The Parks and Recreation Division is seeking a Project Manager of Business Transformation who will lead and champion change and communication in implementing an enhanced time and attendance system through the eScheduling Project. This position demands a strong communicator, one who can implement critical feedback from stakeholders, manage staff, and guide the organization through process changes necessary to complete the Project.



Major Responsibilities:

The Project Manager Business Transformation will report to the Project Director in the Digital Project Implementation Unit, within the Business and Technology Transformation Branch. They will work along side the Project Manager Business Transformation who is responsible for the overall project. They will be responsible for:


Change Management

  • Develops a change management strategy and tactical plan.
  • Leads impact and stakeholder analysis.
  • Manages stakeholder relationships, especially with staff impacted by the changes.
  • Works with change champions, supervisor reference groups, and management to ensure policy and procedural changes are rational and effective.
  • Continuously assesses organizational readiness as the project progresses.
  • Identifies and mitigates risk related to communication, training, policy impact, procedural impact and related change management risks. Development and implementation of mitigation strategies to address these risks before they become issues.


Team Leadership and Development

  • Leads, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Manages the day-to-day activities of staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests.
  • Represents the Division/branch by providing leadership and technical expertise at project meetings with stakeholders to support strategic Divisional and corporate initiatives.
  • Acts as supervisor under the definitions of the Occupational Health and Safety, reduce risk and liability to the corporation and any health and Safety issues. Liaises with WSIB Consultants to manage workplace cost and return to work, and ensures regular meetings of Ministry approved Health and Safety Committees
  • Acts as a key contact with People & Equity staff, while exercising good judgement and discretion with confidential human resource information pertaining to any transitions

 

Project Management

  • Develops, manages, and implements detailed project plans to deliver change management strategy and tactical plans. Assesses current practices and makes recommendations to improve operational efficiencies in change management.
  • Provides back up project management support and leadership within the Unit as a member of a self-directed work team.
  • Develops, recommends and administers assigned budget for the project(s), utilizing information on operational requirements, staffing requirements, known pressures and required adjustments. Ensures appropriate action is taken to control expenditures within approved budget limitations by analyzing project financial data.
  • Leads consultation, engaging with stakeholders or completing other tasks as required to deliver a variety of different projects.
  • Works with City teams and other stakeholders on the development of user experience platforms, websites or other relevant platforms as necessary

 

Strategic Orientation

  • Participates in on-going strategic planning and development of Divisional and city-wide service direction, functional standards, policies and procedures, in consultation with other City Divisions, government agencies and community stakeholders
  • Reviews, evaluates and makes strategic recommendations related to scheduling of parks and Recreation projects and operations for optimal services delivery
  • Provides advice to the Parks & Recreation Directors on a wide range of issues affecting the Division, such as recommendations on program direction, program improvements and enhancements and strategic planning.
  • Designs, develops and implements resources and tools that support change management.
  • Cultivates effective working relations with internal and external stakeholders including those from other Divisions of the City.
  • Investigates internal/external complaints, where required, and implementing actions for satisfactory resolutions. Ensures quality customer service by providing timely, cost effective and optimum delivery of services.
  • Ability to travel to various locations as required within the city of Toronto
  • Researches, defines, recommends and prioritizes new opportunities, continuous improvement, emerging technologies, tools, resources, methodologies and strategies to maintain and improve change management practices.

 

Business Process Improvement

  • Develops and implements service standards and effective operational plans and works collaboratively with partner branches within the Parks and Recreation Division and other Divisions, to ensure the delivery of quality service to efficiently and effectively meet customer service needs and requirements and achieve Division’s mission and goals.
  • Identifies and carries out optimization of business processes,  to improve data management practices
  • Manages the collection, storage and documentation of various data required by the Division, to support the development of key performance indicators and evaluation of key performance measures


Research and Communication

  • Leads stakeholder engagement with all levels of staff city-wide and labour unions, develops communication materials and makes presentations.
  • Develops materials and correspondence for presentation to stakeholders and steering committees including briefing notes, presentations and reports.
  • Conducts research into assigned areas ensuring that such research considers developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Leads the information gathering and analysis for the Divisions involved in the project pertaining to, functional responsibilities, reporting relationships, skill set, affiliation, employee and position status, etc.
  • Researches, develops and plans organization development initiatives in support of transition planning.
  • Maintains projects plans and project documentation and ensures work stream documentation is classified and maintained in the project document repository
  • Works with P&R functional specialists and stakeholders to develop training programs and plans.


Key Qualifications:

  1. Experience leading organizational change initiatives. That experience should be in at least two major projects that involved a significant transition in technology, process, or culture. Alternatively, a Certified Change Management Professional (CCMP) considered an asset.
  2. Experience leading projects, or a Project Management Professional (PMP) certification.
  3. Experience managing relationships. This experience should demonstrate managing relationships across multiple teams, on various projects.
  4. Post-secondary education in business administration, project management, applied science or a related discipline pertinent to the job function or the equivalent combination of education and/or relevant experience.
  5. Ability to apply project management methodologies ad approaches and ability to maintain accurate and detailed documentation and records,
  6. Political acumen, judgement and insight, including the ability to problem solve, negotiate and achieve effective business solutions and consensus among parties having different objectives.
  7. Highly developed human relations, consultation, facilitation and negotiation skills at all levels within the organization (stakeholder engagement, client management, delivery, etc.).
  8. Ability to exercise discretion and judgement with confidential information pertaining to human resources matters and the transformation initiative
  9. Strong time management skills with the ability to organize, prioritize, execute tasks to meet deadlines
  10. Ability to continuously improve, learn, acquire and update technical knowledge and working ability
  11. Knowledge of current and emerging technologies
  12. Familiarity with Toronto Public Service values and ability to support an ethical, supportive and respectful workplace culture that champions equity, diversity and inclusion.
  13. Must be familiar with the Collective Agreement and with government legislation in occupational health and safety.
  14. Ability to travel to various locations as required within the City of Toronto
