Reporting to the Manager Operations, the Project Lead will have responsibilities as follows:

 

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Coordinates the implementation of new waste management diversion programs.
  • Provides input, guidance and technical expertise in the development of City initiatives.
  • Provides input and assists with the development of the Divisional Capital and Operating Budgets, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Collects, analyzes, evaluates and interprets information/findings to develop recommendations for improvement to existing Departmental projects, operating procedures, policies and services.
  • Represents SWM Collections on various committees and working groups.
  • Coordinates, implements and develops tracking tools for large scale projects in the area of waste management collections operations.
  • Prepares summaries of information/findings using a range of analytical and statistical techniques.
  • Assists in collection of field data, conducts site inspections and technical investigations.
  • Leads Divisional projects pertaining to policies, procedures and strategic direction as it relates to Street Furniture and Parks litter bins waste management collections operations.
  • Conducts site visits, field studies and analyses collected and available data to determine trends in program participation and customer feedback.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies, practices and legislation.
  • Assists in the design and facilitation of policies, procedures and processes.
  • Prepares responses, project plans, reports and status updates for senior management
  • Liaises with members of the public, contractors, City divisions, districts and elected officials to address and resolve issues related to waste management collection programs.
  • Provides advice, guidance and technical expertise in the development of City initiatives related to collections operations.
  • Prepares detailed and timely reports, records, schedules, monthly status reports relating to existing waste management diversion programs using benchmarking measures and project management techniques.
  • Prepares purchasing call documents such as Requests for Quotations and Requests for Proposal related to services or goods required by the Collections Operations Department.
  • Leads Solid Waste Management in the area of business planning, liaise with and become the first point of contact with Capital Works Programs, Clean and Beautiful City Initiatives and Utility Companies.
  • Acts as a Committee Member on various working groups across the city and represents the Manager and the interest of Solid Waste Management Services, Parks Litter Bin Collection Operations and the Street Furniture Group on major programs/initiatives.
  • Ensures project benchmarks, deliverables and standards are controlled, maintained and received within the Terms of the Street Furniture Agreement
  • Solicits input from other divisions, district utility companies, Business Improvement Areas (BIA)'s and elected officials on a pre planning perspective.
  • Maximizes the coordination of pedestrian space policy and ensures that all streetscape improvement opportunities are utilized.
  • Liaises with utility companies, work zone coordinators, public, contractors, City division, districts, BIAs, and elected officials and coordinates meetings to resolve design issues and address concerns.
  • Coordinates input into the Capital Works Programs and Clean and Beautiful City Initiatives.
  • Ensures equitable and safe use of the public right-of way and compliance with the “Vibrant Streets” policy and design guidelines and other applicable regulations.
  • Develops training course material, conducts training and provides presentations as required for various levels of internal and external management/stakeholders.
  • Represents the Manager at meetings for City wide scale initiatives within the Public Realm and City Parks that impact the Street Furniture Program and Solid Waste Management Services.
  • Provides input into area-wide planning studies.
  • Conducts site visits, field studies and pre-approves all park bin and street furniture installations with consultants and subcontractors.
  • Ensures installation, repair and maintenance of street furniture elements is in accordance with the Terms of the Agreement.
  • Conducts research on new materials, construction techniques and procedures to ensure subcontractors proposals are suitable and satisfactory for the division’s requirements.
  • Reviews and authorizes acceptance/changes to working drawings and specifications for projects.
  • Represents the Manager at project related community consultation meetings as required.

 

Key Qualifications:

 

  1. Post-secondary education in Environmental Studies/Planning, Urban Planning, Engineering, Public Policy/Administration, or a related discipline, or an equivalent combination of education and relevant experience.
  2. Experience in waste management operations with an in-depth knowledge of Solid Waste collection operations, diversion programs, policies and procedures.
  3. Experience in conducting research, analysis, interpreting large volumes of data, summarizing findings and creating graphic presentations.
  4. Experience in presenting trend reports and recommendations for Solid Waste programs to senior level management.
  5. Experience as a project leader; identifying needs and initiating, coordinating and managing implementation of solutions while evaluating risk.
  6. Project management experience, managing complex assignments from inception through implementation with minimal direction while balancing political, community and other stakeholder interests, and resolving conflicts.
  7. Must possess and maintain a valid Province of Ontario Class "G" Driver's License and qualify for the City's equipment operating permits and requirements.
  8. Highly developed communication and presentation skills (oral and written) that include excellent report writing, presentation and conflict resolution skills.
  9. High degree of conceptual ability and capacity to develop creative solutions to refinement of operating procedures, development of policy and evaluation of problems.
  10. Proven track record of solid internal and external relationships and strong leadership capacity.
  11. Advanced experience with database, word processing and spreadsheet applications such as Excel and Word, with experience in preparing data analysis and presentation materials. Knowledge of ArcView GIS.
  12. Previous experience in providing effective work direction to staff in a unionized environment.
  13. Knowledge of purchasing procedures, By-laws, policies and guidelines.
  14. Knowledge of Ontario Statues, including Occupational Health and Safety Act and Regulations, the Collective Agreements and related Labour legislation.
