The People & Equity Division is transforming its People Analytics service to better meet the evolving data and information needs of the City related to its most important resource, its people. This is an exciting opportunity for an experienced, strategically minded and politically savvy project manager, adept at leading business transformation initiatives, to support People & Equity to grow and develop its People (HR) analytics and insights capabilities.

 

As Project Manager, Business Transformation, you will be primarily responsible for helping to define, prioritize and deliver projects that help the City to implement its HR Business Intelligence strategy & roadmap. Your work will include leading and/or managing projects that help to advance long term goals, but also to deliver quick wins with tangible impacts for our Workforce, Analytics & Insight team and our business clients. Your primary focus will be on how the People Analytics service is structured / delivered (in alignment with the Enterprise BI program), but you will

also work closely with our IT partners, acting as a critical bridge helping to translate business strategy into technology capabilities and BI products.

 

As part of the Workforce Analytics and Insight unit leadership team you will also be involved in helping to identify, analyze and resolve issues, and contribute to the unit's core business of providing data, reporting and insights to a variety of clients.

 

Project Management: As an experienced project manager, you bring a thorough understanding of project management methodologies, documentation, and project budget and resources management. Your skills will be applied to developing and implementing detailed plans, managing assigned projects, ensuring effective teamwork and communication, and high standards of work quality and performance, and conducting research, ensuring research takes into account developments within the sector, corporate policies and practices, legislation and initiatives by other levels of government. You will also develop and maintain project plans and documentation, including templates, spreadsheets, reports, briefing notes, and presentations, and ensure that work stream and project documentation is maintained in a consistent manner.

 

Change Management: Experienced in planning and implementing business transformation initiatives, you will develop assigned projects to align with divisional objectives and corporate priorities (City Manager, Council, etc.) related to modernization and business transformation. Your approach to project delivery will incorporate managing the people-side of change, ensuring impacted groups understand and are supported to adopt change, and that desired changes are sustained and the benefits are realized.

 

Research and Report writing: With your excellent writing and presentation skills, you will prepare reports, briefing notes and other background information, as well as reports and presentations to the Division’s Senior Management Team. As Project Manager, you will be expected to identify policy, resource and systems issues and gaps, as well as develop plans to mitigate these risks; you will also support the development of performance measures, outcomes, targets and criteria to measure the effectiveness and success of programs and services.

 

Stakeholder Engagement: Your high political acuity and keen ability to work with different levels of government, together with experience in managing and facilitating staff teams, committees or work groups, will be evident as you build support and buy-in across P&E senior management and related corporate partners and leaders.

 

 

What do you bring to the role?

 

  1. Extensive experience leading large-scale enterprise-wide projects. Experience with projects focussed on People Analytics / HR Business Intelligence, within a complex environment (public sector) is preferred.
  2. Experience managing the people side of change, gaining buy-in and support from managers and senior leaders on new approaches, initiatives and implementation of best practices.
  3. Considerable experience managing and facilitating staff teams, committees or work groups, while supporting divisional objectives.
  4. Extensive experience in project management (applying PMBOK and/or Agile methodologies). Specific experience in HR or People Analytics projects considered an asset.
  5. Experience with Business intelligence tools, such as: Tableau, SAP Analytics & Power BI. Experience and knowledge applying these tools to People Analytics is a strong asset.
  6. Considerable experience with ERP Systems, such as: Oracle HCM, Workday, MS Dynamics 365. Experience and knowledge with SAP SuccessFactors is a strong asset.
  7. Post-secondary education in the relevant field, such as Business Administration, Human Resources and Project Management etc., or equivalent combination of education and experience. Project Management or change management designations are considered a strong asset.
  8. Superior analytical skills with the ability to utilize a variety of quantitative and qualitative research methods and apply the research outcomes to projects and policies.
  9. Exceptional critical thinking & problem-solving skills, with the ability to identify emerging issues, prioritize them, and develop creative & effective strategies to address complex operational, policy and evaluation challenges.
  10. Political acuity with demonstrated knowledge/leadership in government innovation.
  11. Exceptionally self-motivated and directed approach, with a keen attention to detail and organization.
  12. Ability to exercise discretion and judgement with confidential information pertaining to human resources matters and the transformation initiatives.
  13. Proficiency in a variety of software packages including Microsoft Word, Power Point, Excel, Project and Outlook.
  14. Excellent communication, presentation and interpersonal skills, to deal effectively with technical staff, business unit staff, and senior management, and communicate information in a manner that is understandable to a wide range of individuals.
