensure it is aligned with the strategic direction of the organization.

 

As the Project Director, Business Transformation, you’ll develop and implement functional policies that make major changes in overall business performance, direct all activities of the team, and develop, recommend and administer the team’s annual budget. Leading a diverse workforce, you’ll lead the project and identify, develop and implement project management plans to integrate the ways in which the division delivers interventions to improve efficiencies at the City. 

 

Major Responsibilities:

  • Develops, designs and implements functional policies and programs that make major changes in overall business performance based on long-term needs.  Contributes to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures, provides program management staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by this section.
  • Directs, through subordinate management staff, all activities of the team, delegating management responsibility.
  • Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Develops, recommends and administers the annual budget for the team, and ensures that the team's expenditures are controlled and maintained within approved budget limitations.
  • Leads the project and identifies, develops and implements project management plans, to integrate the ways in which the division delivers interventions to improve efficiencies at the City.
  • Works with senior staff in developing a future state operating model for the division.
  • Develops and implements project management strategies and processes that build on international best practices for effective organizational transformation which will form the future state operating model.
  • Recruits and manages the divisional teams responsible for the coordination, development and implementation of all strategies required to achieve the organization's transformational vision and for assembling and managing tools and resources necessary to support the transformation.
  • Leads integration initiatives from conception, through process mapping, risk analysis, financial analysis, resource allocation, and contract management and performance evaluation.
  • Works with the Division head, the Executive team, the Steering Committee and all stakeholders to reach project goals.
  • Provides updates and reports on the project status, issues, deliverables and milestones to the Steering Committee.
  • Directs the development and implementation of divisional change management strategies which includes training, communications and staff engagement initiatives.
  • Provides leadership and oversight to multi-disciplinary project teams.
  • Establishes a best practice approach that ensures transparency and fairness in decision making and project implementation.
  • Fosters the development of an organizational culture that focuses on delivering exceptional outcome focused services.
  • Directs, through subordinate management staff, activities that require implementation experience of SAP Payroll upgrades and business transformation projects including time management, benefits and payroll processing business processes, with integration to financial and budgeting processes.

 

Key Qualifications:

  • Post-secondary education in business administration and equivalent combination of education and/or related experience.
  • Considerable experience managing, leading, coaching, developing and motivating staff in the delivery of a major change initiative.
  • Considerable experience leading large-scale transformational change initiatives and the delivery of programs that create service improvement and efficiencies 
  • Extensive experience working with executives, sponsors and senior management teams across the organization to meet divisional and organizational objectives while maintaining effective relationships.
  • Considerable experience directly and indirectly managing business teams and resources (operational managers, project managers, staff,) for the development of business solutions to achieve corporate objectives.
  • Strong analytical and problem-solving skills, with the ability to identify emerging issues, prioritize them, and develop effective strategies to address them.
  • Excellent communication and negotiation skills including report writing, developing presentations and briefing documents to engage with key leadership and build support for initiatives.
  • Strong facilitation skills, with experience driving decision-making and dialogue with various stakeholders on “ways of working”, collaboration, shared alignment and performance effectiveness.
  • Political acumen and the ability to navigate complex political and executive landscapes, effectively managing competing goals and priorities, consulting and problem solving while maintaining positive working relationships.
  • Sound judgement with an ability to work on confidential and sensitive matters.
  • Advanced implementation experience of SAP Payroll upgrades and business transformation projects including time management, benefits and payroll processing business processes, with integration to financial processes.
