Job Summary

As a Project Lead in the Transportation Services Division, your technical and policy-oriented skills will support Toronto’s Street Classification System, Right-of-Way (ROW) governance, and Permanent Highway Closure Program. This role combines advanced planning and engineering knowledge with land administration and legal coordination, shaping how Toronto’s transportation network is classified, maintained, and reconfigured in line with Official Plan goals, Asset Management, Vision Zero, and other City policies.

 

You will lead and support technical planning analysis, classification studies, legal road status investigations, and property law evaluations while also preparing and presenting reports to City Council and its Committees. You will collaborate and coordinate with Legal Services, Engineering & Construction Services, Corporate Real Estate Management, Councillor offices, Metrolinx, TTC, and other stakeholders.

 

In this role, you will be working in hybrid work model, following City of Toronto's Workplace Modernization Program, supported by the City’s Remote Work Policy. You must be able to travel to various locations in the City to perform duties of the role.

 

Major Responsibilities:
Under the direction of the Project Manager (Road Classification & ROW Management), the Project Lead will:

 

  • Conduct transportation planning studies, traffic impact studies, traffic analysis and safety reviews, and road classification reviews for the purpose of managing and maintaining Toronto’s road hierarchy and supporting ROW governance
  • Prepare and present staff reports and recommendations to Council and Committees on matters involving road classifications, permanent closures, assumptions, dedications, and encroachments.
  • Support the development and application of trip generation forecasts, traffic volume projections, and trip assignment methods in evaluating street network roles and capacity.
  • Interpret and apply property law concepts related to public highways, dedications, encroachments, easements, and land conveyances as part of road status verification or transfer processes.
  • Lead or support technical reviews for the closure and pedestrianization of public laneways, boulevards, and rights-of-way, including development of feasibility assessments and stakeholder reports.
  • Design and maintain GIS-based classification inventories and ROW spatial databases.
  • Collaborate with Legal Services, Corporate Real Estate Management and Land Surveys to draft and review, survey plans, by-laws, affidavits, and supporting documentation for highway closures and asset disposition in accordance with the City of Toronto Act and Planning Act.
  • Coordinate with TTC, Metrolinx, City Planning, Corporate Real Estate Management, Engineering Construction Services, Development Review, Engineering and construction Services, City Legal, Create TO, and other transportation or land-related agencies on infrastructure ownership, classification changes, and mobility corridor designations.
  • Consult and coordinate with local Councillors and their offices on site-specific closures, road reclassifications, and policy implications.
  • Develop technical guidance documents and contribute to procedural updates for road classification, permanent closures, ROW lifecycle planning and implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Provide technical advice and coordination on cross-divisional stakeholder matters involving ownership disputes, Right of Way management, pedestrian conversions, and Right of Way.
  • Conducts project-based research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input, guidance and technical expertise in the development, co-ordination and implementation of strategic divisional initiatives.
  • Assesses project feasibility and prepares project plans, reports, status updates for senior staff and related materials that contributes to divisional/City initiatives; regularly updates documentation processes on divisional initiatives.
  • Oversees assigned projects ensuring effective teamwork and communication and high standards of work quality to advance divisional initiatives.
  • Identifies, evaluates and provides technical expertise and recommendations for resolution of issues and risks in compliance with City policies, guidelines and by-laws.
  • Establishes, maintains and develops linkages to other divisions, agencies, boards and commissions to ensure effective partnerships.
  • Keeps up-to-date on relevant research and coordination with relevant divisional staff on project related data analysis.
  • Prepares responses, reports and correspondence on behalf of Management Team.
  • Prepares summaries of information/findings using a range of research techniques.
  • Represents the Project Manager / Manager at meetings for large scale complex initiatives within the division and City wide that have an impact on delivery of its programs.
  • Ensures compliance with safety and security matters under Occupational Health and Safety legislation and Divisional safety and security policies, including workplace accommodations.

 

Key Qualifications
Your application must describe your qualifications as they relate to:

 

  1. Post-secondary education in a discipline such as Civil Engineering, Transportation Engineering, Transportation Planning, Urban Planning, or an equivalent combination of education and experience.
  2. Experience as a fully accountable project leader handling multiple and diverse transportation planning or transportation engineering projects, providing effective work direction to consultants, external organizations and City officials, and/or staff in a detail and deadline-oriented environment.
  3. Considerable experience in analyzing and interpreting the results of various transportation studies (such as Traffic Impact Studies, Official Plan Amendments, Zoning By-Law Amendment Reports, Plan of Subdivisions, etc.).
  4. Experience interpreting legal documents and applying property law principles.
  5. Knowledge applying trip generation methodologies, traffic volume projections, and trip assignment models for transportation policy, capacity evaluation, or reclassification of streets.
  6. Knowledge of the Planning Act, City of Toronto Act, Municipal Class Environmental Assessment, Highway Traffic Act, Minimum Maintenance Standards for Municipal Highways, and Official Plan policies affecting street classification and road ownership.
  7. Knowledge of the planning and development control processes and municipal administration and procedures.
  8. Familiarity with Council and Committee processes and with the role of subject matter experts in legal proceedings such as the Ontario Land Tribunal.
  9. Proficiency with a variety of software packages including Microsoft 365, Word, Excel, PowerPoint, Outlook, SharePoint, virtual meeting technologies (TEAMS, Google Meet, etc.), with specialized computerized software knowledge in the field of Transportation Planning (i.e. Synchro/SimTraffic, MoveTO, ITS etc.) including GIS-based data management systems and asset inventory tools such as ArcMap, QGIS, ArcGIS Online, or equivalent platforms.
  10. Excellent communication and presentation skills, with the ability to interact both orally and in writing at all levels of the organization, including the political level.
  11. Well-developed interpersonal skills, with the ability to work effectively with colleagues, the public, provincial officials, consultants and other internal and external stakeholders.
  12. Knowledge of the Occupational Health and Safety Act and regulations.
  13. Ability to work in a highly demanding work environment with many competing priorities and deadlines.
  14. Strong problem solving and project coordination skills and the ability to exercise independent judgement in dealing with technical matters and initiating creative solutions.
  15. Possession of a Professional Engineer (P.Eng.) designation or Registered Professional Planner (RPP) certification is considered a strong asset.
  16. Possession of a valid Province of Ontario Driver’s License and access to a reliable vehicle is an asset.
