E&C manages initiatives and programs that seek to reduce the environmental footprint of the entire Toronto community, as well as our own corporate operations, guided by the TransformTO Climate Action Strategy.

Major Responsibilities:

Reporting to the Program Manager, Policy & Research, the Project Lead plays a critical role in supporting the coordination, development, implementation and evaluation of projects, activities, and assignments pertaining to the programs, services, policies, and/or operations of the Environment & Climate Division, while representing the Division on various committees, working groups and project related community consultations with the public.

The Project Lead will:

  • Play a key role in modelling policies and actions to support implementation of the City of Toronto’s TranformTO Net Zero Strategy.

  • Create and run net-zero modelling scenarios in Python using the City’s in-house energy systems and greenhouse gas (GHG) emissions modelling tool.

  • Provides research, expertise and guidance to management on emerging technology trends and various greenhouse gas emission modelling tools.

  • Conduct technical research and analysis on a range of new projects and initiatives that include GHG emissions accounting, climate action planning, electric vehicles, carbon budgets, building and decarbonisation, and environmental/climate justice.

  • Consider developments within the field, initiatives by other levels of government, along with corporate policies, practices and legislation.

  • Participate in the E&C's program planning process, including developing long range Divisional objectives. In support of this, the Project Lead will ensure effective partnerships with other Divisions, agencies, boards and commissions.

  • Facilitate requests originating from elected officials, other divisions and the public, coordinating input and assessing project feasibility within current programs.

  • Act as a resource person for communication and inquiries related to Divisional activities and programs.

  • Assists the technical design and development team in translating and documenting policies and legislations into functional and technical requirements.

  • Provides technical expertise on the system to support training, organizational communications, departmental planning, budgeting, etc.

  • Develop promotional and educational materials, and provides presentations as required for various levels of internal and external management/stakeholders.

  • Oversee assigned projects and provides contract management, while monitoring project timelines to ensure completion within approved work plans.

  • Prepare, coordinates and makes recommendations on Request for Proposal/Requests for Quotation, and tender documents.

Key Qualifications:

  1. Post-secondary education in Information Technology, Engineering, Environmental Studies or a relevant discipline or equivalent combination of education and/or experience.

  2. Considerable experience on modelling complex climate-energy policy issues, and proficiency in one or more of the following programming languages: Python, Julia, C++, R, MATLAB. Experience using capacity expansion and production cost models would be an asset.

  3. Considerable experience in planning, managing and delivering multi-stakeholder environment and energy focused research, policy development and program design projects.

  4. Experience in the design and delivery of public engagement and consultation programs. A focus on environment and energy policy and programs would be considered an asset.

  5. Experience applying for grants, working with funding partners to implement project plan, managing budgets associated with operating, capital and donation.

  6. Experience as a fully accountable project leader handling multiple and diverse projects and priorities in a detail and deadline oriented environment.

  7. Exceptional communication skills (oral and written) that include excellent report writing, briefing material preparation and strong presentation skills, able to deliver to various levels of staff and other groups.

  8. Strong interpersonal skills with the ability to establish and maintain effective working relationships with public and staff.

  9. Proficiency with a variety of software including, MS Office (i.e. Word, Excel, and PowerPoint), MS Project, social media platforms and database software packages.

  10. Familiarity with Ontario Statues, including Occupational Health and Safety Act, employment standards, labour and human rights, and other applicable government legislation.

  11. Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
