Job Description
The Project Manager (Supply Chain Management) manages various projects related to the municipal election and by-elections, including referenda, recounts and contract elections on behalf of the City Clerk, City Council, four School Boards and the Minister of Municipal Affairs and Housing. The Project Manager Election Services will initiate, plan and implement projects including election management, project management, public engagement, candidate services, voting infrastructure, technology and human resources.
Major Responsibilities:
- Leads all aspects of the supply chain of election materials (including requirement gathering, warehouse set up and operations, procurement of elections supplies and equipment, assembly of supplies, coordination of delivery, recovery and tracking of supplies and equipment, oversight of the security and storage of critical materials, coordination and management of secure destruction following legislation and procedures).
- Coordinates the execution of the security plan for general elections and by-elections.
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Reviews, evaluates and recommends detailed project plans to the Senior Elections Management Team, including the overall scheduling of projects and reports on the status of subprojects, including contingencies, issues management, change management and resource management, while managing and mitigating risks.
- Prepares and presents project progress reports regularly to the Deputy City Clerk Election Services, Senior Election Management Team and to other stakeholders and staff.
- Develops and implements project control systems, procurement oversight, cost evaluation methodologies, performance evaluation criteria, in accordance with approved corporate policies and guidelines.
- Manages and provides leadership in project development from the inception stage to the final stage, while ensuring accurate application of all relevant policies and procedures, including election management, project management, public engagement, candidate services, voting infrastructure, technology and human resources.
- Develops, leads, researches, and reviews emerging technologies and trends to address future election requirements and implications.
- Determines and implements systems, technology and equipment in conjunction with the Manager Election Services, in order to support the delivery of efficient and effective elections.
- Develops, leads, researches, recommends and implements innovative programs that position the City as a leader in election management, such as Election Day and emergency response strategies, various online portals to enhance stakeholder experience, user-friendly materials and supplies.
- Liaises with vendors and consultants to ensure business requirements are met.
- Utilizes various geospatial technologies to design, develop, lead and establish voting subdivisions and voting place criteria to ensure compliance with the Accessibility for Ontarians with Disabilities Act. Negotiates and secures contracts, locations and associated requirements.
- Develops and leads recruitment and training strategies for hiring election personnel and support staff, ensuring business is conducted in accordance with city policies, procedures and relevant legislation.
- Prepares various reports for Committee and Council and compiles presentations for the Senior Election Management Team and addresses their questions and concerns.
- Negotiates and implements innovative solutions to complex project challenges involving multiple stakeholders to achieve assigned objectives.
- Oversees issues as they arise within projects and under close scrutiny by the media, the public and members of Council.
- Monitors and reports on important global developments, trends and changes to corporate policies and practices, legislation and initiatives by other levels of government. Provides analysis, advice and support on confidential and sensitive information affecting the City's relationships and reputation. Assesses resource requirements to support option development and implementation, and proposes improvements to processes and policies.
- Develops specifications, oversees and issues requests for information/proposals/quotations. Reviews, analyzes and awards contracts on behalf of Election Services in accordance with City by-laws, policies and procedures. Supervises the evaluation and selection process and contracts with suppliers. Negotiates terms and conditions of contracts.
- Prepares, develops and negotiates agreements and contracts with suppliers, contractors, other divisions, partner organizations, community groups and stakeholders to ensure that obligations are met to the satisfaction of all parties.
- Identifies and analyzes current projects, business processes and practices and prepares gap analysis and needs assessments in order to recommend solutions for business initiatives in collaboration with other sections and divisions to ensure the most efficient solution.
- Maintains a comprehensive and continuous awareness of initiatives, policies and procedures of the City's administration, external organizations and other orders of government to provide information, development services, policy reports, recommendations and issues monitoring in regards to all aspects of municipal elections.
- Maintains a thorough awareness of the vision, mission and strategic directions of the City Clerk's Office (CCO) and its services, the City Clerk's duties and responsibilities under the Municipal Elections Act, 1996, and the unique qualities and responsibilities of working in a political environment with elected official and various stakeholders while ensuring cultural sensitivity.
- Coordinates a multi-disciplinary team by providing guidance, processes and tools to increase efficiencies and improve the effectiveness of the services provided by Election Services.
- Develops, conducts and/or coordinates appropriate training and ensures communication to staff is undertaken with respect to activities, projects, policies and procedures and makes revisions, as necessary.
- Represents the City Clerk in meetings with a wide and diverse range of internal and external stakeholders, city division, community groups, sponsors, senior staff, elected officials and other levels of government.
- Cultivates and retains strategic relationships with the corporate representatives, media partners, vendors, elected officials and internal and external stakeholders. Provides knowledge transfer on business processes and procedures related to new technical solutions.
- Identifies approaches, concepts and methods of analyzing complex and competing issues, and provides expert professional and technical advice.
- Ensures assigned staff are in compliance with the Accessibility for Ontarians with Disabilities Act, Occupational Health & Safety Act, and all other relevant legislation and associated regulations.
- Assists with the work of the Manager Election Services in his/her absence.
- Works evenings, statutory holidays and weekends as required.
Key Qualifications:
Your application must describe your qualifications as they relate to:
- Considerable project management experience in a leadership role delivering projects from inception through implementation with minimal direction.
- Considerable experience in purchasing and logistics and ability to follow City of Toronto purchasing policies and procedures to procure and secure supplies and services.
- Considerable experience hiring, training, scheduling, coaching and supervising staff including monitoring performance in a fast-paced environment.
- Considerable computer proficiency, including MS Office Suite (Word, Excel, Visio, PowerPoint). Experience with asset management software is considered an asset.
- Experience in event management and supply chain logistics, including inventory preparation and management, and coordination of delivery and recovery of equipment.
- Possess and be able to maintain a valid Province of Ontario Class "G" Driver's License and must qualify for the City's equipment operating permits and requirements.
- Knowledge of relevant provisions of the Accessibility for Ontarians with Disabilities Act (AODA), Human Rights Code, Occupational Health and Safety Act, and related legislation.
- Highly developed oral and written communications as well as strong presentation and public speaking skills.
- Ability to work evenings, statutory holidays and weekends as required.
- Ability to travel to various work locations.
- Ability to lift equipment and material up to 40 pounds.
- Elections experience is considered an asset.
