Job Description:
Are you an experienced Project Manager who enjoys initiating, planning and overseeing complex, multi-disciplinary projects and initiatives? Reporting to the Manager of Housing Secretariat, you would provide leadership and guidance in the delivery of a range of rental housing policy and development programs, including the new Rental Housing Supply Program, and advancing new affordable housing initiatives and policies on public land.
Major Responsibilities:
- Develops and implements detailed plans and recommends policies regarding program specific requirements as well as reports on the status of all subprojects and ensures City obligations are met and are in compliance.
- Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Ensures that the project expenditures are controlled and maintained within approved budget limitations.
- Conducts research, identifies stakeholder requirements and analyzes business processes for opportunities to optimize operational efficiencies, effectiveness and service delivery to clients.
- Analyzes and identifies program delivery impacts and makes recommendations based on assessment.
- Responds to emergency and priority situations by anticipating problems, making decisions and deploying appropriate financial and human resources.
- Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks.
- Monitors work output, reviews project deliverables and ensures project staff, divisional stakeholders and external service providers complete assigned deliverables on time, on schedule and on budget and at quality standards.
- Develops and implements project control systems, procurement oversight, cost evaluation methodologies, performance evaluation criteria, in accordance with approved corporate policies and guidelines.
- Prepares, develops and negotiates agreements with suppliers, contractors, other divisions, partner organizations, agencies, and community groups.
- Negotiates and implements innovative solutions to complex project challenges involving multiple stakeholders to achieve assigned objectives.
- Develops, coordinates and approves effective communication activities for all levels of staff in the division to ensure project plans are widely understood.
- Communicates any potential situations of political and/or media attention; makes recommendation on course of action and ensures the Director/Manager is apprised of issues impacting the service delivery of the project and any potential impact on divisional operations.
- Represents the division in meetings with a wide and diverse range of internal and external stakeholders, City Divisions, community groups, agencies, senior staff, and elected officials.
- Develops briefing notes and reports to senior management, Committees and Council.
Key Qualifications:
- Post-secondary education in a relevant professional discipline or an equivalent combination of education and/or relevant experience.
- Considerable experience in leading complex projects, including developing and implementing formal project plans, managing deliverables and identifying outcomes and objectives. Experience managing multiple housing development projects and/or development related programs will be considered an asset.
- Experience establishing and maintaining effective partnerships with diverse internal and external stakeholders, including negotiating among diverse interests to identify and implement solutions that advance project or program objectives.
- Experience managing project budgets, schedules, and identifying and mitigating project risks. Experience with financial analysis of development projects will be considered an asset.
- Experience with supportive housing and affordable housing development projects, including but not limited to policy, planning, construction and/or operations. Experience with funding and financing approaches is an asset.
- Knowledge of current affordable housing, urban planning and land development issues and trends in a Canadian context.
- Excellent oral communication, writing, presentation and interpersonal skills, to deal effectively with business unit staff, and senior management, and communicate information in a manner that is understandable to a wide range of individuals.
- Strong administrative skills with highly developed facilitation and problem-solving abilities.
- Strong strategic, analytical and conceptual thinking skills, with the ability to understand operational and policy issues and develop recommendations that advance the organization and improve service to clients/customers.
- Ability to be flexible and to thrive in a fast-paced creative environment with competing deadlines, multiple tasks and high-performance expectations.
- Strong interpersonal, consensus building, consultation, facilitation and negotiation skills.
- Knowledge of relevant software applications including the Microsoft Office suite and Visio.
