Toronto Parks and Recreation (PR) delivers outstanding services that significantly enhance the quality of life for all Torontonians. The responsibility of capital budget, finance, design, construction, and SOGR for these assets lies with the Capital Projects, Design & Delivery branch. The division has an ambitious 10-year capital program valued at over $4 billion.

 

Major Responsibilities

Reporting to the Director, Capital Projects Design & Delivery, and working in close collaboration with directors, Capital Delivery Managers, operations staff, asset and energy teams, the Program Excellence Office, and budget staff, the Project Director – Capital Delivery plays a key leadership role in advancing capital delivery objectives and addressing complex challenges.

 

The Project Director supports the Director and Capital Delivery Managers in managing escalated and sensitive project issues, providing strategic advice to improve outcomes and ensure effective resolution. This includes advising project teams, monitoring high-risk projects, and escalating critical issues as needed. The role also provides concise, informed briefings to the Director and seeks direction on complex matters.

 

The position leads the preparation of timely Council reports and supporting materials, ensuring accuracy, alignment, and clarity. It provides oversight and strategic direction to Capital Delivery Managers and supports the successful delivery of large-scale, multi-year, and multi-divisional initiatives in accordance with the City’s governance frameworks, policies, and project management standards.

 

Working closely with the Director and corporate partners, including capital budget and asset management teams, the Project Director guides Program Delivery Managers on project prioritization, resource allocation, risk management, develop strategies to delivery coordination across deliver managers, integrate the capital delivery program for consistent and efficient delivery, and performance monitoring. The role also supports the resolution of contract claims and ensures compliance with applicable by-laws, policies, and procedures.

 

The Project Director strengthens governance, accountability, and program performance by translating complex challenges into clear, actionable strategies. Critical risks and issues are escalated appropriately, while the role also supports the Director in advancing divisional priorities, branch work plans, and the broader organizational mandate.

 

As a senior leader, the Project Director fosters a high-performance environment that emphasizes collaboration, innovation, continuous improvement, and operational excellence. The role also provides leadership in addressing complex labour relations matters and serves as a trusted advisor to senior leadership by interpreting data, evaluating trade-offs, identifying emerging risks, and recommending strategic, actionable solutions aligned with organizational objectives.

 

Strategic Leadership

Support the Director in advancing and refining the branch’s strategic plan, ensuring the effective implementation of key priorities and objectives. Collaborate with managers and staff to establish, implement, and embed compliance processes that ensure adherence to financial, procurement, and regulatory requirements, as well as applicable policies, procedures, and best practices.

 

Provide leadership in the development and implementation of project management software, ensuring configurations, workflows, and approval processes align with City by-laws, the divisional Capital Delivery Manual, and industry best practices. Oversee the adoption of a structured stage-gate approach to support disciplined project planning, governance, and system rollout.

 

Build and maintain strong relationships with executives, senior leadership, Councillors, clients, and key stakeholders to address complex strategic and operational issues. Guide Capital Delivery Managers on stakeholder engagement, issue resolution, and alignment with corporate priorities, while fostering cross-divisional collaboration to advance strategic initiatives and deliver capital projects successfully.

 

Apply a strong understanding of design and construction timelines, cost drivers, and delivery requirements to support effective project planning and execution. Review and validate the capital budget and 10-year capital plan to ensure cost estimates, schedules, and scopes are accurate and aligned with program priorities. Establish and oversee stage-gate governance with defined review checkpoints to monitor scope, schedule, and budget throughout the project lifecycle, ensuring risks, cost pressures, and scope changes are identified early, justified, and escalated in accordance with established governance and financial controls.

 

Risk, Innovation & Continuous Improvement

Proactively identify, assess, and manage emerging risks, operational challenges, and external pressures that may impact the successful delivery of key projects and the broader capital program. Provide strategic direction to managers on implementing innovative approaches, emerging technologies, and enhanced delivery practices to improve efficiency, strengthen project controls, and optimize program outcomes. Foster a culture of innovation, accountability, and continuous learning that supports adaptive problem-solving and high-quality execution.

