Job Description

To coordinate, lead technical and project management activities along with contracted Services and managing contracts for TS&LO section of Solid Waste Management Services Division, Leads & Develop Divisional policies, procedures and strategic direction as it relates to in house and contracted services.

Major Responsibilities:

Reporting to the Supervisor Contracted Services, the Project Lead will have responsibilities as follows:

  • Prepare procurement documents, including Requests for Quotations (RFQs) and Requests for Proposals (RFPs), for goods and services required by the F&EM Unit.
  • Collaborate with PMMD, CAPS, and the Corporate Procurement team to support procurement activities.
  • Ensure timely contractor payments and resolve any invoice discrepancies.
  • Address day-to-day technical and contractual issues proactively to prevent escalation to contract breaches.
  • Manage contractor relationships by ensuring services and invoices align with contractual terms.
  • Monitor and ensure that contracts remain in good standing and that work is completed in accordance with contract terms.
  • Support the Solid Waste Management (SWM) Contract Management function by helping develop procedures, protocols, work practices, and performance tracking tools.
  • Oversee the completion of preventative maintenance, periodic maintenance, repairs, and general upkeep of buildings, facilities, and equipment through contracted services, ensuring compliance with all regulations.
  • Identify deficiencies in contractor operations and document any disputes regarding contract interpretation.
  • Implement detailed plans and recommend policies and procedures to meet program-specific needs.
  • Provide input into and administer assigned budgets, ensuring expenditures remain within approved limits.
  • Supervise and provide work direction to project team members and support staff, promoting effective teamwork, high-quality standards, continuous learning, and innovation.
  • Manage assigned projects, maintaining effective communication, teamwork, and high-quality deliverables.
  • Offer technical expertise and guidance to support City initiatives.
  • Assist in developing the Divisional Capital and Operating Budgets, monitoring financial activities to stay within budget.
  • Collect, analyze, and interpret data to develop recommendations for improvements to projects, operations, policies, and services.
  • Represent Solid Waste Management Services – Transfer Station and Landfill Operations on committees and working groups.
  • Coordinate, implement, and develop tracking tools for large-scale Solid Waste Management operational projects.
  • Prepare summaries and reports using analytical and statistical techniques; conduct site visits, field studies, and data analysis to identify trends and recommendations.
  • Assist in designing and facilitating new policies, procedures, and operational processes.
  • Prepare project plans, reports, responses, and status updates for senior management.
  • Draft scopes of work for establishing new contracts or renewing existing ones.
  • Liaise with the public, contractors, City divisions, districts, and elected officials to address and resolve operational issues related to transfer stations and landfill operations.
  • Prepare detailed reports, maintain records, and create monthly status updates on existing asset management plans using benchmarking and project management tools.

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Post-secondary education in Engineering, Certified Engineering Technology, or a related discipline, or an equivalent combination of education and relevant experience.
  2. Considerable experience in the maintenance of buildings, facilities, and equipment, with a focus on waste management and solid waste operations, including related policies and procedures.
  3. Considerable experience with procurement processes, including drafting and executing procurement documents (LVQs, RFQs, RFPs), with strong knowledge of purchasing policies, by-laws, and procedures.
  4. Experience in conducting research and analysis, interpreting large volumes of data, summarizing findings, and preparing clear and effective graphic presentations.
  5. Experience with databases, CMMS, and software applications such as Excel, SAP, and Maximo, including skills in data analysis and presentation preparation.
  6. Experience coordinating and managing work performed by service contractors and vendors.
  7. Ability to manage complex projects independently from initiation to completion while balancing stakeholder interests and resolving conflicts.
  8. Strong ability to identify operational needs, and to initiate, coordinate, and manage the implementation of effective solutions.
  9. Possession of a valid Ontario Class "G" Driver’s License and the ability to meet the City's equipment operation requirements.
  10. Excellent communication skills, both oral and written, including strong report writing, presentation, and conflict resolution abilities.
  11. High level of conceptual thinking and creativity in developing solutions for operational improvements, policy development, and problem evaluation.
  12. Demonstrated ability to build and maintain strong internal and external relationships, with proven leadership capability.
  13. Knowledge of relevant Ontario legislation, including the Occupational Health and Safety Act, related regulations, and applicable collective agreements and labour laws.

  15. Ability to work independently and collaboratively with a wide range of stakeholders and subject matter experts.
  16. Knowledge of government structures, policies, and decision-making processes is considered an asset.
