Job Summary:
In this dynamic role, you will lead business process transformation projects by analyzing existing contract management processes, developing standard operating procedures, and providing consultations to delivery units to resolve inefficiencies and enhance operational efficiency across the division.
Major Responsibilities:
- Conducts research into assigned area ensuring that such research considers developments within corporate policies and practices, legislation and initiatives by other levels of government.
- Analyzes existing contract management practices and recommends solutions based on applicable industry best practices and audit recommendations.
- Oversees assigned projects and provides contract administration to ensure effective teamwork and communication and high standards of work quality to advance the Division’s initiatives in a complex municipal environment.
- Develops training course materials, conducts training and provides presentations as required for various levels of internal and external stakeholders including senior management.
- Coordinate and make recommendations of compliance improvements on RFT, RFP, RFQ, RFSQ, and related procurement call documents.
- Represents the Manager and/or Senior Project Manager as required, at meetings within the Division and at working group committees that have an impact to the Division.
- Provides advice, guidance, and assistance to divisional staff relating to unit’s initiatives.
- Establishes, maintains and develops business relations with other divisions, agencies, boards and commissions to ensure effective partnerships.
- Assist in preparing reports and presenting findings to senior management.
- Advise stakeholders on procurement and financial policies, procedures, contract risk management, change management, and the use of enterprise work management systems (e.g., Maximo, PTP, Trimble Unity Construct).
- Work independently with internal or external stakeholders to deliver services and business transformation projects.
Key Qualifications:
- Post-secondary education in a discipline such as Engineering, Business Administration or an equivalent combination of education and experience.
- Considerable experience in the procurement of construction and professional services projects, including preparation, execution and administration of purchasing documents, terms of references for consultant assignments, contracts, RFTs, RFPs/RFQs, RFSQs.
- Considerable experience in developing and leading process improvements projects, designing and implementing new processes and procedures.
- Considerable Experience managing consultant and/or construction assignments, including managing timelines, budgets and payment processing.
- Experience utilizing a variety of computerized office systems including, MS Office (i.e. Word, Excel, and PowerPoint). MS-Visio, SharePoint, DocuSign, SAP Finance would be an asset.
- Experience in conducting research, analysis, presenting and communicating findings.
- Knowledge of contract management and procurement software SAP-ARIBA, PTP, Maximo and any other project management or budgeting systems, will be an asset.
- Knowledge of relevant legislation and regulations including the Construction Act,Provincial Legislation on Adjudication and prompt payment, the City's Financial andProcurement Policies and By-Laws, Employment Standards Act, Human Rights Act,Collective Agreement, Labour Relations and the Occupational Health & Safety Act.
- Certification as a PMP would be asset.
- Knowledge of Transportation Infrastructure division work, including applicable engineering standards pertaining to transportation infrastructure projects (civil, electrical, traffic operations, road operations, etc.) and software platforms for project management is an asset.
- Ability to promote and foster effective teamwork and establish excellence in a customer service-oriented environment.
- Excellent interpersonal, analytical, negotiating, problem solving and conflict resolution skills.
- Highly developed communication skills, both oral and written.
