Job Description

Transportation Services is seeking to fill Project Lead positions across the Division. In these positions, you will help to shape the future of Toronto's streets with a focus on active transportation, safety and comfort to create a more livable, equitable and resilient city and keep Torontonians moving safely.

As a Project Lead you will work across Transportation Services, with other City Divisions, external partners and the public at the forefront of the conceptualization, design and implementation of street and other multi-modal transportation infrastructure. You will also lead or support the completion of complex, multidisciplinary engineering, planning and streetscaping studies, and support the advancement of process innovations. This position requires that you are savvy with design software and data analysis, and print/digital graphic communications necessary for planning, consultation and tracking of data. There is currently one (1) vacancy in the following units:

The Project Lead in Operations & Maintenance Green Infrastructure Unit will support the Green Streets Transportation Services Superintendents and Project Managers by establishing a Green Streets asset management and maintenance program. Green Streets are roads or streets that incorporate green infrastructure. The Project Lead will be part of the Operations and Maintenance team and support the newly created Green ForceTO team, and will create and assist in the management of a city-wide site inventoryof green infrastructure using GIS and web based technologies. The Project Lead will also manage assigned projects related to Green Streets sites, projects and operation and maintenance activities, ensuring effective teamwork and communication and exemplary performance to advance City of Toronto’s and Transportation Service’s goals and objectives.

 

As a Project Lead, your major responsibilities include but are not limited to:

  • Oversees assigned projects or components of projects, ensuring effective teamwork and communication, high standards of work quality, and ensures that project expenditures are controlled and maintained within approved budget limitations and agreements of undertaking.
  • Supports the completion of complex, multidisciplinary engineering, planning and streetscaping studies, including Feasibility Studies and Environmental Assessments. 
  • Produces materials, mapping and diagrams to support initiatives, including graphically pleasing presentation materials, technical reports, and functional plans.
  • Provides graphic design services during the planning, designing and implementation stages of capital projects and other initiatives.
  • Reviews and comments on presentation materials, technical reports, detailed design and functional plans. 
  • Prepares project plans, reports, briefing notes and status updates for senior staff. Regularly updates documentation, websites, or other public facing materials on Divisional initiatives. 
  • Conducts public and stakeholder consultation, including supporting public and stakeholder meetings and events; organizing and leading technical advisory committees and interdivisional/interagency teams; responding to emails and phone calls; and collecting, consolidating, and incorporating public feedback into designs and other studies.
  • Researches and applies best practices and design innovations by equivalent municipal programs, legislation, academic studies, policy and procedures concerning multi-modal solutions. 
  • Works with a range of Divisions to develop Request for Proposals, other procurement documents and/or Tender documents, to procure study, design, goods or services contracts; evaluates, responds and makes recommendations for award of contracts; and assists in the negotiation and execution of contracts. 
  • Represents the respective Units, as required, at meetings within the Division and with other agencies, at project-related community consultations, and at Standing Committees and City Council. 


As a Project Lead in Operations & Maintenance, you may also be involved in the following duties:

  • Contract Innovation: You will use your expertise to identify and lead operational and strategic assignments including the review of the Division's maintenance contracts. You will support the preparations of Scope of Work Agreements, Purchase Order and Payment Requisitions, Requests for Quotations, Requests for Proposals with a particular focus on innovative contracting tools.
  • Standards Development: You will use your technical expertise in the development of standard operating procedures, construction/materials standards, and specifications through research into various tools, standards, guidelines, and practices. You will use your skills to identify and lead the development of KPls, business process improvements, etc.
  • Program Intake: You will use your mapping and analytical skills to develop and streamline program intake processes. You will leverage Maximo, Transportation Viewer, TOlnView, and cross-divisional partners to develop a data driven approach to program intake that focuses on equity and efficiency.


Key Qualifications

 

  1. Considerable experience in an applied design field such as architectural technology, planning technology, data visualization, graphic design and/or cartography/geomatics GIS and/or a degree in Landscape Architecture, Engineering, Urban Planning or Architecture or an equivalent combination of education and experience.
  2. Considerable experience working on complex multidisciplinary projects in transportation planning or engineering, infrastructure planning or design, green infrastructure design or Environmental Assessments.
  3. Experience in project management / coordination, delivering projects, activities, and assignments from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests.
  4. Experience in preparing and managing design and/or construction Request for Quotations, Request for Proposals and Request for Tenders or overseeing design and/or construction projects directly.
  5. Experience in conducting research and undertaking analysis, and interpreting and communicating findings. 
  6. Strong leadership capacity, provide work direction and handle multiple priorities in a detailed and deadline-oriented environment.
  7. Strong problem solving and project coordination skills and the ability to exercise judgement in dealing with technical matters and initiating creative solutions.
  8. Proficient computer skills to use MS Office (i.e. Word, Excel and PowerPoint)Adobe Creative Suite (i.e. Photoshop, Illustrator and InDesign), and GIS (ArcGIS, QGIS). Knowledge of microstation, AutoCAD, and/or SketchUp/Rhinocerus would be considered an asset.
  9. Knowledge of transportation engineering and planning principles, standards, designs, guidelines, and applications in an urban, multi-modal environment.
  10. Ability to effectively represent the Division, and to maintain relations and work with community and special interest groups, the general public, elected officials, internal and external clients and consultants.
  11. Highly developed interpersonal skills with the ability to communicate both orally and in writing at all levels of the organization, with elected officials and the public.
  12. Highly developed skills in the areas of strategic planning, analysis, problem solving and technical innovation.
  13. Knowledge of green infrastructure principles would be considered an asset.
  14. Knowledge of relevant legislation, regulations, codes, collective agreements, and policies including City of Toronto Standards and Specifications for road works, Ontario Provincial Standards and Specifications (OPSS), Occupational Health and Safety Act, Employee Standards Act and other applicable legislation.
  15. Knowledge of various legislation, including interpreting and applying the Accessibility for Ontarians with Disabilities Act (AODA) and the Integrated Accessibility Standards Regulation (IASR).
