The Transportation Services Division’s Operation and Maintenance Contract Development, Delivery, and Inspections Unit (CDDI) is seeking three (3) Project Leads. In this role, you will be on a dynamic team tasked with leading and coordinating projects, activities and assignments pertaining to the programs, services, policies and/or operations to support on-going work, growth and the transformation of the CDDI unit. The Project Lead positions will be divided into three functional roles: Contract Innovation, Standards Development and Program Intake.
This is an exciting time to join the Operations and Maintenance Section, which is leading the transformation of Toronto’s maintenance and delivery operations. The Section’s major initiatives include multi-modal winter maintenance, road, sidewalk, and bikeway repairs, capital construction contract development, delivery, inspection, and the installation and maintenance of signage and pavement markings.
The CCDI unit is at the forefront of delivering operating and capital programs with a strong focus on cost efficiency, sustainability, equity, and multi-modal transportation solutions.
Major Responsibilities:
As the Project Lead, you will report directly to the Senior Project Manager and will work in a cross-functional environment to support Area 1 (Toronto and East-York) and 2 (Etobicoke and North York) of CDDI. Your focus as a Project Lead will be one of the following:
- Contract Innovation: You will use your expertise to identify and lead operational and strategic assignments including the review of the Division’s maintenance contracts. You will support the preparations of Scope of Work Agreements, Purchase Order and Payment Requisitions, Requests for Quotations, Requests for Proposals with a particular focus on innovative contracting tools.
- Standards Development: You will use your technical expertise in the development of standard operating procedures, construction/materials standards, and specifications through research into various tools, standards, guidelines, and practices. You will use your skills to identify and lead the development of KPIs, business process improvements, etc.
- Program Intake: You will use your mapping and analytical skills to develop and streamline program intake processes. You will leverage Maximo, TOInView, and cross-divisional partners to develop a data driven approach to program intake that focuses on equity and efficiency.
Further, all three Project Lead positions will conduct project plans, reports and status updates for management and regularly update documentation on initiatives. As part of your work, you will engage with individuals across the division and support the delivery of exciting multi-modal capital and maintenance projects and initiatives.
Additionally, you will have a supervisory role by overseeing project team members and support staff, which may include work term students. You will play an integral part in facilitating requests from elected officials, other divisions and the public, as well as coordinate divisional input and assess project feasibility within current programs. You will also develop training course materials, conduct training and provide presentations as required for various levels of internal and external management/stakeholders.
Key Qualifications:
- Experience in an applied field such as planning, engineering, policy development, construction, architecture, landscape architecture, geography, or an equivalent combination of education and experience.
- Experience in project management / coordination, delivering projects, activities, and assignments from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests.
- Experience reading and interpreting technical drawings, specifications, and reports focused on multi-modal transportation design and/or maintenance.
- Experience in preparing and managing design and/or construction Request for Quotations, Requests for Proposals and Requests for Tenders or overseeing design and/or construction projects directly.
- Strong leadership capacity, provide work direction and handle multiple priorities in a detailed and deadline-oriented environment.
- Strong problem solving and project coordination skills and the ability to exercise independent judgement in dealing with technical matters and initiating creative solutions.
- Experience with ArcGIS or QGIS would be considered an asset.
- Experience with AutoCAD, Microstation, AutoTurn, Adobe Creative Suite (InDesign, Illustrator and Photoshop), and SketchUp would be considered an asset.
- Knowledge of relevant legislation, regulations, codes, collective agreements, and policies including City of Toronto Standards and Specifications for road works, Ontario Provincial Standards and Specifications (OPSS), Occupational Health and Safety Act, Employee Standards Act and other applicable legislation.
- Knowledge of various legislation, including interpreting and applying the Accessibility for Ontarians with Disabilities Act (AODA) and the Integrated Accessibility Standards Regulation (IASR).
