Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering and Construction Services (ECS) Division, which provides specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other City of Toronto Divisions, Agencies, Boards and Commissions, and external clients such as the development industry, Metrolinx, utility companies and other public agencies.

Reporting to the Project Director in the ECS Enhancing Capital Construction Delivery (ECCD) unit, the Project Manager will support the strategic direction and leadership in advancing the implementation of recommendations from the Capital Delivery Review - Final Report (March 2025).

The Project Manager will play a key role in strengthening how capital projects are planned, managed, and delivered-ensuring that the organization has the systems, tools, and practices needed to execute projects more efficiently, effectively, and consistently. The position will also support the efforts to optimize engineering and construction services, foster service equity, and promote long-term infrastructure planning and risk management.

A strong collaborator, the Project Manager will engage regularly with internal divisions to align priorities and advance shared goals. Additionally, the role will support in the coordination of information gathering and transferring to external stakeholders, including the Association of Consulting Engineers Ontario and major construction associations, to ensure robust engagement and alignment on implementation strategies.


Major Responsibilities


Support the Senior Project Managers of Design/Delivery and Procurement in carrying out the following responsibilities:

  • Support the team with the development and implementation of an enterprise-wide project management framework that reflects the scale and complexity of current and future capital delivery.
  • Strengthen governance and oversight structures to support informed, timely decision-making across all stages of project delivery.
  • Support the implementation of recommendations dealing with Procurement on Capital Construction Projects
  • Support the review and research to introduce scalable tools, templates, and standardized processes that enhance consistency, efficiency, and transparency of capital construction delivery
  • Tailor project delivery approaches based on complexity, risk, and impact-ensuring flexibility where needed and structure where required.
  • Improve integration across planning, design, procurement, and construction functions to support more streamlined and coordinated delivery.
  • Explore the use and implementation of various industry-standard delivery models.
  • Build in evaluation and continuous improvement practices to capture lessons learned and reinforce accountability.
  • Support the promotion of alignment and collaboration across divisions, enabling shared ownership of outcomes and better service to internal and external stakeholders.
  • Identify and support the implementation of near-term improvements that demonstrate progress and support long-term change.
  • Work effectively in a team structure, ensuring high standards of work quality and organizational performance, continuous learning and encourages innovation in the development and delivery of capital construction projects.
  • Supports the preparation of comprehensive reports and presentations to Committees of Council and community groups.
  • Supports the development of updates and reports on project status, issues, deliverables and milestones to the Senior Management and Council. Manages project organization structures and systems including working groups, steering groups and committees as required.

 

Key Qualifications:

Among the other strengths you bring to the role of Project Manager will be the following:

 

  1. Post-secondary education in engineering, project management, or a related discipline, or an equivalent combination of education and relevant experience. P.Eng designation is an asset.
  2. Project management experience from inception to implementation, including planning, design and construction of municipal public works infrastructure.
  3. Experience working collaboratively with internal stakeholders, external agencies, consulting engineers, managing contracts, and ensuring quality service delivery.
  4. Experience in performance measurement, compliance reporting, with the ability to translate data into improved project outcomes.
  5. Communication skills including stakeholder engagement with the ability to navigate complex issues and influence outcomes.
  6. Knowledge of relevant municipal legislation, and public procurement practices.