 

Collaborate with internal partners and subject matter experts to develop, refine, and maintain guidelines, standards, procurement templates, and technical specifications that promote consistency, quality assurance, and operational efficiency across the capital delivery program. Ensure these tools reflect industry best practices, evolving regulatory requirements, and lessons learned.

 

Monitor and enhance key performance indicators (KPIs) and program metrics to evaluate performance, measure project outcomes, and identify opportunities for improvement. Leverage data-driven insights to inform decision-making, optimize resource allocation, and advance continuous improvement initiatives that enhance the long-term effectiveness and sustainability of the capital program.

 

Champion the development and implementation of rosters, standing offers, and blanket contracts for routine and recurring work, streamlining procurement processes and improving responsiveness. These strategies support the efficient delivery of small- and medium-scale Parks and Recreation capital projects while maintaining high standards for quality, safety, and value.

 

General Administration: 

In this role you may be responsible to recommend or approve contract awards, change orders, submit business cases, agreements and other procurement related permits and approvals. You will ensure these approvals strictly comply with City’s financial control, procurement and other bylaws and other procedures and processes.

 

You will collaborate closely with the branch leadership team and represent the branch and division on city-wide initiatives and corporate committees, including those related to procurement modernization, strategic construction coordination, accessibility, and other cross-divisional priorities. In this role, you will contribute to policy development, operational improvements, and the advancement of corporate initiatives that impact capital delivery.

 

You will also support branch and divisional leadership in advancing key strategic priorities, ensuring alignment with corporate objectives and helping drive the successful implementation of initiatives that strengthen program delivery and organizational performance.

 

You will oversee, participate in, or support recruitment and selection processes, labour relations matters, performance management, training, and the supervision of assigned staff, ensuring effective teamwork, high standards of work quality, strong organizational performance, and a culture of continuous learning and innovation. You will also prepare reports and briefing materials for review by the senior leadership for Standing Committees and City Council.

 

You will oversee day-to-day operations, including scheduling, assigning, and reviewing work; approving vacation and overtime; and managing staff performance. The role ensures compliance with collective agreements, corporate policies, City by-laws, and applicable legislation.

 

Key Qualifications:

 

  1. Post-secondary education in Architecture, Engineering, Construction Management or a related field
  2. OAA, P.Eng., OALA, PMP and other relevant certification will be a plus.
  3. Extensive design, construction and contract management experience gained through delivering large projects and major programs in public realm.
  4. Extensive experience managing, leading, coaching, developing, and motivating staff to deliver complex projects and programs and to improve outcomes.
  5. Extensive experience working with senior leadership, internal clients sponsors and senior management teams across the organization to meet divisional and organizational objectives while maintaining effective relationships
  6. Extensive experience in public procurement and preparing budgets and, cashflows for large scale programs.
  7. Considerable experience in strategic planning and financial forecasting
  8. Superior analytical and well-developed human relations skills with an exceptional ability to communicate both verbally and in writing, negotiate persuasively and effectively, forge solid internal relationships
  9. Proven ability to exercise discretion, with a high degree of initiative and creativity in problem solving.
  10. Highly effective presentation skills with internal and external stakeholders.
  11. Knowledge of, current and emerging City-wide strategic initiatives.
  12. Demonstrated political acumen, judgement, and insight.
  13. Familiarity with relevant employment legislation including Employment Standards Act, Human Rights Act, Occupational Health & Safety Act, Planning Act, Construction Act, WHIMS etc
  14. Extensive understanding of various acts, regulations and municipal by-laws including construction act, AODA, Safe drinking water act, Planning act, building code, fire code, Familiarity with relevant employment legislation including Employment Standards Act, Human Rights Act, Occupational Health & Safety Act, Planning Act, Construction Act, WHIMS etc
  15. Must possess and be able to maintain a valid Province of Ontario Class "G" Driver's License and the ability to obtain a City driver's permit.
