Job Summary
As a Project Lead in the Transportation Review, Engineering Review Section, you will lead the comprehensive technical and regulatory review and evaluation of, and response to development applications with respect to all transportation-related matters. You will identify and secure conditions of approval for development applications, to ensure a safe, efficient and multi-modal transportation network. You will collaborate with internal and external stakeholders to resolve development-related issues to advance development applications through the development review process. You will lead projects/initiatives within the division and will represent the unit on various committees and working groups, public meetings and Committees of Council.
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Conducts project-based research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government. Supports the division's strategic planning and priority setting processes.
- Analyzes, evaluates and comments on plans, drawing, studies and any documents related to the submission (OPA, ZBA and SPA) by the applicant.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Assesses project feasibility and prepares project plans, reports, status updates for senior staff and related materials that contributes to divisional/City initiatives; regularly updates documentation processes on divisional initiatives.
- Monitors projects to ensure completion in accordance with regulations and agreements of undertaking.
- participates in and conducts studies, commenting on technical reports and provide detailed recommendations and advice if it aligns with regulations and best practices
- Collaborates on a wide range of stakeholder engagement and consultation processes and events that support various projects.
- Assesses approaches and strategies of various project initiatives and assists in the development of specific implementation plans.
- Provides input, guidance and technical expertise in the development, co-ordination and implementation of strategic divisional initiatives.
- Oversees assigned projects ensuring effective teamwork and communication and high standards of work quality to advance divisional initiatives.
- Oversees project team members and support staff and provides technical advice and expertise.
- Identifies, evaluates and provides technical expertise and recommendations for resolution of issues and risks in compliance with City policies, guidelines and by-laws
- Supports the division's strategic planning and priority setting processes.
- Conducts research into assigned areas, including working with confidential/sensitive information related to policy, staffing, job roles and budgetary changes and producing related reports that take into account developments within the field, City policies and practices, legislation and initiatives by other levels of government.
- Assist in developing confidential material in relation to provincial changes in policy/funding where proposed changes impact service delivery.
- Conducts process reviews on various projects and makes recommendations to senior management for improvement to existing divisional projects including process optimization and simplifications.
- Develops presentations, including confidential presentations involving proposed changes to divisional staffing ratios or complement, as required for various levels of internal (Council Committees/Senior Management) and external management/stakeholders.
- Establishes, maintains and develops linkages to other divisions, agencies, boards and commissions to ensure effective partnerships.
- Keeps up-to-date on relevant research and coordination with relevant divisional staff on project related data analysis.
- Prepares responses, reports and correspondence on behalf of Management Team.
- Prepares summaries of information/findings using a range of research techniques.
- Provides membership and input to various divisional committees and working groups.
- Represents the Manager at meetings for large scale complex initiatives within the division and City wide that have an impact on delivery of its programs.
- Represents the Manager at various project-related consultation meetings as required.
- Acts as a resource person for inquires related to divisional activities including developing and conducting training materials/sessions and presentations.
- Conducts operational reviews which contribute to the use of human fiscal and IT Assets in services that will lead to service efficiencies and optimization of resources.
- Ensures compliance with safety and security matters under Occupational Health and Safety legislation and Divisional safety and security policies, including workplace accommodations.
Key Qualifications
- Post-secondary education in a discipline such as Engineering, Transportation Planning, Geography, Business Administration or an equivalent combination of education and experience.
- Considerable Experience as a fully accountable project leader handling multiple and diverse transportation planning or transportation engineering projects, providing effective work direction to consultants, contractors and staff in a detail and deadline-oriented environment.
- Considerable experience in analyzing and interpreting the results of various transportation studies (such as Traffic Impact Studies, Parking Studies, Transportation Corridor Studies, etc.).
- Considerable experience with a variety of software packages including Microsoft 365, Word, Excel, PowerPoint, Outlook, SharePoint, virtual meeting technologies (TEAMS, Google Meet etc), as well as specialized computerized software in the field of Transportation Planning (i.e. Synchro/SimTraffic, MoveTO, ITS etc.).
You must also have:
- Knowledge and ability in drafting and presenting reports and recommendations to senior level management.
- Knowledge of the planning and development control processes and municipal administration and procedures.
- Excellent communication and presentation skills, with the ability to interact both orally and in writing at all levels of the organization, including the political level.
- Well-developed interpersonal skills, with the ability to work effectively with colleagues, the public, provincial officials, consultants and other internal and external stakeholders.
- A thorough understanding of traffic impact analysis, with the ability to make recommendations on related development control matters and in the preparation of complex transportation planning studies.
- Ability to plan, direct and review work of staff.
- Knowledge of the Occupational Health and Safety Act and regulations.
- Ability to represent the Division at community meetings, various committees, Community Council, the Ontario Land Tribunal and the Toronto Local Appeal Body.
- Ability to work in a highly demanding work environment with many competing priorities and deadlines.
- Strong problem solving and project coordination skills and the ability to exercise independent judgement in dealing with technical matters and initiating creative solutions.
- Possession of a valid Province of Ontario Driver’s License and access to a reliable vehicle is an asset.
