Central Intake is the central phone contact centre for the Toronto Shelter & Support Services Division and is looking for a Project Lead to lead and coordinate Divisional projects related to new and/or existing programs. Reporting to the Manager, Homelessness Initiatives, the Project Lead will take the lead in coordinating with other City Divisions to expand on existing, and/or implement new programs and services supporting underhoused and homeless Toronto residents to find stable shelter solutions.
Major Responsibilities:
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Conducts project-based research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government. Supports the division's strategic planning and priority setting processes.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Conducts operational reviews which contribute to the use of human fiscal and IT Assets in services that will lead to service efficiencies and optimization of resources.
- Assesses project feasibility and prepares project plans, reports, status updates for senior staff and related materials that contributes to divisional/City initiatives; regularly updates documentation processes on divisional initiatives including the website and project directories.
- Monitors projects to ensure completion in accordance with approved plans and agreements of undertaking.
- Coordinates a wide range of stakeholder engagement and consultation processes and events that support various projects.
- Assesses approaches and strategies of various project initiatives and develops specific implementation plans.
- Provides input, guidance and technical expertise in the development, co-ordination, and implementation of strategic divisional initiatives.
- Oversees assigned projects ensuring effective teamwork and communication and high standards of work quality to advance divisional initiatives.
- Oversees project team members and support staff.
- Develops confidential material in relation to provincial changes in policy/funding where proposed changes impact service delivery.
- Conducts process reviews on various projects and makes recommendations to senior management for improvement to existing divisional projects including process optimization and simplifications.
- Provides presentations, as required for various levels of internal (Council Committees/Senior Management) and external management/stakeholders.
- Develops and oversees implementation of a range of customer service and staff satisfaction surveys/projects and sets priorities to address divisional issues identified by staff and clients.
- Coordinates projects associated with the Division’s advisory committees and liaises between committees and local client advisory processes.
- Establishes, maintains, and develops linkages to other divisions, agencies, boards and commissions to ensure effective partnerships.
- Keeps up to date on relevant research and coordination with relevant divisional staff on project related data analysis.
- Prepares responses, reports, and correspondence on behalf of Manager.
- Prepares summaries of information/findings using a range of research techniques.
- Provides membership and input to various divisional committees and working groups.
- Represents the Manager at meetings for large scale complex initiatives within the division and City wide that have an impact on delivery of its programs.
- Represents the Manager at various project-related consultation meetings as required.
- Acts as a resource person for inquiries related to divisional activities.
- Ensures compliance with safety and security matters under Occupational Health and Safety legislation and Divisional safety and security policies, including workplace accommodations.
Key Qualifications:
- Post-secondary education in a related field, or an equivalent combination of education and relevant experience.
- Considerable experience leading projects (or a significant part of a project) in the human or social services field, supporting project development and monitoring, tracking and evaluating projects related to policy, planning and research.
- Experience in the planning, development, and implementation of social or community programs and policies. Experience that address the complex needs of people experiencing homelessness is considered an asset.
- Experience working in a call-centre environment
- Experience conducting research, compiling and analyzing data, as well as interpreting and communicating/presenting findings and/or recommendations to various levels of management or other internal or external stakeholders.
- Ability to effectively direct and motivate project staff teams.
- Ability to facilitate project-related consultation meetings with a range of stakeholders.
- Excellent verbal and written communication skills with the ability to communicate clearly and effectively to a variety of audiences.
- Excellent problem-solving skills along with the ability to be adaptable and resourceful in a collaborative environment.
- Excellent interpersonal, negotiation, and conflict resolution skills with ability to develop and maintain effective working relationships with a wide range of staff and external stakeholders.
- Knowledge of current issues related to housing first policy, subsidized and supportive housing, income security, etc.
- Knowledge and understanding of government legislation in the areas of, Housing Services Act, Residential Tenancies Act and other relevant legislation.
- Ability to use a variety of computer software packages including Microsoft Office Word, Excel, Power Point, Outlook and database software programs.
- Familiarity with relevant employment legislation including Employment Standards Act, Human Rights Act, and the Occupational Health & Safety Act.
