Are you a strategic thinker with a passion for leading impactful projects and driving organizational change? The City is seeking a dynamic and results-oriented Project Manager Business Solutions to lead major business transformation initiatives aligned with our long-term strategic goals. In this role, you will oversee complex projects from inception to completion, manage cross-functional teams, and ensure high standards of performance and accountability. You’ll play a key role in shaping innovative solutions, managing budgets, and navigating stakeholder relationships—including senior leadership—while promoting collaboration, continuous improvement, and excellence in service delivery.
Major Responsibilities:
- Develops, designs and implements functional policies and programs for major business transformation and performance improvement based on City's strategic directions and business long-term needs and requirements
- Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance and recommends disciplinary action when necessary.
- Develops, recommends and monitors the project/program budget and ensures that the expenditures are controlled and maintained within approved budget limitations.
- Leads and manages in all stages of the project lifecycle.
- Leads and manages in the development of detailed scope requirements, budgeting, resource management, planning and scheduling, monitoring and reporting progress; managing and mitigating issues and risks; reviewing, preparing and executing change requests.
- Develops, manages and reports on detailed project plans of varying levels of complexity that make major business transformations. Leads, facilitates and contributes to the design, creation, development and sustainment of business solutions. Manages all aspects of assigned projects, including the project charter, project plan and schedule, progress, budget, risk management, issue management, change management, resource management, quality review/best practices.
- Leads, participates in or oversees the preparation of or prepares project budgets and provides financial management such as sole source requests; contract negotiations; leasing agreements; business cases; feasibility and cost/benefit analysis.
- Oversees, participates or supports in recruitment selection, training and supervision of assigned project staff.
- Leads, participates in, supports or oversees the preparation of or prepares and/or supervises the preparation of various formal contractual documents such as: Request for Expression of Interest (REOI), Request for Information/Proposal/Quotation/Resource (RFI/P/Q/R), ITAPP, Statement of Work (SOW), Memorandum Of Understanding (MOU) and Service Level Agreements (SLA).
- Provides leadership in the evaluation, selection and recommendation of business solutions and professional services; manages vendors and contractors in the overall solution delivery process.
- Identifies and develops cross divisional initiatives to produce synergies and economies of scale.
- Negotiates with executives and senior management, clients and various stakeholders often with competing and conflicting goals, objectives and priorities.
- Manages and administers consultant/contractors and projects/contracts, implements quality assurance/quality control procedures, authorize payments and recommends additional payments in accordance with the City's financial authority and by-laws or contract terms.
- Negotiates and documents project changes involving scope, timelines, and budget.
- Reviews, tracks, evaluates and reports on consultant and/or contractor progress, expenditures and performance to ensure adherence to project schedule, budget, scope, and contract terms.
- Adheres to the principles of the Project Management Institute (PMI) and PMI's Code of Ethics and Professional Conducts to develop and organize project protocols, procedures, relationships, and performance objectives to promote and achieve targets.
- Promotes standardization in areas relating to project administration, documentation, progress tracking and technical designs.
- Assesses and recommends scalable multi-jurisdictional business solutions. Works with Technology Services to ensure technical solutions meet business requirements Determines requirements, conducts research and evaluations and obtains all approvals and signoffs.
Key Qualifications:
- Post-secondary education in the relevant field, such as Business Administration, Human Resources and Project Management etc., or equivalent combination of education and experience. Project Management (PMP) or change management designations are considered an asset.
- Extensive experience leading large, complex business transformation projects through all phases—from planning and design to testing, implementation, and support—with solid understanding of system development and testing processes, including defect tracking and industry best practices.
- Extensive experience in project management or program management, particularly with large-scale projects from inception to implementation, evaluation and completion with minimal direction while balancing political, community and other stakeholder interests.
- Experience using software such as Salesforce CRM, Contact Centre processes and technology would be considered an asset.
- Extensive experience engaging with stakeholders across all levels of government or within large organizations, including executives, staff, and community partners. Proven ability to lead and collaborate with cross-functional and multi-disciplinary teams, build consensus, and align diverse interests to achieve common goals.
- Knowledge of various PM methodologies that include Waterfall, Agile, Hybrid and all associated practices and tools.
- Ability to provide strategic advice to senior leaders in areas of policy and/or issues management.
- Ability to work with multi-stakeholders, inclusive of designing and leading stakeholder engagement sessions, with the ability to balance political, organisational and stakeholders' interests.
- Ability to lead and/or manage projects including identifying project purpose, milestones and deliverables, and monitoring and tracking projects through completion.
- Ability to work in shared project management or program manager environment using collaborative project management tools such as MS Project, Jira and Confluence, for planning and implementing complex projects and/or packages.
- Ability to work across teams, and delegate tasks as necessary.
- Demonstrated ability to establish and maintain an effective relationship with corporate clients, external stakeholders and vendors.
- Excellent problem-solving, leadership, facilitation, interpersonal and communication skills.
- Ability to work independently and cooperatively with others in a multidisciplinary team environment.
